२. व्येाख्येा.—या दिनांयमाांता, संदाभाागनांुसार दाुसरा अर्थग आवाश्यका नांसेल तार,-
(का) “दिनांयुक्ताी प्रादि�काारी” याचाा अर्थग, माुख्यमांत्राी, जे, पोोलीस अ�ीक्षका दिकांवाा पोोलीस उपो आयुक्ता (असंवागग), गट-अ,
या पोदाावार उमाेदावााराचाी दिनांयुक्ताी कार�ारे सक्षमा प्रादि�काारी असताील आदि� गृहुमांत्राी, जे, पोोलीस उपो अ�ीक्षका दिकांवाा सहुायका पोोलीस
आयुक्ता (दिनांःशस्त्रा), गट-अ, या पोदाावार उमाेदावााराचाी दिनांयुक्ताी कार�ारे सक्षमा प्रादि�काारी असताील, असा आहुे;
(खं) “आयोग” याचाा अर्थग, माहुाराष्ट्र लोकासेवाा आयोग, असा आहुे;

७. दिनांयमा ४ माध्य ेनांमाूदा काेलल्े या पोदाावार नांामादिनांदाशे नांाद्वाार ेदिनांयक्ु ता काेलल्े या व्यक्ताीला, या पोदााकारिरताा दिवादिहुता काेलेली दिवाभाागीय पोरीक्षा,
दिवादिहुता काेलेल्या काालमायागदाेता उत्ती�ग कार�े आवाश्यका असेल. जर, अशी व्यक्ताी उक्ता दिवादिहुता काेलेली दिवाभाागीय पोरीक्षा, दिवादिहुता काेलेल्या

या अंतागगता प्रदिशक्ष� घोे�ाऱ्या व्यक्ताीस, दिताच्या सेवााज्येष्ठाताा संबं�ाताील बाबी, दिवाभाागीय पोरीक्षा वा इतार सेवाा संबंदि�ता बाबी यांचाे, सामाान्य

९. (का) दिनांयमा ३ वा ४ माध्ये नांमाूदा काेलेल्या पोदाांवार पोदाोन्नांताीनांे दिनांयुक्ता काेलेली व्यक्ताी, पोुढील पोदाोन्नांताीच्या पोदाावारील पोदाोन्नांताी
दिमाळोण्यापोूवाी अगोदारचा माराठाी भाा�ा वा दिहुंदाी भाा�ा पोरीक्षा उत्ती�ग नांसेल दिकांवाा त्या पोरीक्षा उत्ती�ग हुोण्यापोासूनां दिताला सूट दाेण्याता आलेली
नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोोवाेळोी, काेलेल्या दिनांयमाानांुसार, माराठाी भाा�ा वा दिहुंदाी भाा�ा पोरीक्षा उत्ती�ग कारेल.
(खं) दिनांयमा ४ माध्ये नांमाूदा काेलेल्या पोदाावार नांामादिनांदाेशनांाद्वाारे दिनांयुक्ता काेलेली व्यक्ताी, अगोदारचा माराठाी भाा�ा वा दिहुंदाी भाा�ा पोरीक्षा
उत्ती�ग नांसेल दिकांवाा त्या पोरीक्षा उत्ती�ग हुोण्यापोासूनां दिताला सूट दाेण्याता आलेली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोोवाेळोी, काेलेल्या
दिनांयमाांनांुसार, दिनांयुक्ताीनांंतार दिवादिहुता काालमायागदाेता माराठाी भाा�ा वा दिहुंदाी भाा�ा पोरीक्षा उत्ती�ग कारील. ताी व्यक्ताी, या पोरीक्षा उत्ती�ग हुोईपोय�ता,
वाादि�गका वाेतानांवााढीसाठाी दिकांवाा पोुढील पोदाोन्नांताीच्या पोदाांवारील पोदाोन्नांताीसाठाी पोात्रा अस�ार नांाहुी.
१०. (का) दिनांयमा ३ वा ४ माध्य ेनांमाूदा काेलल्े या पोदाावार पोदाोन्नांताीनां ेदिनांयक्ु ता काेलेली व्यक्ताी, उक्ता पोदाावार पोदाोन्नांताी दाण्े यापोूवाी, अगोदारचा

११. (१) दिनांयमा ४ माध्ये नांमाूदा काेलेल्या पोदाावार नांामादिनांदाेशनांाद्वाारे दिनांयुक्ता काेलेली व्यक्ताी, माहुाराष्ट्र नांागरी सेवाा (लहुानां काुटंंबाचाे
प्रदिताज्ञाापोनां) दिनांयमा, २००५ याच्या तारताुदांनांुसार दिकावां ा शासनांानां,े याबाबता, वाळोे ोवाेळोी, काेलेल ेअन्य काो�ताेहुी दिनांयमा, कााढलेल ेआदाशे दिकावां ा
काो�ताेहुी संलेखं यांनांुसार लहुानां काुटंंबाचाे प्रदिताज्ञाापोनां सादार कारील, अन्यर्था अशी व्यक्ताी उक्ता पोदाावार दिनांयुक्ताीसाठाी पोात्रा अस�ार नांाहुी.
(२) लहुानां काुटंंबाचाे प्रदिताज्ञाापोनां सादार कारण्याच्या दिदानांांकाास, दाोनांपोेक्षा अदि�का अपोत्ये अस�ारी व्यक्ताी, शासकाीय सेवाेताील
दिनांयुक्ताीसाठाी अनांहुग ठारेल.

Maharashtra Police act.
No.H.D.-11022/12/2023-Pol1A.— In exercise of the powers conferred by clause (b) of section 5
of the Maharashtra Police Act (XXII of 1951) and in supersession of all the existing rules, orders
and instruments made in this behalf, the Government of Maharashtra is hereby pleased to make
the following rules regulating recruitment to the posts of Superintendent of Police or Deputy
Commissioner of Police (Non-Cadre), Group A and Deputy Superintendent of Police or Assistant
Commissioner of Police (Unarmed), Group A, in the Office of the Director General of Police, under
the administrative control of the Home Department of Government of Maharashtra, namely:-
1. Short title and commencement.—(1) These rules may be called the Superintendent of Police
or Deputy Commissioner of Police (Non-Cadre), Group A and Deputy Superintendent of Police or
Assistant Commissioner of Police (Unarmed), Group A (Recruitment) Rules, 2026.
(2) These rules shall come into force on the date of publication of these rules in the Maharashtra
Government Gazette.
2. Definitions.—In these rules, unless the context requires otherwise,-
(a) “Appointing Authority” means the Chief Minister who shall be the competent authority
to appoint a candidate to the post of Superintendent of Police or Deputy Commissioner of Police
(Non Cadre) and the Home Minister who shall be the competent authority to appoint a candidate
to the post of Deputy Superintendent of Police or Assistant Commissioner of Police (Unarmed),
Group A;
(b) “Commission” means the Maharashtra Public Service Commission;
(c) “Degree” means a degree of a statutory university or any other qualification declared
by the Government to be equivalent thereto;
(d) “Director General of Police” means the Director General and Inspector General of Police,
Maharashtra State, appointed under section 6 of the Maharashtra Police Act;
(e) “eligibility for promotion” means the eligibility for promotion in accordance with the
terms and conditions specified for promotion in the rules, resolutions or orders issued by the
General Administration Department, from time to time;
(f) “Government” means the Government of Maharashtra;
(g) “Home Department” means the Home Department of the Government of Maharashtra;
(h) “Senior Scale” means the Senior Scale specified in sub-rule (1) of rule 3 of the Indian
Police Service (Pay) Rules, 2016.
3. Appointment to the post of Superintendent of Police or Deputy Commissioner of Police
(Non-Cadre), Group A, shall be made by transfer or by posting of an Indian Police Service Officer of
Senior Scale and if such an Officer is not available for an appointment, then the appointment to the
post of Superintendent of Police or Deputy Commissioner of Police (Non-Cadre), Group A, shall be
made by promotion of a suitable person having eligibility for promotion holding the post of Deputy
Superintendent of Police or Assistant Commissioner of Police (Unarmed), Group A, in the Office of
the Director General of Police, having a regular and continuous service of not less than five years
in the said post.
4. Appointment to the post of Deputy Superintendent of Police or Assistant Commissioner of
Police (Unarmed), Group A, shall be made either by,—महाारााष्ट्रट शाासन रााजपत्र असाधााराण भााग चाारा-ब, जानेवाराी १९, २०२६/पौर्ष २९, शाके १९४७ 5
(a) promotion of a suitable person having eligibility for promotion, holding the post of Police
Inspector (Unarmed), Group A, having a regular and continuous service of not less than five years
in the said post; or
(b) nomination from amongst the candidates, recommended by the Commission on the basis
of the result of the competitive examination conducted by the Commission, who fulfil the following
criteria, namely:-
(i) Age limit.—
(A) Lower Age limit.- Eighteen years of age should be completed as on the last date of receipt
of application as per advertisement for recruitment to the said post.
(B) Upper Age limit.- Thirty-eight years of age completed for the persons not belonging to a
reserved category and forty-three years of age completed for the persons belonging to reserved
category as on the last date of receipt of application as per advertisement for recruitment to
the said post.
(ii) Minimum Educational Qualification.- Possesses a degree of a statutory university or any
other qualification declared by the Government to be equivalent thereto.
(iii) Physical Eligibility.-
(A) Physical standards for male.-
(I) Minimum height 165 centimetres (barefooted);
(II) Chest girth shall not be less than 84 centimetres deflated and the difference between
deflated chest and expanded chest shall not be less than 5 centimetres.
(B) Physical standards for female.- Minimum height 157 centimetres (barefooted).
(C) Vision.- Good vision with or without correction and shall not be colour blind.
5. Appointment to the post mentioned in rule 4 by promotion and nomination shall be made
in the ratio of 70:30, respectively, for the total number of sanctioned posts to be filled under rule 4.
6. The appointments to the posts mentioned in rules 3 and 4 shall be made with the approval
of the Appointing Authority.
7. A person appointed to the post mentioned in rule 4 by nomination shall be required to pass
the prescribed Departmental Examination for the post within the prescribed limit. If such person
fails to pass the said prescribed Departmental Examination for the post within the prescribed limit
then he shall not be confirmed on the said post or be eligible for promotion to the higher post until
he passes the said examination or has been exempted from passing the said examination.
8. A person appointed to the post mentioned in rule 4 by nomination and undergoing training
under the Combined Probationary Training Programme (CPTP), service matters pertaining to
seniority, Departmental Examination and other service matters shall be regulated by rules and
regulations by the General Administration Department, from time to time. However, if a person
fails to complete the said training programme (CPTP) satisfactorily, within the prescribed period,
his services shall be liable to be terminated.
9. (a) A person appointed to the posts mentioned in rules 3 and 4 by promotion shall pass the
Marathi Language and Hindi Language examinations as per the rules made in that behalf by the
Government, from time to time, unless he has already passed or has been exempted from passing
those examinations before getting promoted to the next promotional post.
(b) A person appointed to the posts mentioned in rule 4 by nomination shall pass the Marathi
Language and Hindi Language examinations as per the rules made in that behalf by the Government,
from time to time, within the prescribed time limit after appointment, unless he has already passed
or has been exempted from passing those examinations. He shall not be eligible for annual increment

10. (a) A person appointed to the posts mentioned in rules 3 and 4 by promotion shall possess a
certificate of Computer Operations prescribed by the Government, from time to time, unless he has
been exempted therefrom before getting promoted to the next promotional post.
(b) A person appointed to the post mentioned in rule 4 by nomination shall possess a certificate
of Computer Operations prescribed by the Government, from time to time, within the prescribed time
limit after appointment, unless he has been exempted from possessing such certificate of Computer
Operations, otherwise he shall not be eligible for annual increment or for promotion to the next
promotional post, until he possesses such certificate.
11. (1) A person appointed to the post mentioned in rule 4 by nomination shall submit a
declaration of Small Family as per the provisions of the Maharashtra Civil Services (Declaration
of Small Family) Rules, 2005 or any other rules, orders or instruments issued in this behalf by the
Government, from time to time, otherwise he shall not be eligible for appointment to the post.
(2) A person having more than two children on the date of submission of Declaration of Small
Family shall be disqualified for appointment in Government Service.
(3) After appointment of a person in Government service, if it is proved that he has more than
two children, then he shall be disqualified for the appointed post in Government service.
12. The seniority list of the persons appointed to the posts mentioned in rules 3 and 4 shall be
maintained at State level. Therefore, such persons shall be liable to be transferred anywhere in the
State of Maharashtra.
13. The terms and conditions specified by the Government, in any rules or resolutions issued
by the Government from time to time, before or subsequent to the appointment of any Government
Servant, shall be applicable to the concerned Government Servant.
