TRADE
The Trade (Mobile Roaming) (Amendment) Regulations 2026

Coming into force - - 5th August 2026
The Secretary of State makes these Regulations in exercise of the powers conferred by sections 2(1)
and 4(1)(b) of the Trade Act 2021(1).
A draft of these Regulations has been laid before, and approved by a resolution of, each House
of Parliament in accordance with paragraph 4(1) of Schedule 2 to the Trade Act 2021.
Citation, commencement and extent
1.—(1) These Regulations may be cited as the Trade (Mobile Roaming) (Amendment)
Regulations 2026 and come into force on the 21st day after the day on which they are made.
(2) These Regulations extend to England and Wales, Scotland and Northern Ireland.
Amendments to the Trade (Mobile Roaming) Regulations 2023
2.—(1) The Trade (Mobile Roaming) Regulations 2023(2) are amended as follows.
(2) In the Schedule (maximum rates), in the second column of the table (maximum rate (in euro))

(a) in the first row (the making of a telephone call), for “€0.032” substitute “€0.019”;
(b) in the third row (the sending of an SMS message), for “€0.01” substitute “€0.003”;
(c) in the fourth row (the transmission of data (internet access)), for “€2.50 per gigabyte”
substitute—
“Before 1st January 2027, €1.30 per gigabyte. On or after 1st January 2027, €1 per
gigabyte”.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations amend the Trade (Mobile Roaming) Regulations 2023 (S.I. 2023/214) (“the
Roaming Regulations”). The Roaming Regulations limit the wholesale roaming rates chargeable to
mobile phone service providers in certain countries or territories with which the United Kingdom
has an international agreement.
The Roaming Regulations were implemented to give effect to Article 3.69 of, and Annex XX to,
the Free Trade Agreement between Iceland, the Principality of Liechtenstein, and the Kingdom of
Norway and the United Kingdom of Great Britain and Northern Ireland (Miscellaneous Series No.3
(2021)) (“the Agreement”).
The United Kingdom-EEA EFTA Joint Committee decided on 25th November 2025 (Decision
No. 1/2025) to amend the wholesale roaming rates as set out in Annex XX to the Agreement.
Regulation 2 of these Regulations gives effect to that decision by amending the wholesale roaming
rates set out in the Schedule to the Roaming Regulations.
A full impact assessment has not been produced for this instrument as no, or no significant, impact
on the private, voluntary or public sector is foreseen.
