(3) आधार (नामाकं न और अBतन) िविनयम, 2016 के िविनयम 12 के अनुसार, सQबिIधत िवभाग, जो राL य सरकार या संघ
राLय ,े; %शासन या मं;ालय म(cid:31) योजना के कायाI1 वयन के िलए िजQमेदार ह,ै से अप,े ा क2 जाती ह ै(cid:4)क वह ऐसे लाभा)थय(cid:17) के
िलए आधार नामाकं न सुिवधाएं %दान करे िजनका आधार के िलए अभी तक नामाकं न नहd (cid:4)कया गया ह ै और य(cid:4)द सQबिIधत
hल ॉक या तालकु या तहसील म(cid:31) कोई आधार नामाकं न केI R अवि(cid:26)थ त नहd ह ै तो उY सQबिIधत िवभाग भारतीय िविशU
पहचान %ािधकरण के िवBमान रिज(cid:26)l ार(cid:17) के साथ समIवय करके या रिज(cid:26)lार (cid:26)वयं भारतीय िविशU पहचान %ािधकारी

को पशे करने के अधीन रहते 6ए, ऐसे TिYय(cid:17) को (cid:4)दए जाएगं े, अथा1त ्:-
(क) य(cid:4)द उसका नामांकन (cid:4)कया गया ह,ै उसका आधार नामाकं न पहचान पचW; और
(ख) (i) बHक के पासबकु या डाक खान े क2 पासबुक, िजसम(cid:31) फोटो लगा हो; या (ii) मतदाता पहचान प;; या (iii)
(cid:26)थायी लेखा स‘ं याकं (पैन काड)1 ; या (iv) पासपोट1; या (v) मोटर यान अिधिनयम, 1988 (1988 का 59) के
अधीन अनnु ापन %ािधकारी Mारा जारी चालन अनुnिg; या (vi) राशन काड;1 या (vii) महा8मा गांधी रा@ीय
Gामीण रोजगार गारंटी योजना का जॉब काड;1 या (viii) (cid:4)कसान फोटो पासबुक; या (ix) (cid:4)कसी शीष 1 नामे पर
राजपि;त अिधकारी या तहसीलदार Mारा जारी पहचान का %माण प;, िजस पर ऐसे TिY का फोटो लगा
हो; या (x) कोई अIय द(cid:26)तावेज, जो मं;ालय Mारा िविनoदU (cid:4)कया जाए;
परंतु यह और (cid:4)क इस %योजन के िलए पूवXY द(cid:26)तावेज(cid:17) क2 जांच मं;ालय Mारा पदािभिहत अिधकारी Mारा
क2 जाएगी ।
2. योजना के अधीन लाभा)थय(cid:17) को सुिवधाजनक और िनबा1ध सेवाए ं %दान करन े के िलए, वह िवभाग, जो
काया1Iवयन के अिभकरण के माJयम स े राLय सरकार या सघं राLय,े; %शासन म (cid:31) योजना के काया1Iवयन के िलए
उZरदायी ह,ै सभी अपिे ,त 4य व(cid:26)थ ा करेगा िजससे इस योजना के अधीन लाभा)थय(cid:17) के िलए मीिडया के माJयम स े
Tापक %चार सिु निVत करने के िलए आधार क2 अपे,ा के बारे म (cid:31)उIह (cid:31)जाग(cid:29)क (cid:4)कया जा सके ।
3. उन सभी मामल(cid:17) म(cid:31), जहां आधार अिध%माणन लाभा)थय(cid:17) के खराब बायोमै(cid:22)l5स के कारण या (cid:4)कसी अIय कारण
से असफल रहता ह,ै वहा ंतं; का %बधं करने वाल ेिनmिलिखत अपवाद अपनाया जाएगा, अथात1 ् :-
(क) खराब अंगलु ी छाप गुणवZा के मामले म(cid:31), आईआरआईएस (cid:26)कैन या चेहरा अिध%माणन सुिवधा अिध%माणन के िलए
अपनायी जाएगी िजसके प(cid:22)रणाम(cid:26)व(cid:29)प ऐसा सQबिIधत िवभाग, जो काया1Iवयन अिभकरण के माJयम से राLय सरकार या संघ
राLय,े; %शासन म(cid:31) योजना के काया1Iवयन के िलए उZरदायी ह,ै िनबा1ध रीित म(cid:31) फायद(cid:17) के प(cid:22)रदान के िलए अंगलु ी छाप के
साथ आईआरआईएस (cid:26)कैनस1 या चेहरा अिध%माणन के िलए उपबंध करेगा;
(ख) अंगुली छाप के माJयम से बायोम(cid:22)ै l5स अिध%माणन या आईआरआईएस या चेहरा अिध%माणन के सफल न होन े
क2 दशा म(cid:31), जहां कहd साJय और Gाq हो, वहा,ं यथाि(cid:26)थित, सीिमत समय वैधता वाल े आधार वन टाइम पासवड 1

NOTIFICATION
New Delhi, the 10th July, 2019
S.O. 2602(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to
get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And, whereas, the Ministry of Fisheries, Animal Husbandry and Dairying (hereinafter referred to as the Ministry)
in the Government of India is administering the scheme of Entrepreneurship Development and Employment Generation –
a component under the National Livestock Mission (herein referred to as the Scheme) which is implemented by the State
Governments and Union territory Administrations through the National Bank for Agriculture and Rural Development
(herein after referred to as the Implementing Agency) across the country;
And whereas, under the scheme, back ended subsidy is reimbursed (herein referred to as the benefits), inter-alia,
to the farmers, and individual entrepreneurs (hereinafter referred to as the beneficiaries), towards central assistance for
credit-cum-subsidy linked activities for the different sub components as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said Act), the Central
Government hereby requires the following , namely:––
1. (1) Every eligible beneficiaries desirous of availing the benefits under the Scheme is hereby required to
furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.
(2) Every eligible beneficiary desirous of availing the benefits under the Scheme, who does not possess the
Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment provided he or she is
entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such persons may visit any Aadhaar
enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] for
Aadhaar enrolment.
(3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the concerned Department,
which is responsible for implementation of the Scheme in the State Government or Union territory Administration or the
Ministry, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in
case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the said concerned
Department shall provide enrolment facilities at convenient locations in coordination with the existing Registrars of
expand or by becoming expand Registrars itself:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such
individuals, subject to the production of the following documents, namely:–
(a) if he or she has enrolled, his or her Aadhaar Enrolment Identification slip; and
(b) (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter Identification Card; or (iii) Permanent
Account Number (PAN) Card; or (iv) Passport; or (v) Driving licence issued by Licencing Authority under the Motor
Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) expand Job Card; or (viii) Kisan Photo Passbook; or (ix)
Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or
(x) Any other document as specified by the Ministry:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Provided further that the above documents shall be checked by an officer designated by the Ministry for that
purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Department, which is
responsible for implementation of the Scheme in the State Government or Union territory Administration through the
implementing Agency, shall make all the required arrangements to ensure wide publicity through media is given to the
beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason,
the following exception handling mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, IRIS scan or Face Authentication facility shall be adopted for authentication,
thereby the concerned Department, which is responsible for implementation of the Scheme in the State Government or
Union territory Administration through the implementing Agency, shall make provisions for IRIS scanners or Face
Authentication along with fingerprint authentication for delivery of benefits in seamless manner;
(b) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever
feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time-based One Time Password (TOTP)
with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or One Time Password (OTP) or Time-based One Time Password (TOTP)
authentication is not possible, benefit may be given on the basis of physical Aadhaar letter whose authenticity can be
verified through the QR code printed on the Aadhaar letter. The necessary arrangement of QR code reader shall be
provided at the convenient locations by the concerned Department responsible for implementation of the Scheme in the
State Government or Union territory Administration through the Implementing Agency.
4. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union
territories, except the State of Assam, Meghalaya and the State of Jammu and Kashmir.
