स े अनुरोध करेगा (cid:1)क वे लाभाथ. का आधार खोजने के िलए अपेि>त R यौरा,,,, जसै े नाम,,,, पता,,,, मोबाइल न(cid:8)ब र,,,, cफंगर e(cid:26)ंट तथा अ<य Rय ौरा ऑपरेटर को (cid:26)दान करते Vए सहायता प3ित म# अपने आधार न(cid:8) बर क’ खोज कर#,,,, परंतु आधार न(cid:8)ब र को साझा करन,,े,, प(रचािलत करने अथवा (cid:26)कािशत करने के संबंध म# (cid:26)ितबंध; के बारे म # उ2त अिधिनयम के उपबंध; और उसके अतं ग(cid:22)त बनाए गए िविनयम; का पालन (cid:1)कया जाए। 3. सभी मामल; म#, जहा ं आधार अिध-(cid:26)माणन लाभाथ. के खराब बायोम(ै A2 स के कारण या (cid:1)कसी अ< य कारण स े िवफल हो जाता ह,ै वहां िन(cid:8)न िलिखत अपवाद िनयं6ण तं6 अपनाया जाएगा, अथा(cid:22)त् : (क) cफंगर e(cid:26)ंट क’ गणु वJत ा ठीक न होन े क’ ि थ ित म # अिध-(cid:26)माणन के िलए आई(रस कैन क’ सिु वधा अपनाई जाएगी, इस (cid:26)कार राBय सरकार; या संघ राB य >े6 (cid:26)शासन; के मिहला और बाल िवकास िवभाग अपनी सेवा (cid:26)दायगी अिभकरण के माIय म स े 6(ु टहीन ढ़ंग से लाभ (cid:26)दान करने हते ु cफंगर e(cid:26)ंट कैनर के साथ आई(रस क ैनर का उपबंध करेगा। (ख) लाभा(cid:21)थ(cid:22)य; के cफंगर e(cid:26)ंट या आई(रस अिध-(cid:26)माणन म# क(ठनाई क’ ि थ ित म # चेहरा अिध-(cid:26)माणन का (cid:26)योग (cid:1)कया जाएगा तथा राBय सरकार; या संघ राB य >े6 (cid:26)शासन; के मिहला और बाल िवकास िवभाग ऐस े लाभा(cid:21)थ(cid:22)य; िजनका अ<य ढंग से अिध-(cid:26)माणन िवफल हो जाता ह,ै के िलए सभं व होने पर चेहरा अिध-(cid:26)माणन क’ 1य व थ ा करेगा। (ग) य(cid:1)द cफंगर e(cid:26)ंट या आई(रस या चेहरा अिध-(cid:26)माणन के माI यम से बायोम(ै A2स अिध-(cid:26)माणन सफल नहP होता ह ै तो जब कभी संभव और अनुमत हो यथा ि थित सीिमत समय िविध मा< यता के साथ आधार वन टाइम पासवड (cid:22)(ओटीपी) या समय आधा(रत वन टाइम पासवड (cid:22)(टीओटीपी) Nारा अिध(cid:26)माणन (cid:1)कया जाएगा। (घ) (i) अ<य सभी मामल; म # जहा ं बायोम(ै A2स या वन टाइम पासवड (cid:22) (ओटीपी) या समय आधा(रत वन टाइम पासवड (cid:22) (टीओटीपी) अिध-(cid:26)माणन सभं व नहP ह,ै वहां भौितक आधार प6 के आधार पर लाभ (cid:1)दए जा सक#ग,े िजसक’ अिध-(cid:26)ामािणकता का सJ यापन आधार प6 पर मु(cid:1)Gत 2 यूआर कोड के माIय म स े(cid:1)कया जा सकता ह;ै (ii) उपखंड (i) के (cid:26)योजनाथ,(cid:22) राB य सरकार; या सघं राB य >े6 (cid:26)शासन; के मिहला और बाल िवकास िवभाग आधार प6 या ई-आधार पर म(cid:1)ु Gत 2 यूआर कोड पढ़न े के िलए सेवा (cid:26)दायगी के eबंद ु पर 2 यूआर कोड रीडर उपलRध कराएंगे, जो आधार काड (cid:22)क’ (cid:26)ामािणकता का ऑफ लाइन रीित म# सJय ापन अनुjात करता ह;ै (iii) 2य आू र कोड वरीयत: यूआईडीएआई Nारा िवकिसत िस2 योर 2 यआू र कोड (cid:22) रीडर के माI यम से पढ़ा जाएगा 2य ;(cid:1)क यह आधार धारक के िडिजटल !प म# ह ता>(रत R यौरे (cid:26)दान करता ह ैऔर ऐसे सभी मामल; म # इस (cid:26)योजनाथ (cid:22) िन(cid:21)म(cid:22)त अपवाद िनयं6ण रिज टर म # लने -देन को िविधवत !प स े (रकाड (cid:22) करने के प5 चात लाभ (cid:26)दान (cid:1)कए जा सक#गे, िजसक’ राB य सरकार; या संघ राB य >े6 (cid:26)शासन; के आधार पर लाभ (cid:26)दान (cid:1)कए जात ेह,* उसका अिभलेखा एक पथृ क रिज टर म # रखा जाएगा, िजसक’ राB य सरकार; या संघ राB य >े6 (cid:26)शासन; के मिहला एवं बाल िवकास िवभाग Nारा आविधक आधार पर पुनरी>ण और लेखा परी>ा क’ जाएगी। 5. यह अिधसूचना ज(cid:8)म ू और का5म ीर राB य को छोड़कर सभी राBय ; And, whereas, the Ministry of Women and Child Development in the Government of India (hereinafter referred to as the Ministry) is administering the Centrally Sponsored Child Protection Services Scheme (hereinafter referred to as the Scheme) with the objective of creating safety net of service delivery structures at National, State and District level for the children as acknowledged in Juvenile Justice (Care and Protection of Children) Act, 2015. The Scheme provides for the rehabilitation and social re-integration of children, through institutional and non-institutional care along with through engagement with the statutory and schematic service delivery structures; And, whereas, the Scheme provides services, that inter-alia, include preventive, statutory care and rehabilitation; or benefits that are either in cash or in kind like placement of children in need of care and protection for their care, treatment, nutrition, clothing, bedding, daily needs, entertainment etc. (hereinafter referred to as the benefits) to the children who fall within the ambit of Juvenile Justice Act (Care and Protection of Children) Act, 2015 (hereinafter referred to as the beneficiaries); And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 2. (1) A beneficiary desirous of availing the benefits under the Scheme shall be required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (2) Any eligible beneficiary desirous of availing the benefits under the Scheme or any beneficiary, as ordered by the Child Welfare Committee or Juvenile Justice Board, who do not possess the Aadhaar number or not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment subject to the consent of their parents wherever possible, otherwise that of the Chairperson, Child Welfare Committee or one of the members of the Child Welfare Committee nominated by the Chairperson, Child Welfare Committee, provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act, and such individual may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Women and Child Development Department in the State Governments or Union territory Administrations, is required to offer Aadhaar enrolment facility for the beneficiaries who are not yet enrolled for Aadhaar and who wishes to enroll for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Women and Child Development Department in the State Governments or Union territory Administrations shall provide Aadhaar enrolment facilities at convenient location in¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by becoming Unique Identification Authority of India (UIDAI) Registrars. (4) The Aadhaar enrolment process as prescribed in regulation 5 of the Aadhaar (Enrolment and Update) Regulations, 2016 shall be followed for children beneficiaries below the age of five years: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to production of the following documents, namely:- (a) In case of children above five years of age:- (i) if the child was enrolled after the age of five years (with biometrics collection), his or her Aadhaar Enrolment ID slip, otherwise the bio-metric update Aadhaar Enrolment ID slip, or (ii) a copy of the request made for Aadhaar enrolment by the beneficiary, as specified in sub- paragraph (2) of paragraph (2) below; and (b) In case of children below five years of age:- (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip, with Aadhaar number or Aadhaar Enrolment ID slip of any of the parents, preferably mother (if parents are identified), or of the legal guardian; or (ii) a copy of the request made for Aadhaar enrolment by the beneficiary as specified in sub- paragraph (2) of paragraph (2) below; and (c) any one of the following documents as proof of relationship of the child with the parent or legal guardian, as per the extant Scheme guidelines namely:– (i) Birth Certificate; or Record of birth issued by the appropriate Government Authority; or (ii) Ration Card; or (iii) Ex-servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or (iv) Pension Card; or (v) Army Canteen Card; or (vi) any Government Family Entitlement Card; or (vii) any other document as specified by the Central Government or State Government or Union territory Administration: Provided further that the above documents shall be checked by an officer specifically designated by the State Government and Union territory Administration for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Women and Child Development Department in the State Government or Union territory Administration shall make all the required arrangements including the following, namely:- (1) Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas. The list of locally available enrolment centres shall be made available to them. (2) In case, for any reason, the beneficiaries under the scheme, as the case may be, are not able to enrol for Aadhaar due to non-availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the Women and Child Development Department in the State Governments or Union territory Administrations shall provide Aadhaar enrolment facilities at convenient locations and beneficiaries may be requested to register for Aadhaar enrolment by giving their name, address, mobile number and other details and subject to the consent of their parents wherever possible, or that of Chairperson, Child Welfare Committee or one of the members of the Child Welfare Committee as nominated by Chairperson, Child Welfare Committee as specified in the first proviso under sub-paragraph (4) of paragraph 1, with the concerned officials specifically designated by Women and Child Development Department in the State Governments or Union territory Administrations. (3) In case, the beneficiaries under the Scheme who have enrolled for Aadhaar however, are not able to produce Aadhaar number for any reason whatsoever, the Women and Child Development6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Department in the State Governments or Union territory Administration shall provide “Search My Aadhaar” facility through Unique Identification Authority of India’s (UIDAI’s) Enrolment and Update Client by facilitating Aadhaar enrolment facilities at convenient locations and the beneficiaries may be requested to search their Aadhaar in assisted mode by giving their name, address, mobile number, fingerprints and other details with the operator required to search beneficiary's Aadhaar, subject to the provisions of the said Act and regulations made thereunder with respect to restriction on sharing, circulating or publishing of Aadhaar number. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the Women and Child Development Department in the State Governments or Union territory Administrations shall through its services delivery agency make provisions for IRIS scanners along with fingerprint scanners for delivery of benefits in seamless manner; (b) in case of difficulty in fingerprints or IRIS authentication of the beneficiaries, face authentication shall be used and the Women and Child Development Department in the State Governments or Union territory Administrations shall make arrangements for face authentication wherever feasible, for those beneficiaries whose other modes of authentication fail. (c) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time-based One-Time Password (TOTP) with limited time validity, as the case may be, shall be preferred; (d) (i) in all other cases where biometric or One Time Password (OTP) or Time based One Time Password (TOTP) authentication is not possible, benefits may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter; (ii) for the purpose of sub-clause (i), the Women and Child Development Department in the State Governments or Union territory Administrations shall provide QR code readers at point of service delivery to read QR code printed on Aadhaar Letter on E-Aadhaar which allows verifying the authenticity of Aadhaar Card in offline manner; (iii) the QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides digitally signed details of Aadhaar holder and in all such cases the benefits may be provided after duly recording the transaction in the exception handling register made for this purpose, which is to be reviewed and audited periodically by the Women and Child Development Department in the State Governments or Union territory Administrations, and maintenance of these registers and periodic inspection shall be an essential component of exception handling mechanism. 4. It is clarified that no beneficiary shall be denied benefits under the Scheme for reasons that he or she is unable to produce the Aadhaar number and benefits shall be given to the beneficiary by verifying his or her identity on the basis of other documents as mentioned at sub-paragraph (4) of paragraph 1 above. Whenever benefits are delivered on the basis of other documents, a separate register shall be maintained to record the same, which is to be reviewed and audited periodically by the Women and Child Development Department in the State Governments or Union territory Administrations. 5. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the State of Jammu and Kashmir.
