Local Government, Planning and Land Act 1980 (c. 65), for approval by resolution of each House
of Parliament.

The Secretary of State makes this Order in exercise of the powers conferred by sections 134(1),
135(1) and 135(4) of the Local Government, Planning and Land Act 1980(1).
Having consulted in accordance with sections 134(1A) and 135(1A) of the Local Government,
Planning and Land Act 1980(2), the Secretary of State is of the opinion that it is expedient in the
national interest to designate the area described in article 2 as an urban development corporation.
Citation, commencement and extent
1.—(1) This Order may be cited as the Greater Cambridge Development Corporation
(Establishment) Order 2026 and comes into force on 23rd July 2026.
(2) This Order extends to England and Wales.
Urban development area
2.—(1) The urban development area is the area of land in and around Greater Cambridge shown
bounded externally by the inside edge of the black line on the map.
(2) In paragraph (1), “the map” means the map marked “Map referred to in the Greater Cambridge
Development Corporation (Establishment) Order 2026” of which prints signed by a Deputy Director
in the Minister of Housing, Communities and Local Government have been deposited and are
available for inspection at the offices of—
(a) the Ministry for Housing, Communities and Local Government;

(b) Cambridge City Council; and

Establishment and naming of the Greater Cambridge Development Corporation
3. There is established a corporation for the urban development area named the “Greater
Cambridge Development Corporation”.

EXPLANATORY NOTE
(This note is not part of the Order)
This Order establishes an urban development corporation in relation to an area, designated as
an urban development area, which encompasses Greater Cambridge. The area is shown bounded
externally by the inner edge of a black line on the map referred to in article 2 of this Order. Copies
of the map may be inspected free of charge by prior appointment at the following:
• Ministry of Housing, Communities and Local Government, Cambridge Strategy Unit,
Eastbrook, Shaftsbury Road, Cambridge, CB2 8RD who can be contacted by email at:

• Cambridge City Council at Mandela House, 4 Regent Street, Cambridge, CB2 1BY.
• South Cambridgeshire District Council at South Cambridgeshire Hall, Cambourne Business

The urban development corporation is to be called the Greater Cambridge Development Corporation
(article 3).
The constitution, proceedings and staffing of the development corporation are governed by
Schedule 26 to the Local Government, Planning and Land Act 1980.
A Regulatory Impact Assessment has not been produced for this Order as no, or no significant
impact on the private, voluntary or public sector is foreseen. An explanatory memorandum has been
published alongside this order at www.legislation.gov.uk.
