STATUTORY INSTRUMENTS 2026 No. 251 HIGHWAYS, ENGLAND The Humber Bridge Act 1959 (Amendment) Order 2026 Made - - - - 9th March 2026 Coming into force - - 10th March 2026 The Secretary of State makes this Order in exercise of the power conferred by section 6(1)(e) of the Humber Bridge Act 1959(1). Citation, commencement and extent 1.—(1) This Order may be cited as the Humber Bridge Act 1959 (Amendment) Order 2026. (2) This Order comes into force on the day after the day on which it is made. (3) This Order extends to England and Wales. Amendment of the Humber Bridge Act 1959 2. In section 6(1)(e) of the Humber Bridge Act 1959, for “Humber Local Enterprise Partnership” substitute “Hull and East Yorkshire Combined Authority and Greater Lincolnshire Combined County Authority”. EXPLANATORY NOTE (This note is not part of the Order) This Order amends the Humber Bridge Act 1959 (“the Act”) using the power conferred by section 6(1)(e) of the Act, as substituted by section 3(3) of, and paragraph 1 of Schedule 1 to, the Humber Bridge Act 2013. The Act provides for the construction and ongoing maintenance of the Humber Bridge and approaching roads and establishes the Humber Bridge Board (“the Board”) to execute the implementation of the Act. Article 2 of this Order replaces the inoperative nominating body, the Humber Local Enterprise Partnership, with the Hull and East Yorkshire Combined Authority and Greater Lincolnshire Combined County Authority (“the Combined Authorities”). The Combined Authorities will now be able to nominate persons for the directors’ positions on the Board, two of which will be appointed by the constituent authorities, listed in section 6(1)(a)-(d) of the Act. A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen. 2
