GOVERNMENT OF INDIA MINISTRY OF COMMUNICATIONS DEPARTMENT OF TELECOMMUNICATIONS LOK SABHA UNSTARRED QUESTION NO. 3975 ANSWERED ON 12TH AUGUST, 2026 PRODUCTION LINKED INCENTIVE (PLI) 3975. SHRI RAJESH VERMA: SHRI ATUL GARG: SMT. SHAMBHAVI: SHRI ARUN BHARTI: DR. LATA WANKHEDE: WILL the Minister of COMMUNICATIONS be pleased to state: (a) the total number of manufacturing enterprises in Bihar and Madhya Pradesh that have qualified for incentives under the Production Linked Incentive (PLI) Scheme for Telecom and Networking Products during 2025-2026; (b) the total capital investment generated in Bihar’s industrial sectors for manufacturing routers, switches and optical fiber cables under this Central initiative; (c) the quantum of financial incentives disbursed to telecom equipment manufacturers located in Bihar upon meeting their incremental production targets during the last one year; (d) whether the Ministry has noted a lack of adequate electronic component supply chains in Bihar, forcing local manufacturers to rely on imports and if so, the details thereof; and (e) the measures being taken by the Government to establish dedicated telecom manufacturing clusters to support micro, small and medium enterprises in Bihar and Madhya Pradesh? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) to (c) The Production Linked Incentive (PLI) Scheme for Telecom and Networking Products is implemented at the company level and incentives are linked to achievement of the prescribed investment and incremental sales targets by the approved beneficiary companies. State-wise allocation of incentives is not envisaged under the Scheme. As per the information available, no approved beneficiary company under the PLI Scheme has a manufacturing unit located in Bihar and Madhya Pradesh. (d) To promote domestic manufacturing of electronic components and sub-assemblies, across the country, including in Bihar, the Government has approved the Electronics Component Manufacturing Scheme (ECMS). (e) The Government has approved the establishment of a Telecom Manufacturing Zone (TMZ) at Gwalior, Madhya Pradesh, in collaboration with the Government of Madhya Pradesh. At present, there is no proposal under consideration by the government for establishment of any other telecom manufacturing cluster in Bihar or Madhya Pradesh. *****
