The Gambling (Fees) (Miscellaneous
Amendments) Regulations 2026

The Secretary of State makes these Regulations in exercise of the powers conferred by sections 69(2)
(g) and (5), 100(2) and (3), 103(2), 104(3) and (4), 128, 132(2) and (3), 250(3)(e) and (8) and 355(1)
of the Gambling Act 2005(1).
Citation, commencement, extent and interpretation
1.—(1) These Regulations may be cited as the Gambling (Fees) (Miscellaneous Amendments)
Regulations 2026, and come into force on 1st October 2026.
(2) These Regulations extend to England and Wales and Scotland.
(3) In these Regulations, “the 2017 Regulations” means the Gambling (Operating Licence and
Single-Machine Permit Fees) Regulations 2017(2).
Amendments to the Gambling (Personal Licence Fees) Regulations 2006
2. The Gambling (Personal Licence Fees) Regulations 2006(3) are amended as set out in
regulations 3 and 4.
Application fees for personal licences
3. In paragraph (1) of regulation 3—
(a) in sub-paragraph (a), for “£370” substitute “£463”;
(b) in sub-paragraph (b), for “£185” substitute “£231”.

These Regulations amend the Gambling (Personal Licence Fees) Regulations 2006 (S.I. 2006/3285,
as amended) (“the Personal Licence Fees Regulations”) and the Gambling (Operating Licence and
Single-Machine Permit Fees) Regulations 2017 (S.I. 2017/303, as amended) (“the Operating Licence
Fees Regulations”).
The Personal Licence Fees Regulations prescribe application, maintenance and other fees relating
to personal licences issued under Part 6 of the Gambling Act 2005 (c. 19) (“the Act”). These
Regulations increase the application and maintenance fees payable under the Personal Licence Fees
Regulations for personal management licences and personal functional licences by around 25%.
These changes are well below the rate of inflation since these fees were last amended in 2012.
The Operating Licence Fees Regulations prescribe fees relating to operating licences (application,
maintenance and other fees) and single-machine supply and maintenance permits (application fees
only) issued under Parts 5 and 10 of the Act respectively. These Regulations increase many of these
fees. As a result, the total revenue generated by the Operating Licence Fees Regulations is expected
to increase by around 25%, although this will not be distributed evenly across all affected fees.
Although some fees will rise by more than the rate of inflation since these fees were last amended
in 2021, the average increase is below the rate of inflation, and more than 1,000 licensed operators
will pay less as a result of the changes made by these Regulations.

and the impact assessment identified in the final paragraph of this Explanatory Note.
Regulation 6 changes the basis on which fees are payable for non-remote general betting (limited)
operating licences, so that these are now calculated by reference to the associated annual gross
gambling yield rather than a relevant number of working days.
Regulation 27 revokes the Gambling (Personal Licence Fees) (Amendment) Regulations 2009 (S.I.
2009/1971).
