(1) इस (cid:29)क 3म के अधीन फायदा ’ा4 त करने के िलए पा< 6य िP ट से यह अप/े ा ह ै (cid:4)क वह आधार सSं या रखने का सबूत ’(cid:29)त तु कर! या अिध’माणन ’(cid:4)(या परू ी कर! । (2) इस (cid:29)क 3म के अधीन फायदा ’ा4 त करने का इM छुक कोई भी 6 यि(cid:10) त, िजसके पास आधार संSय ा नहU ह ैअथवा िजसने अभी तक आधार नामाकं न नहU कराया ह,ै को 31 (cid:4)दसंबर, 2017 तक आधार नामाकं न करान े हते ु आवेदन करना होगा, और य(cid:4)द, वह उ(cid:10)त अिधिनयम क3 धारा 3 के उपबंध(cid:20) के अनुसार आधार ’ा4 त करन े हते ु हकदार ह,ै तो ऐसे 6य ि(cid:10)त अपना आधार नामाकं न करान े के िलए (cid:4)कसी भी आधार नामाकं न केA C [भारतीय िविशP ट पहचान ’ािधकरण (यूआईडीएआई) पर सूची उपलYध ह,ै वेबसाइट www.uidai.gov.in] पर जा सकत ेह Z। (3) आधार (नामाकं न और अ:तन) िविनयम, 2016 के िविनयम 12 के अनुसार िवभाग अपनी काया-A वयन एज!सी के मा[य म से ऐस े फायदा0ािहय(cid:20) के िलए िजA ह(cid:20)ने अभी तक आधार नामाकं न नहU कराया है, आधार नामाकं न करान े क3 सिु वधा(cid:17) क3 ’(cid:29)थ ापना करे और उस दशा म,! जहा ं उनके Y लाक या तालकु ा या तहसील म ! कोई आधार नामाकं न केAC अवि(cid:29)थ त नहU ह,ै तो वहां िवभाग अपना कायाA- वयन एज!सी के मा[ यम स े यूआईडीएआई के िव:मान रिज(cid:29)\ ार(cid:20) के समAव य स े या रिज(cid:29) \ार (cid:29) वयं यआू ईडीएआई बनकर सिु वधाजनक अव(cid:29) थान(cid:20) पर सिु वधाए ं उपलYध कराएगी । परAत ु ऐसे 6य िPट को आधार समनुदिे शत (cid:4)कए जान े तक (cid:29) क3म के अधीन िनD निलिखत द(cid:29)त ावेज ’(cid:29) तुत करने के अधीन रहत े7ए फायद े(cid:4)दए जाएंगे, अथात- ् :— (क) (i) य(cid:4)द उसन ेआधार के िलए नामाकं न करा िलया ह ैतो उसके आधार नामाकं न क3 आई डी ि(cid:29)ल प; या (ii) िनDन िलिखत पैरा 2 के उप पैरा (2) म! िविन]दP- ट अनुसार आधार नामाकं न के िलए (cid:4)कए गए अनुरोध क3 ’ित; और (ख) (i) फोटो सिहत बकZ पासबुक अथवा पो(cid:29) ट आ(cid:4)फस पासबुक ; या (ii) मतदाता पहचान प<, या (iii) (cid:29)थ ायी खाता संSय ा (पैन) काड;- या (iv) पासपोट-; या (v) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अन^ु ापन ’ािधकारी _ारा जारी चालन अनु^ि4 त; या (vi) राशनकाड;- या (vii) एमजीएनआरईजीएस काड;- या (viii) (cid:4)कसान फोटो पासबकु ; या (ix) ऐसे 6य ि(cid:10)त क3 फोटो सिहत पहचान प< िजसे राजपि<त अिधकारी अथवा तहसीलदार _ारा आिधका(cid:25)रक प<शीष -पर जारी (cid:4)कया गया हो; या (x) िवभाग _ारा िविन]दP- ट कोई अA य द(cid:29) तावेज: परAत ु यह और भी (cid:4)क उपयु-(cid:10)त द(cid:29)त ावेज िवभाग अपने कायाA- व यन एज!सी के मा[ यम स े उस ’योजन के िलए िवशेष (cid:31)प स े अिभिहत (cid:4)कसी अिधकारी _ारा जांच ेजाएंग।े 2. (cid:29)क 3म के अधीन फायदा0ािहय(cid:20) को सिु वधाजनक और िनबाध- फायद े ’दान करन े के िलए िवभाग अपन े काया-A वयन एज!सी के मा[य म से िनDन िलिखत सिहत सभी आव8 यक 6य व(cid:29) थाए ंकरेगा, अथा-त्: (1) (cid:29)क 3म के अधीन आधार क3 आव8 यकता के बारे म! फायदा0ािहय(cid:20) को जाग(cid:31)क करने के िलए मीिडया के मा[य म से 6य ापक ’चार (cid:4)कया जाएगा और 6 यिP टक सूचना दी जाएगी तथा य(cid:4)द उA ह(cid:20)ने पहल े से अपना नामाकं न नहU कराया ह ै तो उAह ! 31 (cid:4)दसंबर, 2017 तक अपने /े< म! उपलYध िनकटतम आधार नामाकं न केAC पर अपना नामाकं न करान ेक3 सलाह दी जा सकेगी और उAह !(cid:29)थ ानीय (cid:31)प स ेउपलYध नामाकं न केAC (cid:20) क3 सूची उपलYध कराई जाएगी । (2) य(cid:4)द आस-पास के /े<(cid:20) जैस े Yल ाक या तालकु ा या तहसील म ! नामांकन केAC (cid:20) क3 अनुपलYध ता के कारण फायदा0ाही इस (cid:29)क 3म के अधीन नामाकं न न करा पाए ह(cid:20) तो िवभाग अपना काया-A वयन एज!सी के मा[य म से सिु वधाजनक अव(cid:29)थ ान(cid:20) पर आधार नामाकं न सिु वधाए ं ’दान करेगा और फायदा0ाही अपने नाम, पता, मोबाइल नं. और परै ा 1 के उप पैरा (3) के ’थम परA तकु म! यथा िविन]दP- ट अA य िववरण दके र आधार¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 नामाकं न के िलए अपन े अनरु ोध काया-A वयन एज!सी के अिभिहत पदधा(cid:25)रय(cid:20) के पास या इस ’योजन के िलए (cid:4)दए गए वेबपोट-ल के मा[य म से रिज(cid:29) टर कराएंगे । (3) यह अिधसूचना असम, मेघालय और जDम -ू क8म ीर रा9 य(cid:20) के िसवाय सभी रा9 य(cid:20) और सघं रा9 य /े<(cid:20) म ! उस तारीख स े’भावी होगी िजस तारीख को यह राजप< म! ’कािशत होगी । [फा. सं. 3/1012/2015 बागान (समAव य)] संतोष कुमार सारंगी, संयु(cid:10) त सिचव MINISTRY OF COMMERCE AND INDUSTRY (Department of Commerce) (SPICES BOARD) NOTIFICATION New Delhi, the 4th October, 2017 S.O. 3244(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Department of Commerce (hereinafter referred to as the Department) under the Ministry of Commerce and Industry in the Government of India is administering the following Central Sector Scheme (hereinafter referred to as the Scheme) by providing Grant-in-Aids to the Spices Board (hereinafter referred to as the Implementing Agency) for the implementation of the Scheme: Integrated Scheme for Export promotion and quality improvement in spices and Research and Development of Cardamom; And whereas, the aforesaid Scheme provide subsidy for buying farming equipment, seeds, plants, technology upgradation, processing of farming output and cash payment towards fees for labourers children, scholarships and awards; and in-kind assistance in the form of pest control kits, medical benefits, organic certification of farm, soil analysis, and training (hereinafter collectively referred to as the benefits) to the spice growers, farmers, labourers, children of labourers and the individual exporters (hereinafter collectively referred to as the beneficiaries) under various sub-components of the Scheme as per the extant Scheme guidelines; And whereas, the aforesaid Scheme involve expenditures incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) An individual eligible for receiving the benefits under the Schemes shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any Individual desirous of availing the benefits under the Schemes, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment by 31st December, 2017, and in case, he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act, such persons may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar. (3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:– (a) (i) if he or she or has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2 below; and (b) (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter ID Card; or (iii) Permanent Account Number (PAN) Card; or (iv) Passport; or (v) Driving licence issued by Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) MGNREGS Card; or (viii) Kisan Photo Passbook; or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on their official letter head; or (x) any other document as specified by the Department: Provided further that the above documents shall be checked by an officer specifically designated by the Department through its implementing agency for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Department through its Implementing Agency, shall make all the required arrangements including the following, namely:- (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31st December, 2017, in case they are not already enrolled and the list of locally available enrolment centres shall be made available to them. (2) in case, the beneficiaries are not able to enroll for Aadhaar due to non-availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Implementing Agency or through the web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir. (1) An individual desirous of receiving the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (a) (i) If he or she has enrolled for Aadhaar, his or her Aadhaar Enrolment ID slip; or (ii) A copy of the request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) any one of the following documents:- (i) Voter Identity Card issued by the Election Commission of India; or (ii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (iii) Certificate of identity having photo of such individual issued by a Gazetted Officer or a Tehsildar on an Official Letter Head; or (iv) Permanent Account Number (PAN) Card issued by the Income Tax Department; or (v) Passport; or (vi) Ration Card; or (vii) Bank Passbook or Post Officer Passbook with photo; or (viii) any other document specified by the Department: Provided further that the above documents shall be checked by an officer specifically designated by Department through its Implementing Agency for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the scheme, the Department through its Implementing Agency shall make all the required arrangements including the following, namely:- (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar to receive the benefits under the Scheme and, in case they are not enrolled, they may be advised to get themselves enrolled at the nearest Aadhaar Enrolment Centre available in their areas by 31st December, 2017 and the list of locally available enrolment centres shall be made available to them. (3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (b) (i) If he or she has enrolled for Aadhaar, his or her Aadhaar Enrolment ID slip; or (ii) A copy of the request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) any one of the following documents:- (i) Voter Identity Card issued by the Election Commission of India; or (ii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (iii) Certificate of identity having photo of such individual issued by a Gazetted Officer or a Tehsildar on an Official Letter Head; or (iv) Permanent Account Number (PAN) Card issued by the Income Tax Department; or (v) Passport; or (vi) Ration Card; or (vii) Bank Passbook or Post Officer Passbook with photo; or (viii) any other document specified by the Department: Provided further that the above documents shall be checked by an officer specifically designated by Department through its Implementing Agency for that purpose. 2. The Scheme consists of the following sub-components: (i) Tea Plantation Development; (ii) Quality Up-gradation and Product Diversification including incentive for Orthodox tea production; (iii) Market Promotion – Domestic and International; (iv) Research and Development; (v) Human Resource Development; and (vi) National Programme for Tea Regulation; And whereas, the aforesaid Scheme provides subsidy and Grant-in-Aid (hereinafter collectively referred to as the benefits) to the tea growers, labourers, children of labourers and the individual exporters (hereinafter collectively referred to as the beneficiaries) under various sub-components of the Scheme as per the extant Scheme guidelines; And whereas, the aforesaid Scheme involves expenditures incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:— 1. (1) An individual eligible for receiving the benefits under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any Individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment by 31st December, 2017, and in case, he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act, such persons may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
