The Minister of State for Heavy Industries, Shri Bhupathiraju Srinivasa Varma, in a
written reply to a question in Lok Sabha, informed about the latest progress under
the Prime Minister Electric Drive Revolution for Indian Vehicles Enhancement (PM E-
DRIVE) Scheme. In the second phase of allotment, 1500 e-buses have been
allocated to Mumbai and 1000 e-buses to Pune to strengthen clean and sustainable
urban mobility in Maharashtra.
In addition to Mumbai and Pune, the Minister said that 200 e-buses each have been
sanctioned for Hyderabad and Ahmedabad under the second phase of the
programme.
The MoS further informed that ₹4,391 crore has been allocated for the deployment
of 14,028 e-buses across the country under the scheme. The bids for selection of e-
bus operators for the first phase, covering 10,900 e-buses, were opened on
November 14, 2025.
The support for e-buses under the PM E-DRIVE Scheme is extended to State
Transport Undertakings (STUs) and city transport bodies on an Operational
Expenditure (OPEX)/Gross Cost Contract (GCC) model. The Convergence Energy
Services Limited (CESL) conducts procurement of e-buses through a competitive
aggregation model. Private entities meeting eligibility conditions specified in the
Request for Proposal (RFP) issued by CESL are permitted to participate in the
supply, operation, and maintenance of e-buses. Under the GCC model, the selected
private operator is responsible for procurement, operation, maintenance, and
development of necessary electric and civil infrastructure, including charging
facilities at maintenance depots.
