Nagarajan, State Project Director, Samagra Shiksha Abhiyan, Government of Gujarat, its Sustainability by Shri S. K Prajapati, Collector & District Magistrate, Mehsana District and its expansion & replication by Dr. Sharad K Trivedi, District Primary Education Officer, Education Department, to national audience.

Posted On: 25 SEP 2026 6:47PM by PIB Delhi The 40th National Good Governance Webinar was held on 25th September 2026 in which the initiative of Project PATHA, awarded the PM’s Award for Excellence in Public Administration, 2022, was presented under the theme ‘Sustainability and Replication of the Initiatives Awarded under PMA’.

Prime Minister Shri Narendra Modi had directed Department of Administrative Reforms & Public Grievances (DARPG), in April 2022, to hold virtual conferences/ webinars with District Collectors and other officers in which past award winners of PM’s Awards (PMA) for Excellence in Public Administration be invited to present their experiences with the objective of greater dissemination and replication.

Since then, 39 webinars have been held so far. Each webinar is attended by about 1000 officials from Line Departments, State Governments, District Collectors, State Administrative Training Institutes and Central Training Institutes.

Today’s presentations included:

(i)The awarded initiative presented by Shri M. Nagarajan, State Project Director, Samagra Shiksha Abhiyan, Gujarat:

Shri M. Nagarajan presented Project PATHA, an initiative for Foundational Literacy and Numeracy (FLN) implemented across all 994 elementary schools of Mehsana district. The FLN Task Force developed teacher guides, an assessment ladder, and Gujarati and Mathematics worksheets based on identified learning gaps. The material was subsequently reviewed by GCERT and made available through the DIKSHA platform.

(ii)Sustainability aspects of the initiative presented by Shri S. K. Prajapati, Collector & District Magistrate, Mehsana:Shri S. K. Prajapati highlighted the institutionalisation of the PATHA approach beyond the award period through regular orientation, monitoring, review and handholding of teachers and education functionaries.

He also highlighted the evolution of the initiative from FLN to Grade-Appropriate Learning (GAL), with continued use of learning material, school-level data analysis and integration with subsequent educational initiatives.

(iii) Implementation of the key aspects and further scaling up of the initiative by Dr. Sharad K.

Trivedi, District Primary Education Officer, Education Department, Mehsana:

Dr. Sharad K. Trivedi highlighted the expansion of the PATHA model through training and handholding of other districts and dissemination of its FLN Teacher Guide, worksheets and instructional videos through GCERT and DIKSHA. The Mehsana model and its learning material have subsequently been taken up at the State level under Nipun Gujarat, including the state-level Tracker, ‘Kadam’ and ‘Pagla’ learning resources.

The Webinar was chaired by Shri Puneet Yadav, Additional Secretary, DARPG and was attended by senior officers of the Department. The Webinar was attended from more than 900 locations across India with Senior Officials of Administrative Reforms Departments of States/UTs, District Collectors, State and District field officers, and Officers of Central and State Administrative Training Institutes.
