प्रयोग करते ुएए, केन्द द्रीय मोटर यान जनयम, 1989 का और सिं ोधन करने के जलए जनम्न जलजखत जनयम बनाती ह, अथागत्:-
1. सजं ित नाम और प्रारंभ.– (1) इन जनयमों का संजि त नाम केंद्रीय मोटरयान (पांचवा संिोधन) जनयम 2020 ह
(2) य ेरािपत्र में इनके अंजतम प्रकािन की तारीख को प्रवृत् त होंगे

2. केंद्रीय मोटरयान जनयम, 1989 (जिसे इसमें इसके पश् चात् उ त जनयम कहा गया ह) में,
(i) प्ररूप 1 में, उपिीषग “घोषणा” म,ें मद (घ) और उससे संबंजधत प्रजवज टयों का लोप दकया िाएगा ;
(ii) प्ररूप 1क में,--
(क) क्र.सं. 3 में, मद (ख) और उससे संबंजधत प्रजवज टयों का लोप दकया िाएगा ;
(ख) “जचदकत् सा उपयु तता प्रमाणपत्र” उपिीषग में, प्रजवज ट सं. (iv) के पश् चात् जनम् नजलजखत प्रजवज ट अत:स्ट्थ ाजपत की
िाएगी, अथागत्:--
“(v) ्वेदक की रंग पहचानने की िमता की िांच इजिहारा चाटग का उपयोग करके की ग ह और ्वेदक को गंभीर
या पूरी तरह से रंगान्द धता से ्रसजसत नहं पाया गया ह ”

NOTIFICATION
New Delhi, the 24th, June 2020
G.S.R. 401(E).—Whereas, the draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, was published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988)
vide notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 176(E)
dated the 16th March, 2020, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i),
inviting objections and suggestions from all persons likely to be affected thereby within a period of thirty days from
the date on which copies of the Gazette containing the said notification were made available to public;
AND whereas, copies of the Gazette containing the said notification were made available to the public on the
16th March, 2020;
AND whereas, no objections and suggestions were received from the public in respect of the said draft rules.
Now, therefore, in exercise of the powers conferred by section 27 of the Motor Vehicles Act, 1988 (59 of
1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules,
1989, namely:-
1. Short title and commencement.-(1) These rules may be called the Central Motor Vehicles (Fifth Amendment)
Rules, 2020.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989, (herein after referred as the said rules),
(i) In FORM 1, in the sub-heading “Declaration”, the item (d) and the entries relating thereto shall be
omitted;
(ii) In FORM 1 A;-
(a) In Serial number 3, the item (b) and the entries relating thereto shall be omitted;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(b) In the sub-heading “Certificate of Medical Fitness”, after the entry number (iv), the following entry
shall be inserted, namely:-
“(v) Applicant’s colour vision has been tested using standard ishihara chart and the applicant has not
been found suffering from severe or total colour blindness.”.
