STATUTORY INSTRUMENTS 2026 No. 589 DANGEROUS DRUGS The Criminal Justice (International Co- operation) Act 1990 (Amendment) Order 2026 Made - - - - 3rd June 2026 Coming into force - - 1st July 2026 At the Court at Buckingham Palace, the 3rd day of June 2026 Present, The King's Most Excellent Majesty in Council In accordance with section 12(5)(b) of the Criminal Justice (International Co-operation) Act 1990 (“the Act”)(1), a draft of this Order has been laid before Parliament and approved by a resolution of each House of Parliament. Whereas the substance added to Schedule 2 to the Act(2) by this Order has been added to the Annex to the Vienna Convention(3) under Article 12 of that Convention. Accordingly, His Majesty, in exercise of the power conferred on Him by section 12(5) of the Act, is pleased, by and with the advice of His Privy Council, to order as follows. Citation, commencement and extent 1.—(1) This Order may be cited as the Criminal Justice (International Co-operation) Act 1990 (Amendment) Order 2026 and comes into force on the 28th day after the day on which it is made. (2) This Order extends to England and Wales, Scotland and Northern Ireland. Amendments to the Criminal Justice (International Co-operation) Act 1990 2.—(1) Schedule 2 to the Criminal Justice (International Co-operation) Act 1990 (substances useful for manufacturing controlled drugs) is amended as follows. (2) In Table I— (1) 1990 c. 5. (2) Schedule 2 was amended by S.I. 1992/2873 and 2001/3933. (3) “the Vienna Convention” means the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances which was signed in Vienna on 20th December 1988. EXPLANATORY NOTE (This note is not part of the Order in Council) This Order amends Schedule 2 to the Criminal Justice (International Co-operation) Act 1990 (c. 5) (“the Act”) (which specifies certain substances, useful for the manufacture of controlled drugs, which are controlled under Part 2 of the Act) to add 12 drug precursor chemicals, and 16 associated esters. The amendments reflect the addition of these substances to the Annex to the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988 (also known as the Vienna Convention) under Article 12 of that Convention.
