* Grant of Rewards to the children of Salt Workers Scheme: a i if the beneficiary was enrolled after the age of five years with biometrics collection, his Aadhaar Enrolment Identification slip, or of biometric update identification slip, or; ii a copy of the request made for Aadhaar enrolment by the beneficiary; and b any one of the following identity documents of the beneficiary, namely: i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents names; and c any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely: i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. Ration Card; or iii. ExServicemen Contributory Health Scheme ECHS Card; or Employees' State Insurance Corporation ESIC Card; or Central Government Health Scheme CGHS Card; or iv. Pension Card; or v. Army Canteen Card; or vi. any Government Family Entitlement Card; or vii. any other document as specified by the Department
**Aadhaar Authentication Failure:**
* If Aadhaar authentication fails, Integrated Risk Information System scan or face authentication should be used.
* If biometric authentication fails, Aadhaar One Time Password or Timebased OneTime Password should be offered.
* If all authentication methods fail, benefits can be given based on the physical Aadhaar letter, verified through the Quick Response code.

* The Department, through its Implementing Agency, must publicize these requirements.

(क) खराब अंगुिल छाप गुणवत्ता के मामल े म,(cid:27) अिध(cid:14)माणन के िलए एक&कृत जोिखम सूचना (cid:14)णाली स्कैन या चेहरा
अिध(cid:14)माणन सुिवधा को अपनाया जाएगा, िजसस े िवभाग अपन े काया$नव् यन अिभकरण के माधय् म स े एक&कृत जोिखम
सूचना (cid:14)णाली सक् ैनर के उपबंध करेगा या िनबा$ध रीित स े (cid:14)सुिवधा दने े हते ु अंगुिल छाप अिध(cid:14)माणन के साथ-साथ चेहरे का
अिध(cid:14)माणन भी करेगा;

NOTIFICATION
New Delhi, the 10th December, 2019
S.O. 4438(E).—Whereas, the use of Aadhaar as identity document for delivery of services or
benefits or subsidies simplifies the Government delivery processes, brings in transparency and
efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless
manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And whereas, the Department for Promotion of Industry and Internal Trade, Ministry of
Commerce and Industry in the Government of India (hereinafter referred to as the Department), is
administering the Central Sector Scheme of Training to Salt Workers for Technology Up-
gradation (hereinafter referred to as the Scheme) to inculcate and adopt modern Salt Technology for
improving the quality and quantity of salt, which is being implemented through the Salt
Commissioner’s Organisation, Jaipur (hereinafter referred to as the Implementing Agency);
And whereas, under the Scheme, sustenance allowance of Rs. 500/- (five hundred rupees
only) per day (hereinafter referred to as the benefit) is paid to the trainee salt workers and labourers
(hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme
guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the
Consolidated Fund of India;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said
Act), the Central Government hereby notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby require
to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the
Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for
Aadhaar enrolment before registering for the training programme provided he is entitled to
obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any
Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI)
website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the
Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities
for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its
Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in
coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar
themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme
shall be given to such individual, subject to the production of the following documents, namely:–
a. (i) if he has enrolled, his Aadhaar Enrolment Identification slip; or
(ii) a copy of his request made for Aadhaar enrolment; and
b. any one of the following documents, namely:-
i. Bank or Post office Passbook with Photo; or
ii. Permanent Account Number (PAN) Card; or
iii. Passport; or
iv. Ration Card; or
v. Voter Identity Card; or
vi. MGNREGA Card; or
vii. Kisan Photo passbook; or
viii. Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988
(59 of 1988); or
ix. Certificate of identity having photo of such person issued by a Gazetted Officer or a
Tehsildar on an official letter head; or
x. any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically
designated by the Department for that purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme,
the Department through its Implementing Agency shall make all the required arrangements to ensure
that wide publicity through media shall be given to the beneficiaries to make them aware of the said
requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or
due to any other reason, the following remedial mechanisms shall be adopted, namely:-
a. in case of poor fingerprint quality, Integrated Risk Information System scan or face
authentication facility shall be adopted for authentication, thereby the Department through its
Implementing Agency shall make provisions for Integrated Risk Information System
scanners or face authentication along with finger print authentication for delivery of benefits
in seamless manner;
b. in case the biometric authentication through fingerprints or Integrated Risk Information
System scan or face authentication is not successful, wherever feasible and admissible
authentication by Aadhaar One Time Password or Time-based One-Time Password with
limited time validity, as the case may be, shall be offered;
c. in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time
Password authentication is not possible, benefits under the Scheme may be given on the
basis of physical Aadhaar letter whose authenticity can be verified through the Quick¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 5
Response code printed on the Aadhaar letter and the necessary arrangement of Quick
Response code reader shall be provided at the convenient locations by the
Department through its Implementing Agency.
4. This notification shall come into effect from the date of its publication in the Official Gazette
in all the States and Union territory administrations, except the States of Assam and Meghalaya.

अत:, अब, क(cid:27)4ीय सरकार आधार (िवतत् ीय और अनय् सहािय(cid:1)कय(cid:21), (cid:14)सुिवधा(cid:13) और सेवा(cid:13) का ल ि् यत प(cid:23)रदान)
अिधिनयम, 2016 (2016 का 18) (िजस े इसम (cid:27) इसके पशच् ात ् उक्त अिधिनयम कहा गया ह)ै क& धारा 7 के उपबंध(cid:21) के
अनसु रण म (cid:27)िनमन् िलिखत अिधसूिचत करती ह,ै अथात$ ्:--
1. (1) इस सक् &म के अधीन (cid:14)सुिवधा (cid:14)ापत् करन ेके िलए इच्छुक (cid:1)कसी बालक स ेयह अपेि त ह ै (cid:1)क वह आधार संखय् ाक
धारक होन ेका सबूत (cid:14)सत् ुत करे या आधार अिध(cid:14)माणन (cid:14)(cid:1)(cid:28)या पूरी करे ।
(2) इस सक् &म के अधीन (cid:14)सुिवधा (cid:14)ापत् करन ेका इच्छुक कोई बालक जो आधार संख्यांक धारक नह7 ह ैया िजसन ेआधार के
िलए नामाकं न नह7 कराया ह,ै उसे इस स्क&म म (cid:27) रिजस8् ीकरण करन े के पूव$, उसके माता-िपता या संर क(cid:21) क& सहमित के
अधय् धीन आधार नामाकं न हते ु, आवेदन करना अपिे त होगा परंतु उस दशा म (cid:27) जब वह उक्त अिधिनयम क& धारा 3 के
उपबंध(cid:21) के अनसु ार आधार (cid:14)ाप्त करन े के िलए हकदार हो और ऐस े बालक(cid:21) को आधार नामाकं न के िलए (cid:1)कसी आधार
नामाकं न क(cid:27)4 (क(cid:27)4(cid:21) क& सूची यूआईडीएआई क& वेबसाइट www.uidai.gov.in पर उपलब्ध है) का दौरा कर(cid:27)ग े।
(3) आधार (नामाकं न और अ*तन) िविनयम, 2016 के िविनयम 12 के अनुसार, िवभाग अपनी काया$नव् यन अिभकरण के
माधय् म से, यह अपेि त ह ै (cid:1)क वह ऐस े फायदा"ािहय(cid:21) के िलए, िजनह् (cid:21)न े अभी तक आधार के िलए नामाकं न नह7 कराया ह,ै
नामाकं न सिु वधाए ं उपलबध् कराए और उस दशा म (cid:27) जहां संबंिधत ;लाक या तालकु या तहसील के भीतर आधार नामाकं न
के<4 अवि=थत नह7 ह,ै िवभाग अपन ेकाया$नव् यन अिभकरण के माधय् म स ेयूआईडीएआई के िव*मान रिज=8ार(cid:21) के सम<वयन
स े सिु वधाजनक अवसथ् ान(cid:21) पर आधार नामांकन सिु वधाए ं उपल;ध कराए या =वयं यूआईडीएआई रिज=8ार बनकर आधार
नामाकं न सिु वधाए ंउपल;ध कराए :
परंतु उस समय तक जब तक (cid:1)कसी फायदा"ाही को आधार समनुदिे शत (cid:1)कया जाता ह,ै इस स्क&म के अधीन ऐस े
फायदा"ािहय(cid:21) को (cid:14)सुिवधा िनमन् िलिखत दसत् ावेज(cid:21) को (cid:14)स्तुत (cid:1)कए जान ेके अधय् धीन दी जाएंगी, अथा$त ्:--6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(क) (i) य(cid:1)द फायदा"ाही का पांच वष$ क& आय ु के पश्चात ् नामाकं न कराया ह ै तो उसक& आधार नामाकं न
पहचान ि=लप या उसक& बायोम(cid:23)ै 8क अ*तन करन ेक& नामांकन पहचान स्िलप ; या
(ii) फायदा"ाही 1ारा आधार नामाकं न के िलए (cid:1)कए गए अनुरोध क& (cid:14)ित; और
(ख) फायदा"ाही का िनमन् िलिखत पहचान दसत् ावेज(cid:21) म (cid:27)से कोई एक दस्तावेज, अथा$त:्-
(i) जन्म (cid:14)माण प/; या समिु चत (cid:14)ािधकारी 1ारा जारी जन्म का (cid:23)रकाड;$ या
(ii) सक् ूल पहचान प/, माता-िपता के नाम सिहत, सक् ूल के (cid:14)धानाचाय $ 1ारा समय् क (cid:25)प स े हसत् ा (cid:23)रत;
और
(ग) इस सक् &म के वत$मान (cid:1)दशा िनदशL (cid:21) के अनुसार माता-िपता या िविधक संर क के साथ फायदा"ाही के संबंध
के सबूत के (cid:25)प म (cid:27) िनमन् िलिखत दसत् ावेज(cid:21) म (cid:27)स ेकोई एक दसत् ावेज अथा$त:्-
(i) जन्म (cid:14)माण प/; या समुिचत (cid:14)ािधकारी 1ारा जारी जनम् का (cid:23)रकाड;$ या
(ii) राशन काड;$ या
(iii) भूतपूव $ सैिनक अंशदायी स्वासथ् ्य योजना (ईसीएचएस) काड $ ; या कम$चारी राज्य बीमा िनगम
(ईएसआईसी) काड;$ या क(cid:27)4 सरकार स्वासथ् ्य योजना (सीजीएचएस) काड $; या
(iv) प(cid:27)शन काड;$ या
(v) आमM कAटीन काड;$ या
(vi) कोई भी सरकारी प(cid:23)रवार हकदारी काड;$ या
(vii) िवभाग 1ारा िनEदषट् कोई अनय् दस्तावेज; या
परंतु यह और (cid:1)क उपरोक्त द=तावेज(cid:21) क& जांच िवभाग 1ारा इस (cid:14)योजन के िलए िविनEद@ (cid:25)प स े पदािभिहत
(cid:1)कसी अिधकारी 1ारा क& जाएगी ।
2. िवभाग, सक् &म के अधीन फायदा"ािहय(cid:21) को सिु वधाजनक और िनबा$ध (cid:14)सुिवधाए ं उपलब्ध करान े हते ु अपन े काया$नव् यन
अिभकरण के माधय् म स े यह सुिनशि् चत करन े के िलए (cid:1)क फायदा"ािहय(cid:21) को उक्त अपे ा(cid:13) के (cid:14)ित जाग(cid:25)क बनाने हते ु
मीिडया के माधय् म स ेव्यापक (cid:14)चार (cid:1)कया जाएगा, सभी अपेि त व्यवस्थाए ंकरेगा ।
3. सभी मामल(cid:21) म,(cid:27) जहा ं फायदा"ािहय(cid:21) के खराब बायोम(cid:23)ै 8क्स के कारण या (cid:1)कसी अनय् कारण स े आधार अिध(cid:14)माणन
िवफल हो जाता ह,ै तो िनमन् िलिखत सुधारातम् क तं/ अपनाए जाएंगे, अथा$त:्-
(क) खराब अंगुिल छाप गुणवत्ता के मामल े म,(cid:27) अिध(cid:14)माणन के िलए एक&कृत जोिखम सूचना (cid:14)णाली स्कैन या
चेहरा अिध(cid:14)माणन सिु वधा को अपनाया जाएगा, िजसस े िवभाग अपन े काया$नव् यन अिभकरण के माधय् म स े
एक&कृत जोिखम सूचना (cid:14)णाली सक् ैनर के उपबंध करेगा या िनबा$ध रीित स े (cid:14)सुिवधा दने े हते ु अंगुिल छाप
अिध(cid:14)माणन के साथ-साथ चेहरे का अिध(cid:14)माणन भी करेगा;
(ख) य(cid:1)द अंगुिल छाप या एक&कृत जोिखम सूचना (cid:14)णाली सक् ैन या चेहरा अिध(cid:14)माणन के माधय् म स े बायोमै(cid:23)8क
अिध(cid:14)माणन सफल नह7 होता ह,ै तो ऐसी सि् थित म (cid:27) आधार वन टाइम पासवड $ या सीिमत समय वैधता वाल े समय
आधा(cid:23)रत वन टाइम पासवड $1ारा संभव और सव् ीकाय $अिध(cid:14)माणन, यथासि् थित (cid:14)सत् ािवत (cid:1)कया जाएगा;
(ग) अनय् सभी मामल(cid:21) म (cid:27) जहा ं बायोम(cid:23)ै 8क या आधार वन टाइम पासवड $ या समय आधा(cid:23)रत वन टाइम पासवड $
अिध(cid:14)माणन संभव नह7 ह,ै ऐसे मामल(cid:21) म(cid:27) सक् &म क& (cid:14)सुिवधा मलू आधार प/ के आधार पर दी जा सकेगी िजसक&
(cid:14)मािणकता आधार प/ पर म(cid:1)ु 4त क्िवक रेसप् ॉनस् कोड के माध्यम से सतय् ािपत क& जा सकती ह ै तथा क्िवक
रेसप् ॉनस् कोड रीडर क& अपेि त व्यवस्था िवभाग 1ारा अपन े कायान$ व् यन अिभकरण के माधय् म से सुिवधाजनक
सथ् ान(cid:21) पर (cid:14)दान क& जाएगी ।
4. उपरोक्त म (cid:27) (cid:1)कसी बात के होत े)ए भी, (cid:1)कसी भी बालक को इस सक् &म के अधीन (cid:14)सुिवधा दने ेसे उसक& पहचान
सथ् ािपत करन े म (cid:27) िवफलता के मामल े म (cid:27) या ऐस े मामल े म (cid:27) िजसम (cid:27) बालक को आधार संख्यांक समनुदिे शत नह7 (cid:1)कया
गया है नामांकन के िलए आवेदन (cid:14)सत् ुत करने पर पैरा 1 के उप-पैरा 3 के परंतकु के खंड (ख) और खंड (ग) म (cid:27)
उलि् लिखत अनय् दसत् ावेज(cid:21) के आधार पर उसक& पहचान अिध(cid:14)माणन करके उसको (cid:14)सुिवधा दी जाएगी और जहा ं¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 7
(cid:14)सुिवधा ऐस े अनय् दसत् ावेज(cid:21) के आधार पर दी जाती ह ै वहा ं उसका अिभलेख रखन े के िलए एक अलग रिजसट् र
बनाया जाएगा िजसक& िवभाग 1ारा अपने कायान$ व् यन अिभकरण के माधय् म से आविधक समी ा या लेखा परी ा
क& जाएगी ।
5. यह अिधसूचना राजप/ म (cid:27) इसके (cid:14)काशन क& तारीख स ेअसम और मेघालय राजय् (cid:21) के िसवाय, सभी राजय् (cid:21) और
संघ राज्य े/ (cid:14)शासन(cid:21) म (cid:27)(cid:14)भावी होगी।

NOTIFICATION
New Delhi, the 10th December, 2019
S.O. 4439(E).—Whereas, the use of Aadhaar as identity document for delivery of services or
benefits or subsidies simplifies the Government delivery processes, brings in transparency and
efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient
and seamless manner and Aadhaar obviates the need for producing multiple documents to prove
one’s identity;
And whereas, the Department for Promotion of Industry and Internal Trade, Ministry of
Commerce and Industry in the Government of India (hereinafter referred to as the Department), is
administering the Central Sector Scheme of Grant of Rewards to the children of Salt Workers
(hereinafter referred to as the Scheme), which is being implemented through the Salt
Commissioner’s Organisation, Jaipur (hereinafter referred to as the Implementing Agency);
And whereas, under the Scheme, rewards of Rs.1000/-, Rs.1500/- and Rs.2000/- (hereinafter
collectively referred to as the benefit) as the case may be, are granted once in each academic year,
to the meritorious children of salt workers studying in class VI to VIII, IX to X and XI to XII,
respectively (hereinafter collectively referred to as the beneficiary), paid in lump sum by the
Implementing Agency at the commencement of the academic year as per the extant Scheme
guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the
Consolidated Fund of India;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said
Act), the Central Government hereby notifies the following, namely:-
1. (1) A child desirous of availing the benefit under the Scheme shall hereby require to furnish
proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the
Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for
Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the
Scheme provided he is entitled to obtain Aadhaar as per section 3 of the said Act and such
children shall visit any Aadhaar enrolment centre (list available at Unique Identification
Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the
Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities
for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar
enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its
Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar
themselves:
Provided that till the time Aadhaar is assigned to the beneficiary, the benefit under the
Scheme shall be given to such beneficiary subject to production of the following documents,
namely:-
(a) (i) if the beneficiary was enrolled after the age of five years (with biometrics
collection), his Aadhaar Enrolment Identification slip, or of bio-metric update
identification slip, or;
(ii) a copy of the request made for Aadhaar enrolment by the beneficiary; and
(b) any one of the following identity documents of the beneficiary, namely:-
i. Birth Certificate; or Record of birth issued by the appropriate authority; or
ii. School identity card, duly signed by the Principal of the school, containing
parents names; and
(c) any one of the following documents as proof of relationship of the beneficiary with
the parent or legal guardian as per the extant Scheme guidelines, namely:–
i. Birth Certificate; or Record of birth issued by the appropriate authority; or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State
Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS)
Card; or
iv. Pension Card; or
v. Army Canteen Card; or
vi. any Government Family Entitlement Card; or
vii. any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically
designated by the Department for that purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme,
the Department through its Implementing Agency shall make all the required arrangements to ensure
that wide publicity through media shall be given to the beneficiaries to make them aware of the said
requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or
due to any other reason, the following remedial mechanisms shall be adopted, namely:-
a. in case of poor fingerprint quality, Integrated Risk Information System scan or face
authentication facility shall be adopted for authentication, thereby the Department through its
Implementing Agency shall make provisions for Integrated Risk Information System
scanners or face authentication along with finger print authentication for delivery of benefits
in seamless manner;
b. in case the biometric authentication through fingerprints or Integrated Risk Information
System scan or face authentication is not successful, wherever feasible and admissible
authentication by Aadhaar One Time Password or Time-based One-Time Password with
limited time validity, as the case may be, shall be offered;
c. in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time
Password authentication is not possible, benefits under the scheme may be given on the¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 9
basis of physical Aadhaar letter whose authenticity can be verified through the Quick
Response code printed on the Aadhaar letter and the necessary arrangement of Quick
Response code reader shall be provided at the convenient locations by the
Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the
Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof
of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been
assigned, producing an application for enrolment, the benefit shall be given to him by verifying his
identity on the basis of other documents as mentioned in clauses (b) and (c) of the proviso of sub-
paragraph (3) of paragraph 1 and where benefit is given on the basis of such other documents, a
separate register shall be maintained to record the same, which shall be reviewed and audited
periodically by the Department through its Implementing Agency.
5. This notification shall come into effect from the date of its publication in the Official Gazette
in all the States and Union territory administrations, except the States of Assam and Meghalaya.
