The Air Navigation (Restriction of Flying) (State Visit by the
President of the United States of America) Regulations 2025
Made - - - - 15th September 2025
Coming into force - - 16th September 2025
The Secretary of State has decided that it is necessary in the public interest to restrict flying in the
areas specified in regulation 3 by reason of the intended visit there by the President of the United
States.
The Secretary of State makes the following Regulations in exercise of the powers conferred by
article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (State Visit by
the President of the United States of America) Regulations 2025 and they come into force on 16th
September 2025.
Interpretation
2. In regulation 3 the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraph (2), between 1800 hours and 2100 hours on 16th September 2025,
and between 1400 hours and 1800 hours on 18 September 2025, no aircraft is to fly below 2,500
feet above mean sea level within the area bounded by—
(a) a straight line joining the following points—
(i) 515416N 0002653E, and
(ii) 514508N 0001309E,
(b) the clockwise arc of a circle having a radius of 8 nautical miles centred at 515306N
0001406E from 514508N 0001309E to 515155N 0000120E,
(c) a straight line joining the following points—
(i) 515155N 0000120E, and
(ii) 520104N 0001503E,
(a) S.I. 2016/765, amended by S.I. 2024/990; there are other amending instruments but none are relevant.
(b) Co-ordinated Universal Time (UTC) is one hour behind British Summer Time (BST).(d) the clockwise arc of a circle having a radius of 8 nautical miles centred on 515306N
0001406E from 520104N 0001503E to 515416N 0002653E.
(2) Paragraph (1) does not apply to any aircraft—
(a) making an approach to or departure from London Stansted Airport whilst under the
direction of London Terminal Control Centre at Swanwick or the air traffic control unit at
London Stansted Airport,
(b) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(c) flying in accordance with a permission issued by the Metropolitan Police Service.
(3) Subject to paragraph (4), between 1800 hours and 2200 hours on 16th September 2025 no
aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 514508N 0001309E,
(ii) 514055N 0000652E, and
(iii) 513232N 0000055W,
(b) the anti-clockwise arc of a circle having a radius of 17 nautical miles centred at 512812N
0002713W from 513232N 0000055W to 513611N 0000311W,
(c) straight lines joining successively the following points—
(i) 513611N 0000311W,
(ii) 513611N 0001830W,
(iii) 515101N 0000025W,
(iv) 515146N 0000006W, and
(v) 515155N 0000120E,
(d) the anti-clockwise arc of a circle having a radius of radius 8 nautical miles centred at
515306N 0001406E from 515155N 0000120E to 514508N 0001309E.
(4) Paragraph (3) does not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying)
(Lippitt’s Hill) (Restricted Zone EG R182) Regulations 2025(a),
(b) making an approach to or departure from—
(i) London Stansted Airport whilst under the direction of London Terminal Control
Centre at Swanwick or the air traffic control unit at London Stansted Airport, or
(ii) London City Airport whilst under the direction of either London Terminal Control
at Swanwick or the air traffic control unit at London City Airport,
(c) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(d) flying in accordance with a permission issued by the Metropolitan Police Service.
(5) Subject to paragraph (7), between 1900 hours on 16th September 2025 and 1700 hours on
18th September 2025 no aircraft is to fly below 2,500 feet above mean sea level within the area
bounded by—
(a) straight lines joining successively the following points—
(a) S.I. 2025/164.
2(i) 513611N 0001830W, and
(ii) 513611N 0000311W,
(b) the clockwise arc of a circle having a radius of 17 nautical miles centred at 512812N
0002713W from 513611N 0000311W to 512625N 0000010W, and
(c) straight lines joining successively the following points—
(i) 512625N 0000010W
(ii) 512013N 0000316W,
(iii) 512013N 0001902W, and
(iv) 513611N 0001830W.
(6) All non-standard flight and enhanced non-standard flight clearances(a) contained within the
area specified in regulation 3 (5) are withdrawn for the duration of these Regulations.
(7) Paragraph (5) does not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (City
of London) Regulations 2004(b), the Air Navigation (Restriction of Flying) (Specified
Area) Regulations 2005(c), the Air Navigation (Restriction of Flying) (Hyde Park)
Regulations 2017(d), the Air Navigation (Restriction of Flying) (Isle of Dogs)
Regulations 2004(e), or the Air Navigation (Restriction of Flying) (Prisons and Young
Offender Institutions) (England and Wales) Regulations 2023(f)
(b) making an approach to or departure from—
(i) London City Airport whilst under the direction of either London Terminal Control
at Swanwick or the air traffic control unit at London City Airport,
(ii) London Heathrow Airport whilst under the direction of either London Terminal
Control at Swanwick or the air traffic control unit at London Heathrow Airport,
(iii) Royal Air Force Northolt whilst under the direction of either 78 Squadron
Swanwick or the air traffic control unit at Royal Air Force Northolt, or
(iv) London Heliport whilst under the direction of either London Terminal Control at
Swanwick or the air traffic control unit at London Heliport,
(c) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(d) flying in accordance with a permission issued by the Metropolitan Police Service.
(8) Subject to paragraph (10), between 0900 hours and 1300 hours on 17th September 2025 no
aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 513612N 0002755W,
(ii) 513611N 0001830W,
(iii) 512736N 0001847W,
(iv) 512736N 0003009W,
(v) 513007N 0003013W,
(vi) 513156N 0003111W, and
(a) A non-standard flight is a flight that does not follow published routes or notified procedures.

(i) London City Airport whilst under the direction of either London Terminal Control
at Swanwick or the air traffic control unit at London City Airport,
(ii) London Heathrow Airport whilst under the direction of either London Terminal
Control at Swanwick or the air traffic control unit at London Heathrow Airport, or
(iii) Royal Air Force Northolt whilst under the direction of either 78 Squadron
Swanwick or the air traffic control unit at Royal Air Force Northolt,
(b) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,

(11) Subject to paragraphs (13) and (14), between 0500 hours and 1700 hours on 16th
September 2025 and between 0500 hours on 17th September 2025 and 1500 hours on the 18th
September 2025 no aircraft is to fly below 2,500 feet above mean sea level within the area
bounded by—
(a) straight lines joining successively the following points—
(i) 513611N 0004133W, and
(ii) 513611N 0003338W,
(b) the anti-clockwise arc of a circle having a radius of 2 nautical miles centred at 513518N
0003047W between 513611N 0003338W and 513320N 0003017W, and
(c) straight lines joining successively the following points—
(i) 513320N 0003017W,
(ii) 513156N 0003111W,
(iii) 513007N 0003013W
(iv) 512124N 0003001W, and
(v) 512211N 0003107W,
(d) the anti-clockwise arc of a circle having a radius of 2 nautical miles centred on 512053N
0003331W between 512211N 0003107W and 512208N 0003602W,
(e) straight lines joining successively the following points—
(i) 512208N 0003602W,
(ii) 512017N 0003822W, and
(iii) 512103N 0004236W,
(f) the clockwise arc of a circle having a radius of 12 nautical miles centred on 512812N

(a) A non-standard flight is a flight that does not follow published routes or notified procedures

(12) Helicopter Routes within the areas specified in regulation 3(11) are not available for the
duration of these Regulations.
(13) Paragraph (11) does not apply insofar as flying is already prohibited by the Air Navigation
(Restriction of Flying) (Windsor Castle) (Restricted Area EG R156) Regulations 2021(a).
(14) Paragraph (11) does not apply to any aircraft—
(a) making an approach to or departure from—
(i) London City Airport whilst under the direction of either London Terminal Control
Centre, Swanwick or the air traffic control unit at London City Airport,
(ii) London Heathrow Airport whilst under the direction of either London Terminal
Control Centre, Swanwick or the air traffic control unit at London Heathrow
Airport, or
(iii) Royal Air Force Northolt whilst under the direction of either the London Terminal
Control Centre, Swanwick or the air traffic control unit at Royal Air Force
Northolt,
(b) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service,
(iii) the Maritime and Coastguard Agency,
(iv) the King’s Helicopter Flight, or
(v) a member of the Royal Family,
(c) flying in accordance with a permission issued by the Thames Valley Police Service.
(15) Subject to paragraph (17), between 0830 hours and 1045 hours on 18th September 2025 no
aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 513757N 0004455W,
(ii) 514307N 0004044W
(iii) 513611N 0003338W, and
(iv) 513611W 0004133W,
(b) the anti-clockwise arc of a circle having a radius of 12 nautical miles centred on 512812N
0002713W between 513611N 0004133W and 513531N 0004226W,
(c) straight lines joining successively the following points—
(i) 513531N 0004226W, and
(ii) 513757N 0004455W.
(16) Subject to paragraph (17), between 0830 hours and 1045 hours on 18th September 2025 no
aircraft is to fly below 3,500 feet above mean sea level within the area bounded by—
(a) the anti-clockwise arc of a circle having a radius of 2.5 nautical miles centred at 514436N
0004655W between 514342N 0005038W and 514521N 0004303W, and
(b) straight lines joining successively the following points—
(i) 514521N 0004303W,
(ii) 514307N 0004044W,
(iii) 513757N 0004455W, and
(a) S.I. 2021/1137.
5(iv) 514342N 0005038W.
(17) Paragraphs (15) and (16) do not apply to any aircraft—
(a) making an approach to or departure from London Luton Airport whilst under the direction
of either London Terminal Control at Swanwick or the air traffic control unit at London
Luton Airport,
(b) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(c) flying in accordance with a permission issued by Farnborough Radar,
(d) flying in accordance a permission issued by the Thames Valley Police Service.
(18) Subject to paragraph (19) between 1300 hours on 17th September 2025 and 1700 hours on
18th September 2025 no aircraft is to fly below 3,500 feet above mean sea level within the area
bounded by a circle having a radius of 2.5 nautical miles centred on 514436N 0004655W.
(19) Paragraph (18) does not apply to any aircraft—
(a) making an approach to or departure from London Luton Airport whilst under the direction
of either London Terminal Control at Swanwick or the air traffic control unit at London
Luton Airport,
(b) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(c) operating in accordance with a permission issued by the Thames Valley Police Service.
(20) Subject to paragraph (22), between 1240 hours and 1700 hours on 18th September 2025 no
aircraft is to fly below 3,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 514709N 0004700W
(ii) 514810N 0004155W
(iii) 514409N 0004005W
(iv) 514309N 0004043W, and
(v) 514220N 0004524W,
(b) the anti-clockwise arc of a circle having a radius of 2.5 nautical miles centred on
514436N 0004655W between 514220N 0004524W and 514709N 0004700W.
(21) Subject to paragraph (22), between 1240 hours and 1700 hours on 18th September 2025 no
aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 514810N 0004155W
(ii) 515534N 0000033W
(iii) 515551N 0000713E, and
(iv) 515155N 0000120E,
(b) the anti-clockwise arc of a circle having a radius of 8 nautical miles centred at 515306N
0001406E between 515155N 0000120E and 515045N 0000146E,
(c) straight lines joining successively the following points—
(i) 515045N 0000146E
(ii) 514309N 0004043W
(iii) 514409N 0004005W, and
6(iv) 514810N 0004155W.
(22) Paragraphs (20) and (21) do not apply to any aircraft—
(a) making an approach to or departure from—
(i) London Luton Airport whilst under the direction of either London Terminal Control
Centre, Swanwick or the air traffic control unit at London Luton Airport,
(ii) London Stansted Airport whilst under the direction of either London Terminal
Control Centre, Swanwick or the air traffic control unit at London Stansted Airport,
(b) flying in accordance with a permission issued by Farnborough Radar,
(c) operated by or on behalf of—
(i) a Police Air Support Unit,
(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency,
(d) flying in accordance with a permission issued by the Metropolitan Police Service.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations restrict flying in the vicinity of London Stansted Airport, a corridor between
London Stansted Airport and London, within the vicinity of London and Windsor, a corridor
between Windsor and Buckinghamshire, an area in Buckinghamshire and a corridor between
Buckinghamshire and London Stansted Airport, on the occasion of State visit by the President of
the United States of America which is due to take place 16th to 18th September 2025, inclusive.
As part of the overall security arrangements for the visit, the Civil Aviation Authority and the
Department for Transport agree that it is in the public interest that flying should be restricted in the
relevant areas for reasons of public safety and security.
These Regulations apply except insofar as flying is already prohibited by Air Navigation
(Restriction of Flying) (Lippitt’s Hill) (Restricted Zone EG R182) Regulations 2025 (S.I.
2025/164), the Air Navigation (Restriction of Flying) (City of London) Regulations 2004 (S.I.
2004/2092), the Air Navigation (Restriction of Flying) (Specified Area) Regulations 2005 (S.I.
2005/964), the Air Navigation (Restriction of Flying) (Hyde Park) Regulations 2017 (S.I.
2017/1300), the Air Navigation (Restriction of Flying) (Isle of Dogs) Regulations 2004 (S.I.
2004/2091) and the or the Air Navigation (Restriction of Flying) (Prisons and Young Offender
Institutions) (England and Wales) Regulations 2023 (S.I. 2023/1101).
The times mentioned in regulation 3 are Co-ordinated Universal Time (UTC) which is one hour
behind British Summer Time (BST)
In relation to the permission mentioned in regulation 3(2)(c), 3(4)(d), 3(7)(d), 3(10)(c) and
3(22)(d), the Metropolitan Police Service may be contacted as notified.
In relation to the permission mentioned in regulation 3(14)(c), 3(17)(d) and 3(19)(c), the Thames
Valley Police Service may be contacted as notified.
In relation to the permission mentioned in regulation 3(17)(c) and 3(22)(b), Farnborough Radar
may be contacted as notified.
