UTTAR PRADESH SHASAN URJA ANUBHAG-3 In pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of Notification no. 1/2026/365/24-P-3-2026 'dated 14August, 2026 NOTIFICATION No. - 1/2026/365/24-P-3-2026 Lucknow; Dated: 14August, 2026 In exercise of the powers under sub-regulation (1) of regulation 31 and sub-regulation (1) of regulation 45 of the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 and in supersession of Notification no. 229-24-P-3-2015 dated 04.03.2015, except as respects things done or omitted to be done before such supersession, the Governor is pleased to direct in public interest that, for the following electricity connections, as mentioned in Table-1, instead of (a) undergoing an inspection and obtaining a subsequent No Objection Certificate from the Directorate of Electrical Safety, and/or (b) obtaining a Work Completion Certificate issued by a State Government-licensed electrical contractor, prior to energisation, it shall be sufficient for the consumer to submit a self-declaration to the supplier: Table-1 Sl. Consumer Category Connected Load less than or equal to No. 1 LMV-1 (Domestic Light & fan) 50 kW 2 LMV-2 ( Commercial Light & Fan) 50 kW (subject to Note A below) 3 LMV-4 (Public/Private Institutions) 50 kW (subject to Note A below) 4 LMV-5 (Private Tubewells) 50 kW LMV-9 Temporary Supply (temporary connection 5 only for the purpose of construction of private 50 kW (subject to Note B below) residence) LMV-11 (Electric Vehicle Charging) (cases other than 6 50 kW (subject to Note C below) installations in basements) 7 HV-4 (Lift Irrigation) 50 kW Note-(A) For establishments under the categories LMV-2 and LMV-4 with a connected load less than or equal to 50 kW:- (i) Where there is a likelihood of 100 or more persons gathering, it shall be mandatory to obtain a No Objection Certificate (NOC), issued by the Directorate of Electrical Safety following an electrical safety inspection, and a Work Completion Certificate issued by a licensed electrical contractor, prior to the release of the electricity connection. (ii) For establishments such as hospitals or nursing homes with 10 or more beds, educational institutions (including play schools), libraries, banquet halls (permanent or temporary), hostels, video game parlours, fairs, exhibition venues, art galleries, crèches, play zones, theatres, museum and restaurants with an area exceeding 150 square metres (inclusive of all floors) — even if the number of persons likely to gather therein is fewer than 100 — in the interest of public safety, it shall be mandatory to obtain a No Objection Certificate (NOC), issued by the Directorate of Electrical Safety following an electrical safety inspection, and a Work Completion Certificate issued by a licensed electrical contractor, prior to the release of the electricity connection. (iii) Additionally, for other such installations or premises that may be considered sensitive from the perspective of public safety for any reason, the Electrical Inspector may direct the supplier to require a No Objection Certificate (NOC) issued from the Directorate of Electrical Safety, either before or after the release of the electricity connection, and a Work Completion Certificate issued by a licensed electrical contractor, before the release of the electricity connection, from the owner of the premises. Note : (B) Under the LMV-9 category, barring temporary connections with load less than or equal to 50 kW required for construction of private residences, it shall be mandatory to obtain a No Objection Certificate(NOC), issued from the Directorate of Electrical Safety following an electric safety inspection, and a Work Completion Certificate issued by a licensed electrical contractor in all other cases. Note : (C) Under the LMV-11 category, it shall be mandatory to obtain a No Objection Certificate (NOC), issued from the Directorate of Electrical Safety following an electric safety inspection, and a Work Completion Certificate issued by a licensed electrical contractor, for electrical installations of any capacity located in the basement of a building. 2.
