Ms. PRANITI SUSHILKUMAR SHINDE Dr. BACHHAV SHOBHA DINESH SHRI VISHALDADA PRAKASHBAPU PATIL Will the minister of new and renewable energy be pleased to state: (a) whether the Government is aware that there exists no formal mechanism for involvement of Members of Parliament and other public representatives in the review of Pradhan Mantri- Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) and Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY); (b) if so, the steps taken to institutionalise participation of public representatives in local and State-level review mechanisms to improve last-mile delivery and accountability; (c) whether the Government has assessed the mismatch between State-wise solar deployment targets and availability of domestically manufactured solar modules and cells in light of mandatory domestic sourcing requirements especially in Maharashtra; (d) the measures proposed to expand solar manufacturing capacity particularly in Maharashtra; and (e) whether the Government plans to create incentives for manufacturers of solar modules and solar cells in the country and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) & (b) To monitor the effective implementation at the grassroots level, PM KUSUM Scheme and PM Surya Ghar Muft Bijli Yojana have already been incorporated under DISHA Committee of Ministry of Rural Development. Additionally, to increase the reach of PM KUSUM and PM SGMBY schemes, extensive outreach and capacity-building workshops are conducted by the Ministry from time to time. This includes Regional Workshops on RE with state public representatives across the country. (c) The domestic solar PV manufacturing capacity has increased significantly during the last three years. The solar PV module manufacturing capacity under Approved List of Models and Manufacturers (ALMM) List-I was around 22 GW in March 2023, which has increased to around 213 GW presently. The first ALMM List-II for solar PV cells was issued on 31.07.2025, having around 13 GW of solar cell manufacturing capacity, which has now increased to around 32 GW presently. Thus, there has been rapid increase in domestic manufacturing capacities of solar modules and solar cells, resulting in increased availability thereof for projects under PM- KUSUM. Further, under PM-KUSUM projects under Component B and C are mandated to use domestically manufactured solar PV cells and modules. However, for Component C (FLS),waiver for domestically manufactured solar PV cells was given to those projects where Letter of Awards were issued till 31.03.2024. Under Component A, all projects where last date of bid submission was after 31st August 2025, are mandated to use domestically manufactured solar PV cells and modules. (d) & (e) The Government has taken several measures to promote domestic solar cell and module manufacturing in the country, including Maharashtra, which inter-alia include, Production Linked Incentive (PLI) Scheme for High Efficiency Solar PV Modules, Domestic Content Requirement (DCR) provisions under certain schemes of the Ministry of New and Renewable Energy (MNRE), exemption of customs duty on import of specified capital goods required for manufacture of solar cells and modules, and imposition of Basic Customs Duty (BCD) on imported solar PV cells and modules. *****
