(कायर्कारी पिरषद (cid:7367)ारा 26.06.2010 को आयोिजत दसू री बठै क म (cid:7286)अनमु ोिदत)
बोडर् ऑफ स्ट डीज का गठन :
1) बोडर् ऑफ स् टडीज म(cid:7286) िनम् निलिखत सदस् य शािमल ह(cid:7298)गे अथार्त्
(i) संबंिधत िवभाग/क(cid:7286)(cid:7076) का अध् यक्ष (पदेन अध् यक्ष) ।
(ii) िवभाग/क(cid:7286)(cid:7076) के सभी (cid:7079)ोफेसर, सह (cid:7079)ोफेसर और सहायक (cid:7079)ोफेसर
(iii) िवषय के दो बाहरी (एक् सटनर्ल) िवशेषज्ञ जो िवश् विव(cid:7378)ालय से जुड़े न हो और कुलपित (cid:7367)ारा नािमत हो ।
(iv) एक अनुसंधान िव(cid:7378)ाथ(cid:7278) और एक पीजी िव(cid:7378)ाथ(cid:7278) संबंिधत िवभागाध् यक्ष की िसफािरश पर कुलपित (cid:7367)ारा सह-
चयिनत सदस् य(cid:7298) के रूप म(cid:7286) नािमत िकए जाएंगे ।
(v) **एक तकनीकी/औ(cid:7378)ोिगक िवशेषज्ञ, जहां भी लागू हो, जो िवश् विव(cid:7378)ालय से न जुड़ा हुआ हो और जो
अिधष् ठाता (डीन) की िसफािरश(cid:7298) पर कुलपित (cid:7367)ारा नािमत िकया गया हो ।
2) (cid:7079)त् येक बोडर् ऑफ स् टडीज के सदस् य(cid:7298) का कायर्काल पदेन सदस्य (cid:7298) को छोड़कर तीन वषर् का होगा और वे पुन: नामांकन के
िलए पा(cid:7074) ह(cid:7298)गे ।
बोडर् की बठै क :
(i) िवभाग/क(cid:7286)(cid:7076) अध् यक्ष बोडर् ऑफ स् टडीज की बैठक बुलाएंगे और अध् यक्षता कर(cid:7286)गे । यिद िवभाग/क(cid:7286)(cid:7076) अध् यक्ष िकसी
बैठक म(cid:7286) उपिस्थत नह(cid:7277) ह ैतो उपिस्थत विरष् ठतम सदस् य उस बैठक के अध् यक्ष के रूप म(cid:7286) कायर् कर(cid:7286)गे ।
(ii) बोडर् ऑफ स् टडीज की बैठक(cid:7286) सामान् य या िवशेष होगी ।
(iii) सामान् यतया बैठक(cid:7286) सेमेस् टर म(cid:7286) कम से कम एक बार आयोिजत की जाएगी । िवशेष बैठक(cid:7286) अध् यक्ष (cid:7367)ारा स् वयं की
पहल पर या बोड र् ऑफ स् टडीज के कम से कम 50% सदस् य(cid:7298) के िलिखत अनुरोध पर बुलाई जा सकती ह ै ।
िवशेष बैठक म(cid:7286) पहले से अिधसूिचत मद के अलावा अन् य िकसी मद पर चचार् नह(cid:7277) की जाएगी । िजन सदस् य(cid:7298) ने
िवशेष बैठक के िलए अनुरोध िकया ह ैउन् ह (cid:7286)बैठक म(cid:7286) उपिस्थत रहना होगा ।
(iv) यिद उप कुलपित के मत म,(cid:7286) िकसी मद पर िवचार करने के िलए बोड र् ऑफ स् टडीज की बैठक करना आवश् यक
या उिचत नह(cid:7277) ह,ै और यिद वे समझते ह (cid:7289) िक बोडर् ऑफ स् टडीज के सदस् य(cid:7298) म(cid:7286) पिरचालन करके मामले का
िनपटान िकया जा सकता ह ैवे इस संबंध म(cid:7286) आवश् यक अनुदेश जारी कर सकते ह (cid:7289)।
(v) बोडर् ऑफ स् टडीज की बैठक का नोिटस िवशेष बैठक के अलावा, सामान् यतया बैठक के िलए िनधार्िरत तारीख से

(vi) बोडर् की बैठक आयोिजत करने के िनयम िविनयम(cid:7298) (cid:7367)ारा िनधार्िरत िकए जाएंगे ।
(vii) बोडर् ऑफ स् टडीज की बैठक के िलए कोरम कुल सदस् य(cid:7298) का 50% होगा ।
(viii) बोडर् ऑफ स् टडीज के सामने िवचाराथर् सभी मामल(cid:7298) पर िनणर्य उपिस्थत सदस् य(cid:7298) के बहुमत (cid:7367)ारा िलया जाएगा ।
यिद िकसी मु(cid:7374)े पर बराबर मत िमलते ह (cid:7289)तो अध् यक्ष िनणार्यक मत दग(cid:7286) े ।
शि(cid:7334)या ँ और काय र्:
बोडर् ऑफ स् टडीज के िलए िनम् निलिखत कायर् ह(cid:7298)गे :
(i) िविभन् न उपािधय(cid:7298) के िलए अनुसंधान हते ु िवषय और अनुसंधान उपािधय(cid:7298) के िलए अन् य आवश् यकता(cid:7312) का
अनुमोदन करना ;
(ii) िवभाग/क(cid:7286)(cid:7076) के अंदर आरम् भ िकए जाने वाले अध् ययन (cid:7079)ो(cid:7061)ाम(cid:7298)/पा(cid:7353)(cid:7059)म(cid:7298) की स् कूल बोडर् को िसफािरश करना ।
(iii) िविभन् न (cid:7079)ो(cid:7061)ाम(cid:7298) के िलए पा(cid:7353)(cid:7059)म तैयार/संशोिधत और अ(cid:7378)तन करना ।
(iv) अध् ययन पाठ्(cid:7059)म(cid:7298) की मूल् यांकन (cid:7079)णाली की िसफािरश करना ।
(v) परीक्षा आयोिजत करने को शािसत करने वाले िविनयम(cid:7298) के अनुसार अनुसंधान उपािधय(cid:7298) को छोड़कर अन् य
(cid:7079)ो(cid:7061)ाम(cid:7298) के िलए परीक्षक(cid:7298) की िनयुि(cid:7334)य(cid:7298) की िसफािरश करना ।

information :—
ORDINANCE 10
Appointment, Powers and Functions of the Dean of School of Studies
[Statute 5 (3) of the Central Universities Act, 2009]
(Approved by the Executive Council at its second meeting held on 26.06.2010)
1. The Dean of the School shall be appointed by the Vice -Chancellor from amongst the Professors in
the School concerned by rotation in order of seniority. In case there is no Professor in the School, the4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
Dean shall be appointed, for the time being, from amongst the Associate Professors in the School by
rotation in order of seniority.
2. The tenure of the Dean of the School shall be three years or till he/she attains the age of
superannuation, whichever be earlier.
3. The Dean of a School shall be the Head of the School and shall be responsible for the conduct and
maintenance of standards of teaching and research in the School.
4. The Dean shall have the following powers and functions:
(i) To coordinate and supervise the teaching and research work in the School through
Heads of the Departments/Centres;
(ii) To maintain discipline in the classrooms through the Heads of the Departments/ Centres;
(iii) To keep a record of the evaluation of sessional work and of the attendance of the
students at lectures, tutorials, seminars or practicals wherever these are prescribed;
(iv) To facilitate the conduct of examination of the University in respect of the students of
the School in accordance with such directions as may be given by the Schools of Studies
and the Academic Council;
(v) To convene and preside over the meetings of the Board of the School and keep the
minutes of the meetings of the Board;
(vi) To perform such other duties as may be assigned to him by the Academic Council,
Executive Council or the Vice-Chancellor.
ORDINANCE 11
Constitution, Powers and Functions, etc of the Board of Studies
[Statute 16 (2) & (3) of the Central Universities Act, 2009]
(Approved by the Executive Council at its second meeting held on 26.06.2010)
Constitution of Board of Studies:
(1) The Board of Studies shall consist of the following members namely:
(i) The Head of the Department/ Centre concerned (Ex-officio Chairman).
(ii) *All the Professors, Associate Professors and Assistant Professors of the Department/centre
(iii) *Two external experts of the subject not connected with the University nominated by the Vice-
Chancellor.
(iv) One research student and one PG student shall be nominated by the Vice Chancellor on the
recommendation of the HOD concerned as co-opted members.
(v) **One technical / Industrial experts wherever applicable, not connected with the University &
nominated by the Vice-Chancellor on the recommendations of Head Dean.
(2) The term of the office of the members of each Board of Studies, other than ex-officio members, shall be
of three years and they shall be eligible for re-nomination.
Meetings of the Board:
(i) The Head of the Department/ Centre shall convene and preside over the meeting of Board of
Studies. In case Head of the Department/Centre is not present at any meeting the senior-most
member present shall act as the Chairman for that meeting.
(ii) Meetings of a Board of studies shall either be ordinary or special.
(iii) Ordinarily meetings shall be held at least once in a Semester. Special meetings may be called
by the Chairman at his / her own initiative or on a written request from at least 50% of the
members of the Board of Studies. No item other than those notified earlier shall be discussed at
the special meeting. All members who have requested for the Special meeting will have to be

(iv) If in the opinion of the Vice-Chancellor, it is not necessary or expedient to convene a meeting
of the Board of Studies to consider any item and if he considers that a matter could be disposed
off by circulation among the members of Board of Studies he may issue necessary instructions
to that effect.
(v) Notice for a meeting of the Board of Studies, other than a special meeting, shall ordinarily be
issued at least 10 days before the day fixed for the meeting.
(vi) The rules of the conduct of meetings of the Board shall be prescribed by the regulations.
(vii) The quorum for the Board of Studies Meetings shall be 50% of the members.
(viii) All matters before the Board of Studies for the consideration shall be decided by the majority
of members present. In case of equal vote on any issue, the Chairman shall have a casting vote.
Powers and Functions:
The functions of the Board of Studies shall be:
(i) To approve subjects for research for various degrees and other requirements of research
degrees;
(ii) To recommend to the School Board the programmes/courses of studies to be launched within
the Department/ Centre.
(iii) To prepare / revise and update the syllabi for various programmes.
(iv) To recommend the evaluation system of the courses of study.
(v) To recommend appointments of examiners for programmes, excluding research degrees in
accordance with the regulations governing the conduct of examination.
(vi) To recommend appointment of supervisors for research;
(vii) To recommend measures for the improvement of the standard of teaching and research
(viii) To perform such other functions as may be assigned to it by the Academic Council, School
Board or the Vice- Chancellor.
