No. 13(244)/UD/MB/SVS-18/2018/Pt-2(CD NO.-021582304)1328-1337.—Whereas Section 4(4)(b)(ii) of the Central Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as “the said act), allows performing authentication on voluntary basis for such purpose as the Central Government in consultation with the Authority, and in the interest of the State, may prescribe;[PART IV DELHI GAZETTE : EXTRAORDINARY 3 AND WHEREASthe Government of India has framed the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 under which the State Government can seek permission to use Aadhaar authentication on voluntary basis; AND WHEREAS the Government of India vide Official Memorandum No. 13(4)/2020-EG-II(Vol-IV-9) dated 14th May, 2024 has conveyed the approval of the Competent Authority to allow the Govt. of NCT of Delhi, Urban Development Department, to notify under rule-5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii)of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (“Act”) performance of Aadhaar authentication, on a voluntary basis, for carrying out the survey of street vendors by the NDMC in their area, using Yes/No or/and e-KYC authentication facility. The said authorization is subject to the condition that Urban Development Department, Government of NCT of Delhi/NDMC shall ensure that Aadhar Authentication services are used only for those services/purposes which are strictly in compliance with provisions of section 4(4)(b)(i) or4(4)(b)(ii) or 7 of the Aadhaar Act and have been duly notified by the concerned Central/State Ministry/Department. Now, THEREFORE, in exercise of the powers under rule-5of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation Knowledge) Rules, 2020, the Lt. Governor of Delhi is pleased to notify the Urban Development, Govt. of NCT of Delhi/NDMC to perform voluntary Aadhaar authentication for registration for carrying out the survey of street vendors by the NDMC in their area, using Yes/No or/and e-KYC authentication facility and providing monetary benefits to the beneficiaries under various schemes formulated. The Chairman, New Delhi Municipal Council shall separately notify the methods of identification in case the claimant does not intend to authenticate using his Aadhaar. The consent form to be collected from the claimants is specified in Schedule “A” appended to this notification. SCHEDULE “A” Consent Form Format I _____________________________ holder of Aadhaar No. _________________________ give my consent to the Govt. of NCT of Delhi, Urban Development Department for fetching my identity and other information for the purpose of e-KYC through UIDAI, using the Aadhaar OTP or Biometric authentication with UIDAI and seeding it with data base of Govt. of NCT of Delhi, Urban Development. I also give my consent for using my Aadhaar Number for disbursement of benefits through DBT for the Government Welfare Scheme notified under Section-7of the Aadhaar (Targeted Delivery of Financial and other subsidies, Benefits and Services) Act, 2016. The consent and purpose of collecting Aadhaar has been explained to me in local language. The department has informed me that my Aaadhaar shall not be used for any purpose other than that mentioned above. I have been informed of other alternative means (Voter ID/Driving License/Ration Card etc.), by the department for KYC purposes including physical KYC by submitting officially valid documents and I have voluntarily chosen Aadhaar based KYC. I understand that the Biometrics and/or OTP I provide for authentication shall be used only for authenticating my identity through the Aadhaar Authentication system for that specific transaction and for no other purposes.
