NOTIFICATION
New Delhi, the 5th October, 2016
G.S.R. 953(E).—Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989, which the
Central Government proposes to make in exercise of the powers conferred by sections 41 and 110 of the Motor Vehicles
Act, 1988 (59 of 1988), were published, as required by sub-section (1) of section 212 of the said Act vide notification of
the Government of India in the Ministry of Road Transport and Highways number G.S.R. 309 (E), dated 16th March
2016, in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i) inviting objections and suggestions from
persons before expiry of a period of thirty days from the date on which copies of the Gazette containing the said
notification were made available to public;
And whereas, copies of the Gazette containing the said notification were made available to the public on the
16th March, 2016;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have
been considered by the Central Government.
Now, therefore, in exercise of the powers conferred by sections 41 and 110 of the Motor Vehicles Act, 1988 (59
of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules,
1989, namely:
1. (1) These rules may be called the Central Motor Vehicles (17th Amendment) Rules, 2016.
(2) They shall come into force with effect from the 1st day of April, 2017, after their final publication in the Official
Gazette.
2. In the Central Motor Vehicle Rules, 1989, for Form 22, the following Form shall be substituted, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

SAFETY STANDARDS OF COMPONENTS QUALITY AND ROAD-WORTHINESS
(To be issued by the manufacturer or registered E-rickshaw or E-cart association in case of E-rickshaw or E-cart)
It is certified that the following vehicle complies with the emission values, including mass emission norms and noise
standards including noise level under the provisions of the Motor Vehicles Act, 1988, and the rules made thereunder as
specified below:
