1. (1) इस स् कीम के अधीन फायद े (cid:7079)ाप् त करने के इच् छुक िकसी व् यि(cid:7397) से यह अपेिक्षत ह ैिक वह आधार रखने का सबूत (cid:7079)स् तुत
करे या आधार अिध(cid:7079)माणन (cid:7079)ि(cid:7059)या पूरी करे ।

30 जून, 2017 तक आधार नामांकन के िलए आवेदन करना अपेिक्षत होगा, परन् तु वह उक् त अिधिनयम की धारा 3 के
अनुसार आधार (cid:7079)ाप् त करने का हकदार हो और ऐसा (cid:7390)ि(cid:7397) आधार नामांकन करवाने के िलए िकसी आधार नामांकन केन् (cid:7076),
(भारतीय िविशष् ट पहचान (cid:7079)ािधकरण (यूआईडीएआई) की वेबसाइट (www.uidai.gov.in पर सूची उपलब् ध) से संपकर्
कर सकता ह।ै
(3) आधार (नामांकन और अ(cid:7378)तन) िविनयम, 2016 के िविनयम 12 के अनुसार राज् य सरकार या संघ राज् य क्षे(cid:7074)
(cid:7079)शासन इस स् कीम के कायार्न् वयन के िलए उत् तरदायी संबंिधत िवभाग अथवा (cid:7079)ािधकरण जो िकसी (cid:7390)ि(cid:7334) से आधार
(cid:7079)स् तुत करने की अपे क्षा करते ह(cid:7289), िक ऐसे फायदा(cid:7061)ािहय(cid:7298) के िलए, िजन् ह(cid:7298)ने अभी तक आधार संख् या के िलए नामांकन नह(cid:7277)
कराया ह ै और उस दशा म(cid:7286) जहां संबंिधत ब् लॉक या तालुका या तहसील जैसे आस-पास के क्षे(cid:7074) म(cid:7286) कोई आधार नामांकन
क(cid:7286)(cid:7076) अविस्थत नह(cid:7277) ह,ै वहां राज् य सरकार या संघ राज् यक्षे(cid:7074) (cid:7079)शासन के अधीन इस स् कीम के कायार्न् वयन के िलए
उत् तरदायी संबंिधत िवभाग या (cid:7079)ािधकरण से भारतीय िविशष् ट पहचान (cid:7079)ािधकरण (यूआईडीएआई) के िव(cid:7378)मान
रिजस् (cid:7069)ार से समन् वय करते हुए सुिवधाजनक स् थान(cid:7298) पर नामांकन सुिवधाएं उपलब् ध कर सकेगा या स् वयं यूआईडीएआई
रिजस् (cid:7069)ार बनकर आधार नामांकन सुिवधाएं उपलब् ध करा सकेगा:
परन् तु इस समय जब तक इस स् कीम के अधीन ऐसे फायदा(cid:7061)ाही को आधार संख् या समनुदेिशत िकया जाता ह,ै ऐसे
(cid:7390)ि(cid:7397) को िनम् निलिखत पहचान दस् तावेज(cid:7298) को (cid:7079)स् तुत िकए जाने के अधीन रहते हुए स् कीम का फायदा (cid:7079)दान िकया जाएगा
अथार्त्:—
(क) (i) यिद उसने नामांकन करा िलया ह,ै तो उसकी आधार नामांकन आईडी पच(cid:7278); या
(ii) आधार नामांकन के िलए िकए गए उसके अनुरोध प(cid:7074) की एक (cid:7079)ित, जैसा िक पैरा 2 के उप-पैरा (ख) म(cid:7286) िविनर्(cid:7416)दष्र् ट
िकया गया है, और
(ख) (i) फोटो सिहत ब(cid:7289)क पास बुक; या (ii) मतदाता पहचान प(cid:7074); या (iii) राशनकाडर्; या (iv) स्थ ाई लेखा संख् या (पेन)काडर्;
या (v) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन (cid:7079)ािधकारी (cid:7367)ारा जारी चालन अनुज्ञि(cid:7385); या (vi)
पासपोटर्; या (vii) िकसान फोटो पासबुक; या (viii) िकसी सरकारी शीषर् नाका पर िकसी राजपि(cid:7074)त अिधकारी (cid:7367)ारा जारी ऐसे
सदस् य के फोटोयुक् त पहचान का (cid:7079)माण-प(cid:7074); या (ix) राज् य सरकार (cid:7367)ारा अथवा संघ राज् यक्षे(cid:7074) (cid:7079)शासन (cid:7367)ारा यथािविन(cid:7416)दष्र् ट
कोई अन् य दस् तावेज;
परन् तु यह और िक उस (cid:7079)ायोजन के िलए राज् य सरकार अथवा संघ राज् य क्षे(cid:7074) (cid:7079)शासन (cid:7367)ारा िवशेष रूप से अिभिहत
अिधकारी (cid:7367)ारा उपयुर्क् त दस् तावेज(cid:7298) की जांच की जाएगी।
2. इस स् कीम के अधीन फायदा(cid:7061)ािहय(cid:7298) को सुिवधाजनक और िनबार्ध फायदे (cid:7079)दान कराने के उ(cid:7374)ेश्य से, राज्य सरकार या संघ
राज् यक्षे(cid:7074) (cid:7079)शासन के अधीन इस स् कीम के कायार्न् वयन के िलए उत् तरदायी संबंिधत िवभाग सभी अपेिक्षत (cid:7390)वस्थाएं करेगा
िजसके अंतगर्त िनम् निलिखत भी ह,(cid:7289) अथार्तः—
(क) इस स्कीम के अधीन फायदा(cid:7061)ािहय(cid:7298) को फायदा (cid:7079)ाप् त करने के िलए आधार की अपेक्षा के बारे म(cid:7286) उन् ह (cid:7286)जागरूक कराने
के िलए मीिडया के माध् यम से और (cid:7390)ि(cid:7334)क सूचनाएं दके र (cid:7390)ापक (cid:7079)चार िकया जाएगा और यिद उन् ह(cid:7298)ने पहले से ही
नामांकन नह(cid:7277) कराया ह,ै तो वे अपने क्षे(cid:7074)(cid:7298) म(cid:7286) उपलब्ध समीपतम नामांकन केन्(cid:7076)(cid:7298) म(cid:7286) जून 30, 2017 तक स्वयं का
नामांकन करा सक(cid:7286) । उपलब्ध स्थानीय नामांकन केन्(cid:7076)(cid:7298) की सूची (www.uidai.gov.in पर सूची उपलब् ध) उन्ह (cid:7286)
उपलब्ध करा दी जाएगी।

3. यह अिधसूचना असम, मेघालय और जम् मू-कश् मीर राज् य(cid:7298) को छोड़कर सभी राज् य(cid:7298) म(cid:7286) इस राजप(cid:7074) म(cid:7286) इसके (cid:7079)काशन की

NOTIFICATION
New Delhi, the 26th May, 2017
S.O. 1695(E).–– Whereas, the use of Aadhaar as identity document for delivery of services or benefits
or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables
beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the
need for producing multiple documents to prove one’s identity;
And whereas, the Ministry of Housing and Urban Poverty Alleviation (hereinafter referred to as the
Ministry) in the Government of India is administering the Scheme of Deendayal Antyodaya Yojana –
National Urban Livelihood Mission (DAY-NULM) (hereinafter referred to as the Scheme) with the
objective of reducing poverty and vulnerability of the urban poor households (hereinafter referred to as the
beneficiaries) by enabling them to access gainful self-employment and skilled wage employment
opportunities and by facilitating access to suitable spaces, institutional credit, social security, employment
opportunities and skills (hereinafter referred to as the benefits);
And whereas, the Scheme is implemented through various grassroots level institutions under the
Department of Urban Development or the Municipal Administration or any other concerned Department
responsible for the implementation of the Scheme under the State Governments and Union territory
Administrations;
And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of
India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the
said Act), the Central Government hereby notifies the following, namely:—
1. (1) Any individual desirous of availing the benefits under the Scheme is required to furnish proof of
possession of Aadhaar or undergo Aadhaar authentication.
(2) An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar
number or, has not yet enrolled for Aadhaar, but desirous of availing the benefits under the Scheme is
hereby required to make application for Aadhaar enrolment by 30th June 2017, provided he or she is
entitled to obtain Aadhaar as per section 3 of the said Act and such individuals may visit any Aadhaar
enrolment centre (list available at Unique Identification Authority of India (UIDAI) www.uidai.gov.in) to
get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the concerned
Department responsible for implementation of the Scheme in the State Government or Union territory
Administration which requires an individual to furnish Aadhaar, is required to offer Aadhaar enrolment
facilities for the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar
enrolment centre located in the vicinity such as in the Block or Taluka or Tehsil, the concerned
Department responsible for implementation of the Scheme under the State Government or Union territory
Administration is required to provide Aadhaar enrolment facilities at convenient locations in coordination
with the existing Registrars of UIDAI or the Department or authority itself becoming UIDAI Registrar:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Provided that till Aadhaar is assigned to the individual, benefits under the Schemes shall be given to
such individual, subject to the production of the following documents, namely:—
(a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (b) of
paragraph 2; and
(b) (i) Bank passbook containing photograph; or (ii) Voter identity card; or (iii) Ration Card; or (iv)
Permanent Account Number (PAN) Card; or (v) Driving license issued by the Licensing Authority
under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Passport; or (vii) Kisan Photo Passbook; or
(viii) Certificate of identity having photo of such person issued by a Gazetted Officer on official letter
head; or (ix) any other documents as specified by the State Government or Union territory
Administration;
Provided further that the above documents shall be checked by an officer specifically
designated by the State Government or Union territory Administration for that purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the
concerned Department responsible for implementation of the Scheme under the State Government or Union
territory Administration shall make all the required arrangements including the following, namely:—
(a) Wide publicity through media and individual notices to be given to the beneficiaries to make them
aware of the requirement of Aadhaar to receive benefits under the Scheme and they may be advised to
get themselves enrolled at the nearest enrolment centre available in their areas by 30th June 2017, in
case they are not yet enrolled. The list of locally available enrolment centres (list available at
www.uidai.gov.in) shall be made available to them.
(b) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the near
vicinity such as in the Block or Taluka or Tehsil, the concerned Department responsible for
implementation of the Scheme under the State Government or Union territory Administration is
required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be
requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile
numbers and other details, with the concerned officially designated by the State Government or Union
territory Administration or through the web portal provide for the purpose.
3. This Notification shall come into effect from the date of its publication in the Official Gazette in all
States except the States of Assam, Meghalaya and Jammu and Kashmir.
