(क) स्ट्कीम के अधीन फायिा प्राप्त करने के जलए पात्र व्यजि स े अपेजक्षत होगा दक वह आधार संख्याक के कब्लि े म ें होने का सर्ूत प्रस्ट्ततु करे या आधार अजधप्रमाणन प्रदिया पूरी करे; (ख) स्ट्कीम के अधीन फायिों का उपयोग करन े के दकसी इच्छुक व्यजि को, जिसके पास आधार संख्यांक नहीं ह ैया जिसन े अभी तक आधार के जलए नामांकन नहीं कराया ह,ै स्ट्कीम के जलए रजिस्ट्टर करने के पहल े आधार नामांकन के जलए आवेिन करना होगा, परंत ु वह उि अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करन े के जलए हकिार हो और ऐस े व्यजि आधार नामांकन के जलए दकसी आधार नामांकन केंद्र (केंद्रों की सूची भारतीय जवजिष्ट पहचान प्राजधकरण (यआू ईडीएआई) की वेर्साइट www.uidai.gov.in पर उपलब्लध ह)ै का िौरा कर सकेंगे। (ग) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के अनुसार, मंत्रालय अपन े कायािन्वयन अजभकरणों के माध्यम स े फायिाग्राजहयों के जलए जिन्होंने अभी तक आधार के जलए नामांकन नहीं कराया ह,ै आधार नामांदकत सुजवधाएं प्रस्ट्र्ाजपत करना अपजे क्षत ह ै और यदि उनके संर्ंजधत ब्ललॉक या तालुका या तहसील म ें आधार नामांकन केंद्र अवजस्ट्र्त नहीं ह ै तो मंत्रालय अपने कायािन्वयन अजभकरणों के माध्यम स े यूआईडीएआई के जवद्यमान रजिस्ट्रारों के सहयोग से या यूआईडीएआई रजिस्ट्रार र्नाकर सुजवधािनक स्ट्र्ानों पर आधार नामांकन सुजवधाएं उपलब्लध कराएगा; परंतु व्यजि को आधार समनुिेजित दकए िाने के समय तक, स्ट्कीम के अधीन फायिा ऐस े व्यजि को जनम्नजलजखत िस्ट्तावेिों के प्रस्ट्तुत दकए िाने के अधीन रहते हुए दिया िाएगा अर्ाित:- (क) यदि उसने नामांकन कर जलया ह ैतो उसकी आधार नामांकन पहचान जस्ट्लप; और (ख) जनम्नजलजखत िस्ट्तावेिों म ें स े कोई एक हो, अर्ाित:- i. र्ैंक या डाकघर की पासर्ुक जिसमें फोटो लगा हो ii. स्ट्र्ायी खाता संख्या (पैन) काड;ि या iii. पासपोटि; या iv. मतिाता पहचान काड;ि या v. मोटर यान अजधजनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्राजधकारी द्वारा िारी चालन अनुज्ञजप्त; या vi. दकसी रािपजत्रत अजधकारी या तहसीलिार द्वारा िासकीय िीषिनामा पर िारी ऐसे व्यजि का फोटो सजहत पहचान प्रमाणपत्र; या vii. कोई अन्य िस्ट्तावेि िो मंत्रालय द्वारा जवजनर्िष्टि दकया िाए। परंत, यह और दक उपरोि िस्ट्तावेिों की मंत्रालय द्वारा उस प्रयोिन के जलए जविेष रूप स े अजभजहत अजधकारी द्वारा िांच की िाएगी। 2. सुजवधािनक रूप स े स्ट्कीम के अधीन फायिाग्राजहयों को फायिा उपलब्लध कराने के जलए, मंत्रालय अपने कायािन्वयन अजभकरणों के माध्यम स े यह सुजनजश्चत करने के जलए सभी अपजे क्षत व्यवस्ट्र्ाएं करेगा दक स्ट्कीम के अधीन आधार की अपक्षे ा के प्रजत फायिाग्राजहयों को िागरूक र्नान े के जलए मीजडया के माध्यम स े व्यापक प्रचार दकया िाएगा। 3. उन सभी ििाओं में, िहां आधार अजधप्रमाणन फायिाग्राजहयों के खरार् र्ायोमैररक्स के कारण या दकसी अन्य कारण स े असफल रहता ह,ै वहां जनम्नजलजखत उपचारात्मक तंत्र अपनाया िाएगा, अर्ाित:- (क) खरार् अगं ुली छाप क्वाजलटी की ििा म,ें अजधप्रमाणन के जलए आईररस स्ट्कैन या चेहरा अजधप्रमाणन सुजवधा अपनाई िाएगी, और मंत्रालय अपन े कायािन्वयन अजभकरणों के माध्यम स,े जनर्ािध रीजत म ें फायिों के पररिान के जलए अगं ुली छाप अजधप्रमाणन के सार् आईररस स्ट्कैन्सि या चेहरा अजधप्रमाणन के जलए उपर्ंध कर सकेगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (ख) अगं ुली छाप या आईररस या चेहरा अजधप्रमाणन के माध्यम स े र्ायोमैररक्स अजधप्रमाणन सफल न होन े की ििा म,ें िहां साक्ष्य और ग्राह्य हो, वहा,ं यर्ाजस्ट्र्जत, सीजमत समय जवजध मान्यता वाले आधार वन टाइम पासवडि (ओटीपी) या समय आधाररत वन टाइम पासवडि द्वारा अजधप्रमाणन प्रस्ट्र्ाजपत दकया िाएगा; (ग) अन्य सभी ििाओं म ें िहां र्ायोमैररक्स या आधार वन टाइम पासवड ि या टाइम-आधाररत वन-टाइम पासवडि अजधप्रमाणन संभव नहीं ह,ै वहां स्कीम के अधीन फायिा भौजतक आधार पत्र के आधार पर दिए िा सकत े हैं, जिनकी अजधप्रमाजणकता आधार पत्र पर मुदद्रत त्वररत प्रजतदिया (क्यूआर) कोड के माधय् म से सत्याजपत की िा सकती ह ै और त्वररत प्रजतदिया कोडि रीडर का आवश्यक प्रर्ंध मंत्रालय द्वारा अपने कायािन्वयन अजभकरणों के माध्यम से सुजवधािनक स्ट्र्ानों पर उपलब्लध कराया िाएगा; 4. यह सुजनजश्चत करन े के जलए दक स्कीम के अधीन कोई भी वास्ट्तजवक फायिाग्राही अपने िये फायिों से वंजचत नहीं ह,ै मंत्रालय अपने कायािन्वयन अजभकरणों के माध्यम से प्रत्यक्ष लाभ अतं रण जमिन, मंजत्रमंडल सजचवालय, भारत सरकार के तारीख 19 दिसंर्र, 2017 के कायािलय ज्ञापन सं. डी-26011/04/2017-डीर्ीटी (https://dbtbharat.gov.in पर उपलब्लध) में यर्ाजवजनर्िष्टि अपवाि संचालन तंत्र का पालन करेगा। 5. यह अजधसूचना रािपत्र में इसके प्रकािन की तारीख से सभी राज्यों और संघ राज्य क्षेत्रों में प्रवृि होगी। [फ़ा. स.ं 2/6/2023-फाइर्र-II] प्रिक्त ा एल.वमाि, संयक्ु त सजचव MINISTRY OF TEXTILES NOTIFICATION New Delhi, the 30th June, 2023 S.O. 2904(E).—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity; And whereas, the Ministry of Textiles (hereinafter referred to as the Ministry) in the Government of India, is administering the training programme sub-components under Human Resource Development (HRD) Scheme, namely, (i) Short Term Training Programme for manufacturing or weaving of woolen items, (ii) Onsite training to industrial workers, (iii) Training on Machine sheep shearing and (iv) Training in Weaving and Designing at Training Centre, Kullu, Himachal Pradesh by Central Wool Development Board (CWDB) (hereinafter referred to as the Scheme) with an objective to provide training, for resource persons, which is being implemented through the Central Wool Development Board and its implementing agencies (hereinafter referred to as the Implementing Agency); And whereas, under the Scheme, the training along with stipend (where applicable) (hereinafter referred to as the benefit) is given to the resource persons (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the Scheme and extant guidelines issued there under; And whereas, to provide the aforesaid benefit under the Scheme involves recurring expenditure from the Consolidated Fund of India; Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely: – 1. (a) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication; (b) any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme, provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individual shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar; (c) as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely: – a. if he has enrolled, his Aadhaar Enrolment Identification slip; and b. any one of the following documents, namely: – i. Bank or post office passbook with photo; or ii. Permanent Account Number (PAN) Card; or iii. Passport; or iv. Voter identity card; or v. Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or vi. Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or vii. any other document as may be specified by the Ministry: Provided further that the above documents, may be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Ministry through its Implementing Agency, shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:– a. in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Ministry through its Implementing Agency, shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner; b. in case the biometric authentication through fingerprints or iris or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered; c. in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at convenient locations by the Ministry through its Implementing Agency. 4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Ministry through its Implementing Agency shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017- DBT, dated the 19th December 2017 (available at https://dbtbharat.gov.in/). 5.
