S T A T U T O R Y I N S T R U M E N T S 2025 No. 1015 CIVIL AVIATION The Air Navigation (Restriction of Flying) (Central London) Regulations 2025 Made - - - - 11th September 2025 Coming into force - - 15th September 2025 The Secretary of State has decided that it is necessary in the public interest to restrict flying in the airspace specified in regulation 3(1) by reason of the security arrangements associated with the death of Her Royal Highness the Duchess of Kent. The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a). Citation and commencement 1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Central London) Regulations 2025 and they come into force on 15th September 2025. Interpretation 2. In regulation 3(1) the times referred to are Co-ordinated Universal Time(b). Restricted airspace 3.—(1) Subject to paragraphs (3) and (4), between 1300 hours on 15 September 2025 and 1600 hours on 16 September 2025 no aircraft is to fly below 2,500 feet above mean sea level within the area bounded by— (a) straight lines joining successively the following points— (i) 513611N 0001644W, and (ii) 513611N 0000311W, (b) the clockwise arc of a circle having a radius of 17 nautical miles centred at 512812N 0002713W between 513611N 0000311W and 512625N 0000010W, (c) straight lines joining successively the following points— (i) 512625N 0000010W, (ii) 512013N 0000316W, and (iii) 512013N 0001641W, and (a) S.I. 2016/765, to which there are amendments not relevant to these Regulations. (b) Co-ordinated Universal Time (UTC) is one hour behind British Summer Time (BST).(d) the clockwise arc of a circle having a radius of 13 nautical miles centred at 512812N 0000020W between 512013N 0001641W and 513611N 0001644W. (2) All non-standard flight and enhanced non-standard flight clearances(a) contained within the area specified in regulation 3(1) are withdrawn for the duration of these Regulations. (3) Paragraph (1) does not apply insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Isle of Dogs) Regulations 2004(b), the Air Navigation (Restriction of Flying) (City of London) Regulations 2004(c), the Air Navigation (Restriction of Flying) (Specified Area) Regulations 2005(d), the Air Navigation (Restriction of Flying) (Hyde Park) Regulations 2017(e), or the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023(f). (4) Paragraph (1) does not apply to any aircraft— (a) making an approach to or departing from— (i) London Heathrow Airport whilst under the direction of either London Terminal Control Centre at Swanwick or the air traffic control unit at London Heathrow Airport, (ii) London City Airport whilst under the direction of either the London Terminal Control Centre at Swanwick or the air traffic control unit at London City Airport, (iii) Royal Air Force Northolt whilst under the direction of either London Terminal Control Centre at Swanwick or the air traffic control unit at Royal Air Force Northolt, or (iv) London Heliport whilst under the direction of either London Terminal Control Centre at Swanwick or the air traffic control unit at London Heliport, (b) operated by or on behalf of— (i) a Police Air Support Unit, (ii) an Emergency Medical Service, (iii) the Maritime and Coastguard Agency for the purpose of Search and Rescue Operations, or (iv) the King’s Helicopter Flight, (c) operating with the permission of the Metropolitan Police Service. Signed by authority of the Secretary of State for Transport Karen L Michaels Grade 7 11th September 2025 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations restrict flying in the vicinity of central London due to the security arrangements associated with the funeral of Her Late Highness the Duchess of Kent. These restrictions form part of the overall security arrangements for this event and have been agreed with the Civil Aviation Authority and the Department for Transport. (a) A non-standard flight is a flight that does not follow published routes or notified procedures. (b) S.I. 2004/2091. (c) S.I. 2004/2092. (d) S.I. 2005/964. (e) S.I. 2017/1300. (f) S.I. 2023/1101. 2These Regulations apply except insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Isle of Dogs) Regulations 2004 (S.I. 2004/2091), the Air Navigation (Restriction of Flying) (City of London) Regulations 2004 (S.I. 2004/2092), the Air Navigation (Restriction of Flying) (Specified Area) Regulations 2005 (S.I. 2005/964) and the Air Navigation (Restriction of Flying) (Hyde Park) Regulations 2017 (S.I. 2017/1300), and the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023 (S.I. 2023/1101). In relation to the permission mentioned in regulation 3(4)(c) the Metropolitan Police Service can be contacted as notified. Full details of these Regulations will be promulgated by Briefing Sheet and Notice to Aviation (NOTAM).
