**Office Order**
Dated 17.12.2025, the Ministry of Electronics and Information Technology (MeitY) has appointed Shri Manish Shiva Zole, Deputy Director (PIB), as Chief of Media & Communications (CMC) for MeitY, effective immediately. This appointment is made in pursuance of Ministry of Information and Broadcasting D.O. No. M-20011/10/2025- Press dated 12.11.2025. The CMC will report directly to Secretary (MeitY) and coordinate with AS/JS/GC dealing with Information, Education and Communication (IEC) matters. All media plans must go through CMC. Meity will cover TA/DA expenses for official tours.
**Roles and Responsibilities of CMC (Standard Operating Procedure)**
The SOPs outline the roles of the CMC for paid and unpaid campaigns, including:
* Conceptualizing, planning, and releasing funds for campaigns.
* Coordinating with CBC for media plan preparation and with the Client Ministry for approval and fund allocation.
* Managing creatives through a panel of agencies.
* Campaign Strategy: Advising Ministries on communication campaigns, assisting in conceptualizing themes, and ensuring alignment with government priorities.
* Drafting & Issuing Press Releases, Rejoinders, FAQs etc.: Creating official communications related to government policies.
* Organizing Press Conferences and Media Interactions: Arranging press conferences and facilitating interactions between Ministers and journalists.
* Media Liaison & Coordination: Maintaining contact with journalists, responding to media queries, and ensuring balanced coverage.
* Publishing of Op-Eds: Coordinating publication, facilitating placement in newspapers, and highlighting achievements.
* Fact Checking: Collaborating with PIB's Fact Check Unit to identify misinformation.
* Media Plan for Events: Preparing media plans, inviting representatives, and arranging a media desk.
* Conducting Press Tours: Planning press tours and facilitating interaction with beneficiaries.
* Monitoring & Feedback: Monitoring media coverage, preparing reports, and providing insights.
* Inter-Agency Coordination: Coordinating with Media Cell, Minister's Office, Doordarshan News, and other media units.
* Administrative & Logistical Roles: Supervising staff, managing correspondence, and maintaining databases.
* Budget & Accounting: Coordinating with the client Ministry for budget planning and placing 40% of Advertisement & Publicity funds with the Ministry of I&B as per DoE OM No. 7/53/2019-BA dated 30.04.2025.
* Team with CMC: Receiving assistance from client Ministry officials and routing all IEC and 'Advertisement & Publicity' files through the CMC.
