S T A T U T O R Y I N S T R U M E N T S 2026 No. 167 HIGHWAYS, ENGLAND The A249 Trunk Road (Key Street Slip Road) (Trunking) Order 2026 Made - - - - 16th February 2026 Coming into force - - 4th March 2026 The Secretary of State for Transport makes this Order, in exercise of the powers conferred by sections 10 and 41 of the Highways Act 1980 (“the Act”)(a), and now vested in them(b). In accordance with section 10(2) of the Act, the Secretary of State has taken into consideration the requirements of local and national planning, including the requirements of agriculture, and is satisfied that it is expedient for the purpose of extending, improving or reorganising the national system of routes for traffic in England and Wales, that the new highway to be constructed as described in the Schedule become a trunk road. This Order is made in compliance with the provisions of Parts I and III of Schedule 1 of the Act. 1. This Order may be cited as the A249 Trunk Road (Key Street Slip Road) (Trunking) Order 2026 and shall come into force on 4th March 2026. 2. In this Order, all measurements of distance are measured along the route of the relevant highway— (a) “National Highways” means National Highways Limited (Company No. 9346363), which is a strategic highways company registered in England and Wales and whose Registered Office is Bridge House, 1 Walnut Tree Close, Guildford, Surrey, GU1 4LZ; and (b) “the Plan” Means the plan numbered GB01T22H76- ske-61 Rev T1 and marked “The A249 Trunk Road (Key Street Slip Road) (Trunking) Order 2026”; signed by authority of the Secretary of State for Transport and deposited at Records Management Unit, National Highways, 2 City Walk, Holbeck, Leeds, LS11 9AT; (a) 1980 c. 66. Section 10 is amended by section 22(2)(a) of the New Roads and Street Works Act 1991 (c. 22) and paragraph 10(2) of Schedule 1 the Infrastructure Act 2015 (c. 7). There are further amendments to section 10 which are not relevant to this Order. (b) S.I. 1981/238.(c) “the new trunk road” means the new highway to be constructed along the route described in the Schedule to this Order. 3. The Secretary of State hereby directs that the new trunk road will become a trunk road from the date on which National Highways notifies Kent County Council that the new trunk road is open for traffic. National Highways will be the highway authority for the new trunk road. 4. The new trunk road will be maintained by Kent County Council until the date on which the new trunk road is opened for the purpose of through traffic. 5. The centre line of the new trunk road is indicated by a thick black line on the plan. Signed by Authority of the Secretary of State Samantha Collins-Hill 16th February 2026 A Senior Civil Servant in the Department for Transport SCHEDULE Regulation 3 ROUTE OF NEW TRUNK ROAD The new highway which is to be constructed from a point 92 metres northeast of the Tudor Rose PH from 3 metre northwest of a new roundabout situated on Chestnut Street in a generally northwest direction for a distance of 17 metres. 23EXPLANATORY NOTE (This note is not part of the Order) Kent County Council are to construct a new section of the A249 trunk road southwest of the Key Street Junction and northeast of the Tudor House PH in the county of Kent. Kent County Council will maintain the new A249 trunk road until it is opened for the purpose of through traffic. Once it is opened for the purpose of through traffic, National Highways Company Limited, as the highway authority will be responsible for the maintenance of the new A249 trunk road. 4
