(1) स्ट् कीम के अधीन फायदा लने े के इ‍ ुक ्‍ यजिक से अपक्षे ा की िाती ह ै दक वह आधार संख् या रखन े का सबूत प्रस्ट् ततु करे या आधार अजधप्रमाणन कराए; (2) स्ट् कीम के अधीन फायदा लेने का इ‍ ुक ्‍ यजत, िो आधार संख् या नहर रखता ह ै या जिसने आधार के जलए अ भी तक नामांकन नहर दकया ह,ै उसे आधार नामांकन के जलए आवेदन करना होगा, बित े दक वह उक्त 1177 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अजधजनयम की धारा 3 के उपबंधों के अनुसार आधार प्राप् त करन े का हकदार ह ै और ससे ्‍य जिक दकसी भी आधार नामांकन क द्र (क द्र सूची भारतीय जवजिष्ट पहचान प्रजधकरण की वेबसाइट www.uidai.gov.in पर उपलब् ध ह)ै पर आधार नामांकन के जलए िा सकत े ह;क (3) आधार के जवजनयम 12 जवजनयम (नामांकन और अमतन), 2016, के अनुसार मंत्रालय, से अपेक्षा की िाती ह ैदक वे अपनी कायाान्वयन अजभकरणों के माध्यम से सस ेलाभार्शथयों के जलए आधार नामांकन सुजवधाएं प्रदान करे जिनका आधार के जलए अभी तक नामांकन नहर दकया गया है, और यदद संबंजधत ब्लॉक या तालुका या तहसील म कोई आधार नामांकन क द्र अवजस्ट्थत नहर ह,ै तो मंत्रालय अपन े कायाान्वयन अजभकरणों के माध्यम से भारतीय जवजिष्ट पहचान प्राजधकरण के जवममान रजिस्ट् रारों के साथ समन्व य करके अथवा स्ट् वंय भारतीय जवजिष्ट पहचान प्राजधकरी बनकर सुजवधािनक अवस्ट् थानों पर आधार नामांकन सुजवधाएं प्रदान करेगा: परन् त ु ्‍ यजियों का आधार समनुदेजित दकए िान े के समय तक स्ट् कीम के अधीन फायद े जनम न् जलजखत दस्ट् तावेिों को पेि करन े के अधीन रहते हुए, जनजम् न लजखत ्‍ यजतयों को ददए िाएगं े :- (क) यदद उसका नामांकन दकया गया ह,ै उसका आधार नामांकन पहचान पचक; और (ख) जनम्नजलजखत कोई एक दस्ट्तावेि, अथाात् :- (i) बक क के पासबुक या डाक खान ेकी पासबुक, जिसम फोटो लगा हो; या (ii) स्ट्थायी लेखा संख् यांक (पनै काड)ा ; या (iii) पासपोट;ा या (iv) रािन काड;ा या (v) मतदाता पहचान पत्र; या (vi) महात् मा गांधी राष्र ीय मीणामीण रोिगार गारंटी अजधजनयम काडा; या (vii) दकसान फोटो पासबुक; या (viii) मोटर यान अजधजनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्राजधकरी द्वारा िारी चालन अनुज्ञजि; या (ix) दकसी िीर्ा नामे पर रािपजत्रत अजधकारी या तहसीलदार द्वारा िारी पहचान का प्रमाण पत्र, जिस पर ससे ्‍ यजत का फोटो लगा हो; या (x) कोई अन् य दस्ट्तावेि, िो मंत्रालय द्वारा जवजनर्ददष् ट दकया िाए; और (ग) एक वचनबंध (कायाान् वयन अजभकरण द्वारा प्रदान दकए गए जनधााररत प्रपत्र के अनुसार) दक वह दकसी तेल जवपणन कंपनी की अन् य उपभोक्त ा संख् या के अधीन एलपीिी सहाजयका प्राप् त नहर कर रहा ह।ै परन् तु यह और दक उपयुाक् त दस्ट्त ावेिों की िांच इस प्रयोिन के जलए कायाान् वयन अजभकरण द्वारा जवजनर्ददष् ट प प स ेअजभजहत अजधकारी द्वारा की िाएगी। 2. स्ट् कीम के अधीन लाभार्शथयों को सुजवधािनक ढंग स े फायदा प्रदान करने के जलए मंत्रालय अपने कायाान्वयन अजभकरणों के माध् यम स े सभी अपेजक्षत ्‍ यवस्ट्थ ा करेगा जिससे इस स्ट् कीम के अधीन लाभार्शथयों के जलए मीजडया के माध् यम स े ्‍ यापक प्रचार सुजनजित करने के जलए आधार की अपेक्षा के बारे म उन् ह िागप क दकया िा सके। 3. उन सभी मामलों म, िहां आधार अजधप्रमाणन जहताजधकाररयों के खराब बायोमैररक् स के कारण या दकसी अन्य कारण स ेअसफल रहता ह,ै वहां जनम्न जलजखत उपचारात् मक ्‍ यवस्ट् था अपनाई िाएगी, अथाता :् - (क) खराब अंगलु ी ाप गुणवत् ता के मामले म, आईआरआईएस स्ट् कैन या चेहरा अजधप्रमाणन सुजवधा अजधप्रमाणन के जलए अपनाई िाएगी जिसके द्वारा मंत्रालय अपने कायाान् वयन अजभकरणों के माध् यम स े जनबााध रीजत म फायदों के पररदान के जलए अगं ुली ाप के साथ आईआरआईएस स्ट् कैनसा या चेहरा अजधप्रमाणन के जलए उपबंध करेगा;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (ख) अंगलु ी ाप के माध्यम से बायोमीररक् स अजधप्रमाणन या आईआरआईएस स्ट्कैन या चेहरा अजधप्रमाणन के सफल नहर होने की दिा म, िहां कहर साध्य और मीणाह्य हो, वहां, यथाजस्ट्थजत, सीजमत समय वैधता वाल े आधार एक पासवडा (ओ टी पी) या समय आधाररत वन टाइम पासवडा द्वारा अजधप्रमाणन प्रदान दकया िाएगा; (ग) ससे अन्य सभी मामलों म, िहां बायोमीररक्स या आधार वन टाइम पासवडा या टाइम बस्ट्े ड वन टाइम पासवडा अजधप्रमाणन संभव नहर है, वास्ट्तजवक आधार पत्र के आधार पर स्ट् कीम के अधीन फायदे ददए िाएं जिसकी अजधप्रमाजण कता आधार पत्र पर मुदद्रत त्वररत प्रजत दिया कोड के माध्यम से सत्याजप त की िा सकती ह ै और त्वररत प्रजत दिया कोड पाठक की आव‍यक व्यवस्ट्था मंत्रालय द्वारा अपने कायाान्वयन अजभकरणों के माध्यम स े की िाएगी। 4. यह सुजनजित करन े के जलए दक स्ट् कीम के अधीन दकसी वास्ट्तजवक जहतधारी को उसको देय फायदों से वंजचत नहर दकया िाता ह,ै मंत्रालय अपने कायाान्वयन अजभकरणों के माध्यम से सीधा फायदा अंतरण (डीबीटी) जमिन, मंजत्रमंडल सजचवालय, भारत सरकार के तारीख 19 ददसंबर, 2017 के संख्या डी-26011/04/2017-डीबीटी कायाालय ज्ञापन म यथा जवजनर्ददि अपवाद प्रबंधन व्यवस्ट्था अपनाएगा। 5. यह अजधसूचना, असम और मेघालय राज्यों के जस वाय सभी राज्यों और संघ राज्य क्षेत्र प्रिासनों म रािपत्र म इसके प्रकािन की तारीख को प्रवृत् त होगी। [फा. स.ं पी-20019/53/2014-एलपीिी (खंड II)] आिीर् चटिक, संयुत सजचव MINISTRY OF PETROLEUM AND NATURAL GAS NOTIFICATION New Delhi, the 25th February, 2020 S.O. 899(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And, whereas, the Ministry of Petroleum and Natural Gas in the Government of India (hereinafter referred to as the Ministry) is administering the Scheme of Direct Benefit Transfer of LPG called PAHAL (hereinafter referred to as the Scheme) implemented through the Oil Marketing Companies (hereinafter referred to as the Implementing Agencies); And whereas, under the Scheme, LPG subsidy in the form of direct cash transfer (hereinafter referred to as the benefit) is credited to the bank accounts of the LPG consumers (hereinafter referred to as the beneficiaries) as per the extant norms under the Scheme; And, whereas, the implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) An individual desirous of availing the benefit under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrollment, provided he/she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individual may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India website www.uidai.gov.in) for Aadhaar enrolment.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agencies is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar, and in case of absence of any Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India or by becoming Unique Identification Authority of India Registrar themselves: Provided that till the time Aadhaar is assigned to the individual, benefit under the Scheme shall be given to such individuals subject to the production of the following identification documents :– (a) if he/she has enrolled, his/her Aadhaar Enrolment ID slip; and (b) any one of the following documents, namely :- (i) Bank or Post Office Passbook with photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Voter Identification Card; or (vi) Mahatma Gandhi National Rural Employment Guarantee Act card; or (vii) Kisan Photo Passbook; or (viii) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (ix) Certificate of identity having photo of such person, issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) any other documents as specified by the Ministry; and (c) an undertaking (as per the prescribed format provided by the Implementing Agencies) that he/she is not availing LPG subsidy under some other consumer number of any Oil Marketing Company: Provided further that the above documents shall be checked by an officer specifically designated by the Implementing Agencies for that purpose. 2. In order to provide benefit to the beneficiaries under the Scheme conveniently, the Ministry, through its Implementing Agencies, shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely :- a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Ministry through its Implementing Agencies shall make provisions for iris scanners or face authentication along with finger print authentication for delivery of benefits in seamless manner; b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password (OTP) or Time-based One-Time Password (TOTP) with limited time validity, as the case may be, shall be offered; c) in all other cases where biometric or Aadhaar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Ministry through its Implementing Agencies. 4. In order to ensure that no bona fide beneficiary under the Scheme is deprived of his/her due benefits, the Ministry through its Implementing Agencies shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer (DBT) Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017-DBT, dated the 19th December, 2017. 5. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territory Administrations, except the States of Assam and Meghalaya. [F.
