L.-33004/99 सी.जी.-डी.एल.-अ.-27032024-253381 CG-DxLx-xEG-I2D7H0x3x2x0 24-253381 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 1475] नई दिल्ली, मगं लवार, माच च26, 2024/चत्रै 6, 1946 No. 1475] NEW DELHI, TUESDAY, MARCH 26, 2024/CHAITRA 6, 1946 विदेश मत्रं ालय (स्थापना प्रभाग) (तोशाखाना अनभु ाग) अजधसचू ना नई ददल्ली, 26 माच,च 2024 का.आ. 1544(अ).—जबदि िेंद्रीय सरिार सुशासन (सामावजि िल्याण, निोन्मेविता, जानिारी) वनयमािली, 2020 (उपरोक्त वनयमािली) िे वलए आधार प्रमाणीिरण िे वनयम 3 िे तहत सुशासन वहत म ें नागररिों िे जीिन िो सुिर बनान े िो बढािा देने और उनिे वलए बेहतर सेिा सुलभ िरने म ें सक्षम बनान े िे वलए स्िैवछिि आधार पर संस्थाओं िे अनरु ोध पर आधार प्रमाणीिरण िी अनुमवत द ेसिती ह,ै और जबदि, सरिारी पदावधिाररयों द्वारा विदेशी स्रोतों स े भारत या विदेश म ें प्राप्त उपहारों िो जमा िरने िे प्रयोजन स े विदेश मंत्रालय म ेंएि तोशाखाना ह;ै और जबदि, विदेश मंत्रालय न े उक्त वनयमािली िे वनयम 4 िे तहत िेंद्र सरिार िो एि प्रस्ताि प्रस्ततु दिया ह ै वजसम ें विवशष्ट भारतीय पहचान प्रावधिरण िा संदभभ ददया गया ह,ै वजसिे संतुष्ट होन े पर तोशखाना िे वलए ई-नीलामी पोर्भल पर पंजीिरण िे वलए बोलीदाताओं िे प्रमाणीिरण हते ु सुशासन सुवनवित िरन े िे वलए विवजर्ल प्लेर्फॉम भ िे उपयोग िे उद्देश्य स े आधार प्रमाणीिरण िी अनुमवत प्रदान िी गई ह;ै 2258 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अब, इसवलए, आधार (वित्तीय और अन्य सवससिी, लाभ और सेिाओं िा लवक्षत वितरण) अवधवनयम, 2016 (2016 िा 18) िी धारा 4 िी उप-धारा 4 िे खंि (बी) िे उप-खंि (ii) िे साथ परित सुशासन िे वलए आधार प्रमाणीिरण (सामावजि िल्याण, निोन्मेविता, ज्ञान) वनयम, 2020 िे वनयम 5 िे अनुसरण म,ें िेंद्र सरिार द्वारा अवधिृत होन े पऱ विदेश मंत्रालय, वनम्नवलवखत िो अवधसूवचत िरता ह,ै नामत: - (ि) तोशाखाना, विदेश मंत्रालय िो भारत सरिार िे पदावधिाररयों िो विवभन्न स्रोतों स े प्राप्त हुई उपहार िस्तुओं िी नीलामी िे वलए तोशाखाना िे वलए ई-नीलामी पोर्भल पर पंजीिरण िे दौरान बोलीदाताओं िे प्रमाणीिरण िे वलए स्िैवछिि आधार पर, आधार प्रमाणीिरण िे प्रदशभन िे वलए बोलीदाताओं िा आधार प्रमाणीिरण िरन े िी अनुमवत ह।ै (ख) तोशाखाना, विदेश मंत्रालय उक्त अवधवनयम िे प्रािधानों, बनाए गए वनयमों और विवनयमों, या उसिे तहत जारी दिसी भी वनदेश िा पालन िरेगा। [फा. स.ं क्य/ूर्ीिे/551/07/2023] िाई िे सैलास थंगल, अपर सवचि (स्थापना) MINISTRY OF EXTERNAL AFFAIRS (Establishment Division) (TOSHAKHANA SECTION) NOTIFICATION New Delhi, the 26th March, 2024 S.O. 1544(E).—WHEREAS the Central Government under rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (the said rules) may allow Aadhaar authentication on a voluntary basis by requesting entities, in the interest of good governance, promoting ease of living of residents and enabling better access to service for them; AND WHEREAS, the Ministry of External Affairs is having a Toshakhana for the purpose of deposit of gifts received in India or abroad by the Government functionaries from foreign sources; AND WHEREAS, the Ministry of External Affairs submitted a proposal as under rule 4 of the said rules to the Central Government which has made a reference to the Unique Identification Authority of India, which on being satisfied has allowed Aadhaar authentication for the purpose of usage of digital platforms to ensure good governance in respect of authentication of the bidders during registration on e-auction portal for Toshakhana; NOW, THEREFORE, in pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section 4 of Section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Ministry of External Affairs on being authorized by the Central Government, hereby notifies the following, namely:- (a) that the Toshakhana, Ministry of External Affairs is allowed to perform Aadhaar authentication of the bidders for the performance of Aadhaar authentication, on a voluntary basis, for authentication of bidders during registration on e-auction portal for Toshakhana for auctioning of gift items received by the Government of India functionaries from the various sources. (b) that the Toshakhana, Ministry of External Affairs shall comply the provisions of said Act, rules and regulations made, or any direction issued thereunder. [F. No. Q/TK/551/07/2023] Y. K.
