पारता सुजवधािनक और जनबािध रीजत से सीधे प्राप् त करन े ्ें सक्ष् बनाता ह;ै
और भारत सरकार ् ें वस्ट् र ्रं ालय (जिस े ेस्ें ेसके पश्च ात ्ंरालय कहा गया ह)ै , बीि कपास का ्ल्ू य
न्यूनत् स्र्नि ्ूल्य (ए्एसपी) स्ट् तर से नीचे िाने पर, दकसानों से उपाजपत कपास हते ु, स्य-स्य पर सरकार द्वारा
घोजित, ए्एसपी प्रिान करन े के प्रयोिन से भारतीय कपास जनग् जलज्टेड (जिस े ेस् ें ेसके पश् चात स्ट् क ् कहा गया
ह)ै द्वारा बीि कपास के उपापन को प्रिाजसत कर रहा है, जिसे भारतीय कपास जनग् जलज्टेड (जिसे ेस्ें ेसके पश् चात
कायािन् वयन अजभकरण कहा गया ह)ै द्वारा कायािजन्वत दकया िा रहा ह;ै
और, ेस स्ट् क ् के अधीन, दकसानों (जिसे ेस्ें ेसके पश् चात फायिा कहा गया ह)ै को, कायािन्वयन अजभकरण
द्वारा दकसानों से उपाजपत दकए गए कपास के जलए न्यनू त् स्र्िन ्ूल्य (जिस े ेस्ें ेसके पश् चात फायिाग्रा ही कहा गया
ह)ै स्ट् क ् और ेसके अधीन िारी जवयमा्ान दििाजनिोिों के अनुसार दिया िाता ह;ै
और, ेस स्ट् क ् के अधीन उत फायिा प्रिान करने के जलए आवतती व् यय भारत क स्दे कत जनजध से दकया
िाएगा;

अतः अब, केन्रीय सरकार आधार (जवत्तीय और अन्य सहायदियों, फायिों और सेवाओं का लजक्षत पररिान)
अजधजनय्, 2016 (2016 का 18) (जिसे ेस्ें ेसके पश् चात उि अजधजनय् कहा गया ह)ै , क धारा 7 के उपबधं ों के
अनुसरण ् ेंजनम्नजलजखत को अजधसूजचत करती है, अर्ाित्:-
1. (क) स्ट् क ् के अधीन फायिा लने े के जलए प्रयेयेक पार यक्जि से अपक्षे ा क िाती ह ै दक वह आधार संयाया रखन े का
प्र्ाण प्रस्ट्तुत करे या आधार अजधप्र्ाणन कराए:
(ख) स्ट् क ् के अधीन लाभ लने े के जलए ेछुकुक प्रयेयेक ासा यक्जि िो आधार संयाया नहर रखता ह ै अर्वा जिसने
आधार के जलए अभी तक ना्ांकन नहर दकया ह,ै वह स्ट् क ् के जलए रजिस्ट् री करन े स े पहल े आधार ना्ांकन के
जलए आवेिन करे, परंतु वह उि अजधजनय् क धारा 3 के अनुसार आधार प्राप्त करने का हकिार हो, और ासा
यक्जि आधार ना्ांकन के जलए दकसी भी आधार ना्ांकन केन्र (सूची भारतीय जवजिष्ट पहचान प्राजधकरण
(यूआईडीएआई) क वेबसाेट www.uidai.gov.in पर उपलसध ह)ै पर िा सकता ह;ै
(ग) आधार (ना्ांकन और अयमातन) जवजनय्, 2016 के जवजनय् 12 के अनुसार, ्ंरालय अपनी कायािन्वयन
अजभकरण के ्ाध्य् स,े अभी तक आधार हते ु ना्ांदकत नहर हुए लाभार्र्ियों के जलए आधार ना्ांकन सुजवधाओं
क यक्वस्ट्र्ा करेगा और यदि सबं ंजधत सलॉक या तालुका या तहसील ् ें आधार ना्ांकन केन्र जस्ट्र्त नहर हो तो,
्ंरालय अपनी कायािन्वयन अजभकरण के ्ाध्य् से यआू ईडीएआई के ्ौिूिा रजिस्ट्रार के स्न्व य से या स्ट् वय्
यूआईडीएआई रजिस्ट्रार बनते हुए सुजवधािनक स्ट्र्ानों पर आधार ना्ांकन सुजवधाएं उपलसध कराएगा:
परंतु दकसी यक्जि को आधार प्रिान दकए िाने तक, जनम्नजलजखत िस्ट्तावेि प्रस्ट्ततु करने क िति पर ही उस यक्जि
को स्ट् क ् के अधीन लाभ दिए िाएंगे, अर्ाित:-
(क) यदि वह ना्ांदकत हो गया हो, उसक आधार ना्ांकन पहचान पचती ; और
(ख) जनम्नजलजखत िस्ट्तावेिों ्ें से कोई एक, अर्ाति ्:-
(i) फोटो के सार् बैंक या पोस्ट्ट ऑदफस क पासबु; या
(ii) स्ट्र्ायी खाता संयाया (पैन) काड;ि या
(iii) पासपोट;ि या
(iv) ्तिाता पहचान पर; या
(v) ्ोटर वाहन अजधजनय्, 1988 (1988 का 59) के अधीन लाेसेंससंग प्राजधकरण द्वारा िारी चालक
अनुज्ञाजप्त; या
(vi) आजधकाररक लैटर हडे पर दकसी रािपजरत अजधकारी या दकसी तहसीलिार द्वारा िारी ास े यक्जि का
फोटोसजहत पहचान प्र्ाणपर; या
(vii) ्ंरालय द्वारा जनर्िष्टि कोई अन्य िस्ट् तावेि:
परंत ु सार् ही यह दक ेस प्रयोिन के जलए ्ंरालय द्वारा जविेि रूप से ना्जनर्िष्ि ट एक अजधकारी द्वारा उपयुि त
िस्ट् तावेिों क िांच क िा सकती ह ै
2. स्ट् क ् के अधीन फायिाग्राजहयों को आसानी से फायिा प्रिान करन े के जलए, ्ंरालय यह सुजनजित करन े के जलए
अपनी कायािन् वयन अजभकरण के ्ाध् य् से सभी अपेजक्षत व् यवस्ट् र्ाएं करेगा दक स्ट् क ् के अधीन आधार क आवश् यकता के
प्रजत फायिाग्राजहयों को िागरूक बनाने के जलए ्ीजडया के ्ाध् य् से व् यापक प्रचार दकया िाए
3. उन सभी ्ा्लों ्,ें िहां आधार अजधप्र्ाणन फायिाग्राजहयों के खराब बायो्ेररक के कारण या दकसी अन् य
कारण से असफल हो िाता ह ैवहां जनम्न जलजखत उपचाराये ्क तंर अपनाया िाएगा; अर्ाित:-
(क) खराब फफंगरसप्रंट गणु वये ता के ्ा्ले ्,ें अजधप्र्ाणन के जलए आईररस स्ट् कैन या चेहरा अजधप्र्ाणन
सुजवधा अपनाई िाएगी, और ्ंरालय अपनी कायािन् वयन एिेंजसयों के ्ाध् य् से, आईररस स्ट् कैनसि या[भाग II—खण् ड 3(ii)] भारत का रािपर : असाधारण 3
चेहरा अजधप्र्ाणन के सार् फफंगरसप्रंट अजधप्र्ाणन के जलए उपबंध करेगी जिससे जनबािध गजत से फायिा
प्रिान दकए िा सकें;
(ख) फफंगरसप्रंट या आईररस या चेहरा अजधप्र्ाणन के ्ाध्य् से बायो्ेररक प्र्ाणीकरण सफल न होने क
ििा ्,ें िहां भी संभव और स्ट्वीकायि हो, वहां, यर्ाजस्ट्र्जत, सीज्त स्य वैधता वाले आधार वन टाे्
पासवडि या स्य आधाररत वन टाे् पासवडि द्वारा, अजधप्र्ाणन प्रिान दकया िाएगा;
(ग) अन् य सभी ्ा्लों ् ें िहां बायो्ेररक या आधार वन टाे् पासवड ि या स्य आधाररत वन टाे्
पासवडि अजधप्र्ाणन संभव नहर ह,ै वहां स्ट् क ् के अधीन लाभ भौजतक आधार पर के आधार पर दिए िा
सकते ह,ैं जिनक अजधप्र्ाजणकता आधार पर पर ्ुदरत ये वररत प्रजतदिया (य आू र) के ्ाध् य् से क िा
सकती ह ै और ्ंरालय द्वारा ये वररत प्रजतदिया कोड रीडर क आवश् यक व् यवस्ट् र्ा अपनी कायािन् वयन
अजभकरणों के ्ाध् य् से सुजवधािनक स्ट् र्ानों पर उपलस ध करायी िाएगी
4. यह सुजनजित करने के जलए दक स्ट् क ् के अधीन कोई भी वास्ट्त जवक फायिाग्राही अपने िेय लाभों से वंजचत नहर
हो, ्ंरालय अपनी कायािन् वयन अजभकरणों के ्ाध् य् से प्रये यक्ष लाभ हस्ट्त ांतरण ज्िन, ्ंजर्ंडल सजचवालय, भारत
सरकार के तारीख 19 दिसंबर, 2017 के कायािलय ज्ञापन सं. डी-26011/04/2017-डीबीटी

NOTIFICATION
New Delhi, the 17th April, 2023
S.O. 1833(E).—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables
beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce
multiple documents to prove one’s identity;
And whereas, the Ministry of Textiles (hereinafter referred to as the Ministry) in the Government of India, is
administering the procurement of seed cotton by Cotton Corporation of India Limited (hereinafter referred to as the
Scheme) with an objective to provide Minimum Support Price (MSP) whenever seed cotton price falls below the MSP
level, as declared by the Government from time to time, for the cotton procured from the farmers, which is being
implemented through the Cotton Corporation of India Limited (hereinafter referred to as the Implementing Agency);
And whereas, under the Scheme, the Minimum Support Price for the cotton procured from the farmers
(hereinafter referred to as the benefit) is given to the farmers (hereinafter referred to as the beneficiaries), by the
Implementing Agency as per the Scheme and extant guidelines issued thereunder;
And whereas, to provide the aforesaid benefit under the Scheme involves recurring expenditure from the
Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the
Central Government hereby notifies the following, namely: –
1. (a) an individual eligible for receiving the benefits under the Scheme shall be required to furnish proof of
possession of Aadhaar number or undergo Aadhaar authentication;
(b) any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or,
has not yet enrolled for Aadhaar, shall apply for Aadhaar enrolment before registering for the Scheme provided
that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individual shall visit any Aadhaar
enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website
www.uidai.gov.in) to get enrolled for Aadhaar;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(c) as per the regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its
Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet
enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka
or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at
convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar
itself:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given
to such individual, subject to the production of the following documents, namely: –
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely: –
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Voter Identity Card; or
(v) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988
(59 of 1988); or
(vi) Certificate of identity having photo of such person issued by a Gazetted Officer or a
Tehsildar on an official letter head; or
(vii) any other document as may be specified by the Ministry:
Provided further that the above documents may be checked by an officer specifically
designated by the Ministry for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Ministry through its
Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall
be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any
other reason, the following remedial mechanisms shall be adopted, namely: –
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication,
and the Ministry through its Implementing Agency shall make provisions for iris scanners or face
authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris or face authentication is not successful,
wherever feasible and admissible, authentication by Aadhaar One Time Password or Time-based One-
Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password
authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar
letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar
letter and the necessary arrangement of QR code reader shall be provided at convenient locations by the
Ministry through its Implementing Agency.
4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Ministry
through its Implementing Agency shall follow the exception handling mechanism as specified in the Office
Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017-
DBT, dated the 19th December 2017 (available at https://dbtbharat.gov.in/).
5. This notification shall come into effect on the date of its publication in the Official Gazette in all the States and
Union territories.
