(1) इस स् कीम के अधीन (cid:7079)सुिवधाएं (cid:7079)ाप् त करने के इच् छुक िकसी भी व् यिक् त से यह अपेिक्षत ह ै िक वह आधार संख् यांक के कब् जे म(cid:7286) होने का सबूत (cid:7079)स् तुत कर(cid:7286) या आधार अिध(cid:7079)माणन (cid:7079)ि(cid:7059)या पूरी कर(cid:7286) । (2) इस स् कीम के अधीन (cid:7079)सुिवधा (cid:7079)ाप् त करने के इच् छुक िकसी भी व् यिक् त को िजसके पास आधार संख् या नह(cid:7277) ह ै या िजसने आधार के िलए नामांकन नह(cid:7277) करवाया ह,ै उसे 31.07.2017 तक आधार नामांकन के िलए आवेदन करना होगा, यिद वह उक् त अिधिनयम की धारा 3 के (cid:7079)ावधान(cid:7298) के अनुसार आधार (cid:7079)ाप् त करने का हकदार हो और ऐसा व् यिक् त आधार के िलए नामांकन करवाने के िलए िकसी भी आधार नामांकन क(cid:7286)(cid:7076) (www.uidai.gov.in पर सूची उपलब् ध) पर जा सक(cid:7286)गे । 2779 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) आधार (नामांकन और अ(cid:7378)तन) िविनयम, 2016 के िविनयम 12 के अनुसार ऐसे फायदा(cid:7061)ािहय(cid:7298) को िजन् ह(cid:7298)ने अभी तक आधार के िलए नामांकन नह(cid:7277) िकया ह ै मं(cid:7074)ालय से उसके कायार्लय(cid:7298) के माध् यम से आधार नामांकन सुिवधा (cid:7079)दान करने की अपेक्षा की जाती ह ैऔर यिद आस-पास जैसे ब्लॉक या तालुका या तहसील म(cid:7286) कोई भी आधार नामांकन क(cid:7286)(cid:7076) अविस् थत नह(cid:7277) ह,ै तो यह मं(cid:7074)ालय अपने कायार्लय(cid:7298) के माध् यम से यूआइडीएआइ के िव(cid:7378)मान रिजस् (cid:7069)ार के समन् वय से या स् वयं यूआइडीएआइ रिजस् (cid:7069)ार बनकर सुिवधाजनक अवस् थान(cid:7298) पर आधार नामांकन सुिवधाएं (cid:7079)दान करवाएगा । परन् तु व् यक् ित को आधार समनुदिे शत िकए जाने के समय तक ऐसे व् यिक् तय(cid:7298) को उक् त स् कीम के अधीन (cid:7079)सुिवधाएं िनम् निलिखत दस् तावेज (cid:7079)स् तुत करने के अधीन रहते हुए दी जाएंगी, अथार्त्:- (क) (i) यिद उसने नामांकन करा िलया ह ैतो उसकी आधार नामांकन पहचान िस् लप ; या (ii) पैरा-2 के उप-पैरा (2) म(cid:7286) यथा िविन(cid:7416)दष् ट उसके (cid:7367)ारा आधार नामांकन के िलए िकए गए अनुरोध की (cid:7079)ित; और (ख) िनम् निलिखत कोई भी एक दस् तावेज: (i) मतदाता पहचान काडर्; या (ii) स् थायी खाता संख् याकं (पैन) काडर्; या (iii) पासपोटर्; या (iv) राशन काडर्; या (v) फोटो सिहत ब(cid:7289)क पासबुक; या (vi) िकसी राजपि(cid:7074)त अिधकारी या तहसीलदार (cid:7367)ारा उसके शासकीय प(cid:7074) पर जारी ऐसे सदस् य की फोटो वाला पहचान (cid:7079)माण प(cid:7074); या (vii) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन (cid:7079)ािधकारी (cid:7367)ारा जारी चालन अनुज्ञिप् त; या (viii) िकसान फोटो पासबुक; या (ix) मं(cid:7074)ालय (cid:7367)ारा यथा िविन(cid:7416)दष् ट अन् य कोई दस् तावेज: परन् तु यह और िक जो उपयुक् त दस् तावेज की जांच उस (cid:7079)योजन के िलए मं(cid:7074)ालय (cid:7367)ारा िविन(cid:7416)दष् ट रूप से अिभिहत अिधकारी (cid:7367)ारा की जाएगी । 2. इस स् कीम के अधीन फायदा(cid:7061)ािहय(cid:7298) को सुिवधाजनक और बाधामुक् त (cid:7079)सुिवधा (cid:7079)दान करने के िलए मं(cid:7074)ालय अपने कायार्लय(cid:7298) के माध् यम से िनम् निलिखत सुिवधा(cid:7312) सिहत सभी अपेिक्षत व् यवस् थाएं करेगा अथार्त्:- (1) इस स् कीम के अधीन (cid:7079)सुिवधा (cid:7079)ाप् त करने के िलए आधार की आवश् यकता के बारे म(cid:7286) फायदा(cid:7061)ािहय(cid:7298) को जागरूक बनाने के िलए मीिडया और वैयिक् तक सूचना(cid:7312) के माध् यम से व् यापक (cid:7079)सार िकया जाए और यिद उन् ह(cid:7298)ने अभी तक नामांकन नह(cid:7277) करवाया ह ै तो उन् ह (cid:7286) 31.07.2017 तक उनके क्षे(cid:7074)(cid:7298) म (cid:7286) उपलब् ध िनकटतम नामांकन क(cid:7286)(cid:7076) पर स् वयं का नामांकन करवाने की सलाह दी जाए । उन्ह (cid:7286) स् थानीय रूप से उपलब् ध नामांकन क(cid:7286)(cid:7076)(cid:7298) की सूची उपलब् ध कराई जाएगी; (2) यिद फायदा(cid:7061)ाही िनकट पास-पड़ोस म(cid:7286) जैसे ब् लॉक या तालुका या तहसील म(cid:7286) आधार नामांकन क(cid:7286)(cid:7076)(cid:7298) की अनुपलब् धता के कारण आधार के िलए नामांकन कराने म(cid:7286) असमथर् ह,(cid:7289) तो मं(cid:7074)ालय और अपने कायार्लय(cid:7298) के माध् यम से सुिवधाजनक अवस् थान(cid:7298) पर आधार नामांकन सुिवधाएं उपलब् ध करवाएगा और फायदा(cid:7061)ािहय(cid:7298) से मं(cid:7074)ालय अिभिहत पदधािरय(cid:7298) को या उनके कायार्लय(cid:7298) म(cid:7286) या इस (cid:7079)योजन के िलए उपलब् ध वेबपोटर्ल के माध् यम से अपना नाम, पता, मोबाइल संख् या तथा पैरा 1 के उप-पैरा (3) के परंतुक म(cid:7286) यथािविन(cid:7416)दष् ट अन् य ब् यौरा दके र आधार नामांकन के िलए अपने अनुरोध को रिजस् टर कराने का अनुरोध िकया जा सकेगा । 3. यह अिधसूचना असम, मेघालय राज् य(cid:7298) और जम् मू-कश् मीर राज् य को छोड़कर सभी राज् य(cid:7298) और संघ राज् य क्षे(cid:7074)(cid:7298) म(cid:7286) इसके (cid:7079)काशन की तारीख से (cid:7079)भावी होगी । [फा. सं. आर-25035/78/2016-आरटी (पाटर्-I)] अभय दामले, संयुक् त सिचव[Hkkx IIμ[k.M 3 (ii)] Hkkjr dk jkti=k % vlk/kj.k 3 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 26th April, 2017 S.O. 1312(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Ministry of Road Transport and Highways (hereinafter referred to as the Ministry) in the Government of India is implementing the Central Sector Scheme namely National Award for Road Safety (hereinafter referred to as the Scheme) by providing cash award and appreciation certificate (hereinafter referred to as the benefits) to individuals (hereinafter referred to as the beneficiaries) and also to the organisations, to encourage and recognise the best work done in of the areas of road safety; And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) An individual eligible for availing the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (2) Any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall apply for Aadhaar enrolment by 31.07.2017, in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the Aadhaar Act and such persons may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its offices is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its offices shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by Ministry itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) any one of the following documents: (i) Voter Identity Card; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Bank Passbook or Post Office Passbook with Photo; or (vi) Certificate of identity having photo issued by the Gazetted officer or Tehsildar on an official letter head; or (vii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (viii) Kisan Photo Passbook; or (ix) Any other document as specified by the Ministry:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry through its offices shall make all required arrangements including the following, namely:- (1) wide publicity through media and individual notices to be given to the beneficiaries to make them aware of the requirement of Aadhaar to receive benefits under the Scheme and they may be advised to get themselves enrolled at the nearest enrolment centre available in their areas by 31.07.2017 in case they are not yet enrolled. The list of locally available enrolment centres shall be made available to them; (2) in case, the beneficiaries under the Scheme are not able to enroll due to non-availability of enrollment centres in the near vicinity such as in the Block or Taluka or Tehsil, the Ministry through its offices shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Ministry or its offices or through the web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories, except the States of Assam, Meghalaya and the State of Jammu and Kashmir. And whereas, the Ministry of Road Transport and Highways (hereinafter referred to as the Ministry) in the Government of India is implementing the Central Sector Scheme namely, Refresher Training Programme for Heavy Motor Vehicles Drivers of Unorganized Sector (hereinafter referred to as the Scheme) by providing funds to the Driving Training Institute (DTI) and Institute for Driving Training and Research (ITDR) (hereinafter referred to as the Implementing Agencies) and the Scheme aims at inculcating the habit of road safety by providing refresher training, study materials, medical check-ups and insurance benefit (hereinafter referred to as the benefits) to the heavy motor vehicle drivers of the unorganised sector (hereinafter referred to as the beneficiaries); And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) An individual eligible for availing the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (2) Any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment by 31.07.2017, in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the Aadhaar Act and such persons may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agencies is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by Ministry itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) Any one of the following documents: (i) Voter Identity Card; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Bank Passbook or Post Office Passbook with photo; or (vi) Certificate of identity having photo issued by the Gazetted officer or Tehsildar on an official letter head; or (vii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (viii) Kisan Photo Passbook; or[Hkkx IIμ[k.M 3 (ii)] Hkkjr dk jkti=k % vlk/kj.k 7 (ix) Any other document as specified by the Ministry: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry through its Implementing Agencies shall make all required arrangements including the following, namely:- (1) wide publicity through media and individual notices to be given to the beneficiaries to make them aware of the requirement of Aadhaar to receive benefits under the Scheme and they may be advised to get themselves enrolled at the nearest enrolment centre available in their areas by 31.07.2017, in case they are not yet enrolled. The list of locally available enrolment centres shall be made available to them; (2) in case, the beneficiaries under the Scheme are not able to enroll due to non-availability of enrollment centres in the vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Implementing Agencies or through the web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territories, except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
