प्रौद्योजगकी मंत्रालय स े प्राप्त अनुमोिन के अनुसार सड़क पररवहन और रािमाग ग मंत्रालय, भारत सरकार न े सुिासन

अथागत:् -
1. पोटगल के माध्यम स े परै ा (3) म ें उजल्लजखत जवजभन्न संपकग रजहत सेवाओं का लाभ उठाने के इछछुक दकसी भी व्यजि को

बिते दक उस समय,िब तक व्यजि को आधार सौंपा नहीं िाता ह,ै तब तक ऐसे व्यजि को आधार नामांकन
पहचान पची प्रस्ट् तुत करने पर संपकग रजहत सेवाओं का लाभ दिया िाएगा।
2. नागररकों को सुजवधािनक और जनबागध सेवाए ं प्रिान करन े के जलए मंत्रालय, कायागन्वयन एिेंजसयों के माध्यम स े संपकग
रजहत सेवाओं का लाभ उठाने के जलए आधार की आवश्यकताओं के बारे म ें नागररकों को िागरूक करन े के जलए मीजडया
और व्यजिगत नोरटसों के िररए व्यापक प्रचार-प्रसार के जलए सभी आवश्यक व्यवस्ट्था करेगा।
3. जिन संपकग रजहत सेवाओं के जलए दकसी नागररक को आधार प्रमाणीकरण की आवश्यकता होती ह,ै वे जनम्नानुसार ह:ैं -

NOTIFICATION
New Delhi, the 3rd March, 2021
S.O. 1026(E).—Whereas, the use of Aadhaar as identity document simplifies the Government delivery
processes, brings in transparency and efficiency, and enables applicants to get their work done directly in a convenient
seamless manner, and Aadhaar obviates the need for producing multiple documents to prove one's identity;
And as per Rule 3 of Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge)
Rules, 2020, The Central Government may allow Aadhaar authentication on a voluntary basis by requesting entities, in
the interest of good governance, promoting ease of living of residents and enabling better access to services for them;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
And as per approval received from the Ministry of Electronics and Information Technology, vide O.M
13(2)/2020-EG-II (Vol. II) dated 04.11.2020, the Ministry of Road Transport & Highways, Government of India, for
the purpose of usage of digital platforms to ensure good governance, hereby notifies the following, namely: —
1. Any individual desirous of availing various contactless services mentioned in para (3), through the portal, is
required to undergo Aadhaar authentication;
Provided that till the time Aadhaar is assigned to the individual, benefits of contactless services shall be given
to such individual subject to the production of Aadhaar Enrolment ID slip.
2. In order to provide convenient and hassle free services to the citizen, the Ministry shall make all the required
arrangements for wide publicity through media and individual notices to make citizens aware of the requirements of
Aadhaar for availing contactless services through implementing agencies.
3. The contactless services for which a citizen requires to undergo Aadhaar authentication are as under: -
a. Learner’s License
Renewal of Driving License for which test of competence to

e. Issue of International Driving Permit
