Delhi, the 3rd March, 2022
F. No. 2(2)/Plg./DDCD/Cabinet Note/2020/1606.—The Government of National Capital Territory of Delhi
vide Cabinet decision no. 2131 dated 27/02/2015 had set up the Delhi Dialogue Commission to consider ideas, identify
the best practices and policies from around the world and translate these into concrete recommendations to the
Government of National Capital Territory of Delhi for transformative change. Consequently, the Cabinet decision was
notified on 26/03/2015 vide no. 12/06/2015/DDC/AR/2283-2452 specifying the composition, terms of reference and
terms and conditions of the Delhi Dialogue Commission. Subsequently, Council of Ministers of Government of NCT of
Delhi vide Cabinet decision no. 2175 dated 16/07/2015 and 2294 dated 24/02/2016 had approved restructuring,
modification of terms of reference and terms and conditions of the Commission. The Cabinet Decision dated
16/07/2015 & 24/02/2016 was notified on 29/04/2016 vide no.12/06/2015/DDC/AR/2234-2353. Apart from all other
modifications, vide the aforesaid notification dated 29/04/2016, the Delhi Dialogue Commission was renamed as
“Dialogue and Development Commission of Delhi”.
Subsequently, in addendum to Cabinet Decision no. 2294 dated 24/02/2016, the Council of Ministers of
Government of National Capital Territory of Delhi modified the terms of reference and the terms and conditions of the
Commission vide its decision no. 2945 dated 02/03/2021. Accordingly, the terms of reference and the terms &
conditions of the Commission read with Notification No. 12/06/2015/DDC/AR/2234-2353 dated 29.04.2016, shall be as
under:
1. VISION OF DIALOGUE AND DEVELOPMENT COMMISSION OF DELHI
Dialogue and Development Commission of Delhi is envisioned as a think-tank of the Government ofNational
Capital Territory of Delhi advising the government in finding sustainable, people-centric solutions to the critical
development challenges facing Delhi. It shall have the following four broad functions:
a) Policy Design: Consider ideas, innovations, best practices nationally and globally, evidence of impact
in a core set of policy areas and translate them into concrete policy recommendations for Government of
National Capital Territory of Delhi.
b) Support Policy Implementation: Support expeditious implementation of critical reforms by6 DELHI GAZETTE : EXTRAORDINARY PART IV]
developing innovative models of contracting, model RFPs, leveraging technology and by actively
bridging knowledge and capacity gaps, if any.
c) Promote Participatory Governance: Establish platforms that bridge the gap between government and
external stakeholders such as private sector, civil society, academia and communities in effective design
and implementation of policies and government schemes.
d) Monitoring, Evaluation and Learning: Promote the use of data, evidence and modern monitoring and
evaluation techniques for improved policy making and better delivery of public services. Further,
document the impact of reforms and policy innovations of Government of National Capital Territory of
Delhi to facilitate internal and external learning.
2. STRUCTURE OF DIALOGUE AND DEVELOPMENT COMMISSION OF DELHI
To fulfill its mandate, Dialogue and Development Commission of Delhi’s work shall be organized around the
following six sectors/verticals:
a) Social Sector: The Social Sector team shall advise and assist the government’s work in following
areas:
Provide world class education to every child, from early childhood education and higher
education with a particular focus on outcomes of quality education.
Provide affordable and accessible healthcare facilities for all within the framework of a three-
tiered universal healthcare system comprising of mohalla clinics, polyclinics and hospitals for
tertiary care.
Ensure the welfare, social security and safety of all vulnerable sections such as children,
women, elderly, SCs/STs, transgender, unorganized workers etc.
b) Environment: The Environment team shall advise and assist the government’s work in following
areas:
Reduce air pollution and carbon emissions substantially from current levels by forming a
scientific understanding of underlying sources, and implementing innovative, evidence-backed
mitigation measures.
Clean-up Yamuna by ensuring no untreated water flows into Yamuna and develop a beautiful
river side on Yamuna, which will play a big role in maintaining the Yamuna eco-system and
creating a new tourist destination.
Make Delhi among India’s cleanest cities by working in close coordination with Municipal
Corporations to get rid of open dhalavs and institute modern practices for collection,
transportation & disposal of solid waste.
c) Transport and Infrastructure: The Transport and Infrastructure team shall advise and assist the
government’s work in following areas:
Create a world class and affordable public transportation system comprising of buses, metro
and efficient last-mile connectivity that gives priority to electric vehicles and non-motorized
modes of transport.
Build well designed, beautifully landscaped and safe roads that cater to the needs of all its users
– the essential hallmark of a world class city.
Provide dignified housing and essential services to all residents of Delhi with a focus on the
needs of slum-dwellers and residents of unauthorized colonies.
d) Economy: The Economy team shall advise and assist the government’s work in following areas:
Undertake reform measures for continued growth of Delhi’s economy including modernization
of market and industrial areas, furthering the ease of doing business, nurturing the growth of
culture and creative economy and establishing Delhi as the nation’s hub for start-ups.
Promote the growth of quality jobs and employment opportunities by investing in world-class
skill training and better industry-government collaboration in labor intensive sectors.
Undertake all possible steps to increase the participation of women in Delhi’s economy,
including initiatives that connect housewives with job and business opportunities from or near[PART IV DELHI GAZETTE : EXTRAORDINARY 7
their homes.
e) Governance: The Governance team shall advise and assist the government’s work in following areas:
Establish and nurture platforms of participatory governance that bridge the gap between
government and external stakeholders such as private sector, civil society, academia and
communities in effective design and implementation of government schemes and policies.
Undertake appropriate administrative and institutional reforms to ensure that public institutions
and governance in Delhi is capable of serving the needs and aspirations of the national capital of
21st century India.
Encourage the usage of modern IT and e-governance tools for transparent and efficient
administration.
Promote a culture of research and innovation to address the most critical development
challenges facing Delhi.
f) Monitoring, Evaluation & Learning: This team shall advise and assist the government’s work in
following areas:
Strengthen the use of data and modern monitoring tools such as Outcome budgeting,
performance dashboards, high frequency monitoring etc. for timely course corrections and
improved policy implementation.
Conduct independent surveys and rigorous evaluations of government schemes and policies,
either internally (for small/rapid assessments) or in collaboration with external organizations to
generate insights on which programmes work and why.
Act as a knowledge hub on policy innovations and impact of various reforms of Government of
National Capital Territory of Delhi and facilitate internal and external learning by publishing
policy briefs, case studies, white papers etc. and hosting seminars and conferences.
3. In addition to the above six sectors/verticals, the Administration Wing of the Dialogue and Development
Commission of Delhi shall function as a support unit for the overall functioning of the Commission through its
administrative, caretaking and finance functions. The Administration Wing will also comprise of a dedicated
Human Resources Management branch for recruitment to all technical positions (sanctioned posts and
consultants) and internship scheme, and to manage the professional development needs of technical staff. In
addition, a dedicated Communications branch comprising of communication professionals shall be responsible
for proactive communication of the work of the Dialogue and Development Commission of Delhi through
publications, website and social media.
4. To manage the aforesaid functions of the Dialogue and Development Commission of Delhi, a total of 48 posts are
created in Dialogue and Development Commission of Delhi including 26 posts(Sr. no. 1 to 3 of the table below) on
deputation/contractual basis in the Dialogue and Development Commission of Delhi and 22 posts (Sr. no. 4 to 14
of the table below, wherein Sr. no. 4 to 7 are for policy wing of DDCD) on regular basis, in their respective
cadres, in Planning Department for the Dialogue and Development Commission of Delhi as per details mentioned

5. The guidelines and procedures for appointment to various technical and specialist posts at Sr. no. 1 to 3 of the
table above i.e. Advisor, Dy. Advisor and Senior Research Officer, as approved by the Competent Authority, shall
be issued separately.
6. Besides the aforesaid sanctioned posts, to function as a think tank advising the Government of National Capital
Territory of Delhi on a wide range of policy issues, Dialogue and Development Commission of Delhi shall have the
flexibility to hire high quality professionals as Consultants/Young Professionals, with a cap of 21 at any point of
time, who can lend their expertise to Dialogue and Development Commission of Delhi for specific time-bound
project assignments in fields such as Economics, Finance, Law, Education, Public Health, Urban Planning,
Infrastructure etc. where in-house expertise isn’t available. The hiring of consultants, including remuneration,
shall be made in accordance with the guidelines and procedures for hiring of Consultants/Young Professionals in
Dialogue and Development Commission of Delhi, as approved by the Competent Authority, to be issued separately.
Dialogue and Development Commission of Delhi shall follow all the detailed regulations/ guidelines laid down in
Manual of Procurement for Consultancy and other Services, 2017 issued by Department of Expenditure, Ministry
of Finance, Government of India and all the provisions of the GFR-2017, and its amendments issued by the
Government from time to time, every time while making any engagement of Consultants/Young Professionals.
Final approval of Hon’ble Lt. Governor, Delhi, may be sought every time while finalizing the engagement of
Consultants or while proposing extension in contractual terms of the consultants. Consultants/Young
Professionals so engaged shall not be considered as ‘staff’ or ‘official’ of the Dialogue and Development
Commission of Delhi.
7. Dialogue and Development Commission of Delhi under its internship scheme can engage students/ scholars/
researchers to provide them exposure and an opportunity to engage on a variety of policy and governance issues[PART IV DELHI GAZETTE : EXTRAORDINARY 9
confronting the National Capital Territory of Delhi. The selection shall be made through an open call for an
application followed by a competitive selection process. A fixed stipend of ₹25,000/- per month shall be provided
to each intern. The interns must possess a minimum educational qualification of a Graduate degree from a
recognized university/institution and will be engaged for a minimum of two months and up to a maximum of six
months. The exact number of interns to be engaged by the Dialogue and Development Commission of Delhi at any
point in time shall be decided with the approval of Secretary (Dialogue and Development Commission of Delhi)
based on actual requirement, and concurrence of the Finance Department, Government of National Capital
Territory of Delhi, on the number of interns to be engaged. The engagement of Interns shall be made in
accordance with the guidelines and procedures for Internship program in Dialogue and Development Commission
of Delhi, as approved by the Competent Authority, to be issued separately.
8. This notification is in addendum to previous Notification No.12/06/2015/DDC/AR/2234-2353 dated 29.04.2016.
