The M27 Motorway (Junctions 4 to 11) (Variable
Speed Limits) (Amendment) Regulations 2026

The Secretary of State makes these Regulations in exercise of the powers conferred by section 17(2),
(3) and (3ZB) of the Road Traffic Regulation Act 1984(1).
The Secretary of State has consulted representative organisations in accordance with section 134(2)
of that Act(2).
Citation, commencement and extent
1.—(1) These Regulations may be cited as the M27 Motorway (Junctions 4 to 11) (Variable
Speed Limits) (Amendment) Regulations 2026.
(2) They come into force on 30th June 2026.
(3) They extend to England and Wales.
Amendment to the M27 Motorway (Junctions 4 to 11) (Variable Speed Limits) Regulations
2021
2. In the Schedule, in paragraph (4)(e)—
(1) 1984 c. 27. Section 17(2) was amended by paragraph 28(3) of Schedule 8 to the New Roads and Street Works Act 1991 (c. 22),
paragraph 25 of Schedule 4, and Schedule 8, to the Road Traffic Act 1991 (c. 40) and section 21(3) of the Scotland Act 2012
(c. 11). Section 17(3ZB) was inserted by section 21(4) of the Scotland Act 2012. For the meaning of “use” in section 17(2),
see section 17(6). For the meaning of “special road” in section 17(2), see section 142(1) (as amended by paragraph 78(5) of
Schedule 8 to the New Roads and Street Works Act 1991), which provides that “special road” in England and Wales has the
same meaning as in the Highways Act 1980 (c. 66). “Special road” is defined in section 329(1) of that Act, as amended by
paragraph 29(2) of Schedule 2 to the Planning Act 2008 (c. 29). There are other amendments to section 17 which are not
relevant to these regulations.
(2) Section 134(2) was amended by paragraph 12(3)(c) of Schedule 2 to the Scotland Act 2016 (c. 11). There are other amendments

(a) for the “off-slip road connecting from the westbound carriageway to the A32 and”
substitute—
“(i)the off-slip road connecting from the westbound carriageway to the A3222;
(ii)the on-slip road connecting from the A3222 to the westbound carriageway;
(iii)the off-slip road connecting from the eastbound carriageway to the A3222; and”
(b) The words “the on-slip road connecting from the A32 to the eastbound carriageway”
become sub-paragraph (iv).

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations amend paragraph 4(e) of the Schedule to the M27 Motorway (Junctions 4 to 11)
(Variable Speed Limits) Regulations 2021 to introduce variable speed limits on three new slip roads
at junction 10 of the M27 motorway.
The new slip roads are—
(a) the off-slip road connecting from the westbound carriageway to the A3222;
(b) the on-slip road connecting from the A3222 to the westbound carriageway; and
(c) the off-slip road connecting from the eastbound carriageway to the A3222.
A full impact assessment has not been produced for these Regulations as no, or no significant impact
on private, voluntary or public sector is foreseen. A de minimis assessment has been produced and
is published alongside the Regulations at www.legislation.gov.uk. An Explanatory Memorandum is
also published alongside the Regulations.
