या (ii) पैरा 4 के उप-पैरा (2) म(cid:31) यथािविनlदe आधार नामांकन के िलए उसके Pारा (cid:3)कए गए अनुरोध क% एक (cid:14)ित। (ख) (i) फोटो सिहत पासबकु , या (ii) भारत के िनवा/चन आयोग Pारा जारी मतदाता पहचान काड;/ अथवा (iii) राशन काड/, या (iv) राजपि5त अिधकारी Pारा शासक%य लैटर हडै पर जारी ऐसे सद(cid:28)य फोटो पहचान का (cid:14)माण-प5; या (v) पासपोट/; अथवा (vi) (cid:28)थायी खाता संnया (पैन) काड;/ अथवा (vii) मं5ालय Pारा िविनlदe कोई अ=य द(cid:28)तावजे , बशतc यह भी (cid:3)क, उ8 द(cid:28)तावेज(cid:20) क% जाचं , इस (cid:14)योजनाथ/ राhय सरकार अथवा संघ राhय Jे5 (cid:14)शासन(cid:20) Pारा िवशेष (cid:29)प से नािमत अिधकारी Pारा क% जाएगी। 5. उपयु/8 योजना के तहत सिु वधाजनक (cid:29)प से और िबना (cid:3)कसी क$ठनाई के लाभा,थय(cid:20) को लाभ उपलgध कराने के िलए, म5ं ालय राhय सरकार या सघं राhय Jे5 (cid:14)शासन के माCयम से िन_िलिखत 7व(cid:28)था(cid:11) सिहत सभी अपेिJत 7व(cid:28)थाए ं कर(cid:31)गःे - क) योजना(cid:11) के तहत आधार क% अपेJा के बारे म(cid:31) लाभा,थय(cid:20) को अवगत करने के िलए मं5ालय Pारा मीिडया और 7ि8गत नो$टस(cid:20) के माCयम से 7ापक (cid:14)चार (cid:14)सार करना तथा य(cid:3)द उ=ह(cid:20)ने पहले स े नामांकन नह< कराया ह ै तो 33331111 ममममााााचचचच,,(cid:22)(cid:22),,(cid:22)(cid:22) 2222000011119999 तक अपन े Jे5(cid:20) के समीपवतO नामांकन के=I म(cid:31) अपना नामांकन करान े क% सलाह दी जाए। उ=ह (cid:31) (cid:28)थानीय (cid:29)प से उपलgध नामांकन के=I(cid:20) (www.uidai.gov.in पर सचू ी उपलgध ह)ै सूची उपलgध करायी जाए।¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 ख) य(cid:3)द योजना के लाभाथO उनके िनवास के समीप यथा (cid:14)खंड अथवा तालुक अथवा तहसील के भीतर नामांकन क(cid:31)I उपलgध न होने के कारण अपना नामांकन नह< करा पाते ह,* यह अपेिJत ह ै (cid:3)क मं5ालय राhय सरकार या संघ राhय Jे5 (cid:14)शासन के माCयम से सुिवधाजनक (cid:28)थल(cid:20) पर आधार नामाकं न सुिवधाए ं उपलgध कराए।ं लाभा,थय(cid:20) स े यह अनुरोध (cid:3)कया जाए (cid:3)क व े इस योजना के काया/=वयन के (cid:14)भारी िवभाग या इस (cid:14)योजनाथ/ उपलgध सबं ंिधत वबे पोट/ल के माCयम से सबं ंिधत अिधका$रय(cid:20) को पैरा 4 के उप-पैरा (ग) म(cid:31) यथा िविनlदe अपने नाम, पता, मोबाइल नं. तथा अ=य gयौरा दके र आधार नामांकन हते ु अपना अनुरोध पंजीकृत कराए।ं 3. यह अिधसूचना भारत के शासक%य राजप5 म(cid:31) असम, मेघालय और जoमू व क;मीर को छोड़कर सभी राhय(cid:20) और संघ राhय Jे5(cid:20) म(cid:31) इसके (cid:14)काशन क% तारीख से (cid:14)भावी होगी। [फा.सं. 14016/06/2017-डीबीटी] क(cid:2)याणी च(cid:9)ा, संयु(cid:13) सिचव MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT DEPARTMENT OF SOCIAL JUSTICE AND EMPOWERMENT NOTIFICATION New Delhi, the 20th August, 2018 S.O. 4031(E).— Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly and in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; 2. And whereas, Ministry of Social Justice and Empowerment (hereinafter referred to as Ministry), Government of India implements a Central Sector Scheme namely ‘National Overseas Scholarship (NOS) (hereinafter referred to as Scheme) through Indian Missions abroad, which provides financial assistance in the form of Scholarship (hereinafter referred to as Benefit) to Student beneficiaries belonging to Scheduled Castes, Denotified, Nomadic and Semi- Nomadic Tribes and Landless Agricultural Labourers and Traditional Artisans (hereinafter referred to as Beneficiaries) for pursuing Master level courses and Ph.D abroad in accredited Institutions or Universities by an authorized body of that Country. 3. And whereas, the aforesaid Scheme involves expenditure to be incurred from the Consolidated Fund of India; 4. Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said Act), the Central Government hereby notifies the following, namely:– a) An eligible individual desirous of availing the benefits under the Scheme is required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. b) An individual desirous of availing the benefit under the Scheme, who does not possess an Aadhaar or has not yet enrolled for Aadhaar is hereby required to apply for Aadhaar enrolment by 31st March, 2019, provided he or she is entitled to obtain Aadhaar as per the4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment. c) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry which requires an individual to furnish Aadhaar, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through State Governments or UT Administrations is required to provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI). Provided that till the time Aadhaar is assigned to the beneficiaries, benefits under the Scheme shall be given to such beneficiaries subject to the production of the following identification documents, namely:– (a) (i) if he/she has enrolled, his/her Aadhaar Enrolment ID slip; or (ii) a copy of his/her request made for Aadhaar enrolment, as specified in sub- paragraph (b) of paragraph 4; and (b) (i) Bank passbook with photograph; or (ii) Voter identity card issued by the Election Commission of India; or (iii) Ration Card, or (iv) Certificate of identity having photo of such member issued by a Gazetted Officer on an official letter head; or (v) Passport; or (vi) Pan Card; or (vii) any other documents specified by the Ministry; Provided further that the above documents shall be checked by an officer designated by the Ministry for that purpose. 5. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries under the scheme, the Ministry through State Governments or UT Administrations shall make required arrangements including the following, namely:- a) Wide publicity through media and individual notices by Ministry, shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the schemes and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31st March, 2019, in case they are not already enrolled. The list of locally available enrolment centres (list available at www.uidai.gov.in) shall be made available to them. b) In case, the beneficiaries of the scheme are not able to enrol for Aadhaar due to non-availability of enrolment centres within near vicinity such as in Block or Taluka or Tehsil, the Ministry through State Governments or UT Administrations is required to facilitate Aadhaar enrolment facilities at convenient locations, and the beneficiaries can be requested to register their request for Aadhaar enrolment by giving their names, address, mobile number with other details as specified in the sub-¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 paragraph (c) of paragraph 4, with the concerned official or through a web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and Jammu and Kashmir.
