CIVIL AVIATION
The Air Navigation (Restriction of Flying) (New Year
Celebrations, London) Regulations 2025
Made - - - - 19th December 2025
Coming into force - - 31st December 2025
The Secretary of State has decided that it is necessary in the public interest to restrict flying in the
area specified in regulation 3(1) by reason of the intending holding there of events associated with
the New Year celebrations.
The Secretary of State makes the following Regulations in exercise of the powers conferred by
article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (New Year
Celebrations, London) Regulations 2025 and they come into force on 31st December 2025.
Interpretation
2. In regulation 3(1) the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraph (2), between 2000 hours on 31 December 2025 and 0200 hours on
1st January 2026 no aircraft is to fly below 2,500 feet above mean sea level within the area
bounded by a circle having a radius of 2.5 nautical miles centred at 513012N 0000713W.
(2) Paragraph (1) does not apply—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (City
of London) Regulations 2004(c), the Air Navigation (Restriction of Flying) (Specified
Area) Regulations 2005(d), or the Air Navigation (Restriction of Flying) (Hyde Park)
Regulations 2017(e), or the Air Navigation (Restriction of Flying) (Prisons and Young
Offender Institutions) (England and Wales) Regulations 2023(f)
(b) to any aircraft operated by or on behalf of—
(i) a Police Air Support Unit,
(a) S.I. 2016/765, amended by S.I. 2024/990; there are other amending instruments but none are relevant.
(b) Co-ordinated Universal Time (UTC) is the same time as Greenwich Mean Time (GMT).
(c) S.I. 2004/2092.
(d) S.I. 2005/964.
(e) S.I. 2017/1300.
(f) S.I. 2023/1101.(ii) an Emergency Medical Service, or
(iii) the Maritime and Coastguard Agency for the purpose of Search and Rescue, or
(c) to any aircraft—
(i) making an approach to Runway 09 at London City Airport at a height of not less
than 1,500 feet above mean sea level and to the east of a line running true north to
true south through 513030N 0000514W (London Bridge), and
(ii) whilst under the direction of London City Airport Air Traffic Control or London
Terminal Control, Swanwick, or
(d) flying in accordance with the permission of the Metropolitan Police Service.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations impose restrictions on flying above London during the New Year Celebrations
which are due to take place there on 31st December 2025 and 1st January 2026.
As a large gathering of persons is due to attend the celebrations, the Civil Aviation Authority and
the Department for Transport agree that flying should be restricted in the vicinity of the event for
reasons of public safety and security.
These Regulations apply except insofar as flying is already prohibited by the Air Navigation
(Restriction of Flying) (City of London) Regulations 2004 (S.I. 2004/2092), the Air Navigation
(Restriction of Flying) (Specified Area) Regulations 2005 (S.I. 2005/964), the Air Navigation
(Restriction of Flying) (Hyde Park) Regulations 2017 (S.I. 2017/1300) and the Air Navigation
(Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales)
Regulations 2023 (S.I. 2023/1101).
The times mentioned in regulation 3(1) are Co-ordinated Universal Time (UTC) which is the same
as Greenwich Mean Time (GMT).
In relation to the permission mentioned in regulation 3(2)(d), the Metropolitan Police Service may
be contacted as notified.
Full details of this Statutory Instrument will be promulgated by Aeronautical Information Circular
(AIC) and Notice to Aviation (NOTAM).
