## Report on the Government of India Allocation of Business Three Hundred and Sixty-eighth Amendment Rules, 2022 **1. Executive Summary:** This report analyzes the Government of India Allocation of Business Three Hundred and Sixty-eighth Amendment Rules, 2022, as published in the Gazette of India. The amendment concerns the allocation of business rules, specifically impacting the Ministry of Electronics and Information Technology (MeitY) and the Department of Space. Key changes involve the inclusion of SemiConductor Laboratory (SCL), Mohali under MeitY and the omission of entry 15 from the Department of Space. This amendment aims to streamline the allocation of business related to semiconductor activities, likely to foster greater efficiency and coordination in the sector. **2. Introduction:** This report aims to provide a comprehensive overview of the Government of India Allocation of Business Three Hundred and Sixty-eighth Amendment Rules, 2022, based solely on the information provided in the official gazette notification. The analysis focuses on the key changes introduced, their implications, and potential impact on relevant stakeholders. **3. Policy Overview:** * This report analyzes an *amendment* to the existing Government of India Allocation of Business Rules, 1961. * Core Objective(s): Based on the provided text, the objective of this amendment is to update and clarify the allocation of responsibilities concerning the SemiConductor Laboratory (SCL), Mohali. This involves transferring oversight/responsibility for SCL, Mohali to the Ministry of Electronics and Information Technology (MeitY) and removing it from the Department of Space. **4. Background and Rationale:** This amendment likely stems from a desire to consolidate semiconductor-related activities under a single ministry. Previously, the allocation of responsibilities for semiconductor-related entities might have been distributed across multiple departments, potentially leading to inefficiencies or duplication of effort. Placing SCL, Mohali under MeitY suggests a strategic decision to centralize semiconductor development and research under the ministry responsible for electronics and information technology. The removal of entry 15 from the Department of Space indicates that SCL Mohali activities no longer align with the department's core functions, or have been deemed more appropriate for MeitY's purview. **5. Key Provisions / Changes:** This amendment introduces two significant changes: * **Change 1:** Under the heading "MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY ELECTRONIKI AUR SOOCHANA PRAUDYOGIKI MANTRALAYA," in entry 6, the phrase "excluding all matters relating to Semiconductor Complex Limited SCL, Mohali" is removed. * **Effect:** This inclusion means the Ministry of Electronics and Information Technology (MeitY) now has full responsibility for all matters related to SemiConductor Complex Limited SCL, Mohali, removing the previous exclusion. * **Change 2:** After entry 14 under the heading "MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY ELECTRONIKI AUR SOOCHANA PRAUDYOGIKI MANTRALAYA," the following entry is inserted: "15. SemiConductor Laboratory, Mohali." Additionally, under the heading "DEPARTMENT OF SPACE ANTARIKSH VIBHAG," entry 15 is omitted. * **Effect:** This explicitly assigns responsibility for SemiConductor Laboratory, Mohali, to the Ministry of Electronics and Information Technology (MeitY) and removes it from the Department of Space's purview. This signifies a clear shift in authority. **6. Target Audience and Stakeholders:** Based on the text, the primary stakeholders directly affected by this amendment are: * The Ministry of Electronics and Information Technology (MeitY). * The Department of Space. * SemiConductor Laboratory (SCL), Mohali, and its employees. * Other government bodies involved in semiconductor policy and development. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The key agencies involved in the implementation of these changes are the Cabinet Secretariat, the Ministry of Electronics and Information Technology (MeitY), and the Department of Space. * **Timelines:** The amendment came into force "at once" (February 7, 2022), indicating immediate effect. * The immediate implementation would likely involve administrative transfers of responsibilities and resources from the Department of Space to MeitY concerning SCL, Mohali. **8. Expected Outcomes / Impact of Changes:** The intended outcomes of these changes are likely to include: * **Increased Efficiency:** Streamlining semiconductor-related activities under MeitY should lead to improved coordination and efficiency in policy implementation and resource allocation. * **Focus on Semiconductor Development:** MeitY's focus on electronics and information technology positions it well to drive innovation and development in the semiconductor sector. * **Clearer Accountability:** Establishing MeitY as the primary responsible entity for SCL, Mohali, provides clearer accountability for its performance and strategic direction. * Reduced redundancy of efforts from different government departments. **9. Conclusion:** The Government of India Allocation of Business Three Hundred and Sixty-eighth Amendment Rules, 2022 represents a significant shift in the administrative oversight of SemiConductor Laboratory (SCL), Mohali. By transferring responsibility for SCL, Mohali to the Ministry of Electronics and Information Technology (MeitY) and removing it from the Department of Space, the government aims to consolidate semiconductor-related activities under a single, specialized ministry. This amendment is likely to enhance efficiency, promote focused development, and foster greater accountability within the semiconductor sector.
