पैरा 14 म ें: (xi) आईआरएमएस (जसजिल, यांजत्रक, िैद्युत तर्ा जसगनल एिं दरू संचार) तर्ा आईआरएमएस (भंडार) समूह ‘क’ तकनीकी सेिाएं या पद जिनके जलए उच्च ग्रेड की रंग दजृ ष्ट (एचिीसीपी) अपेजक्षत ह ै (ix) आईआरएमएस (जसजिल, यांजत्रक, िैद्युत तर्ा जसगनल एिं दरू संचार), समूह ‘क’ सेिाएं जिनके जलए रंग दजृ ष्ट (कलर परसप्े िन) अपेजक्षत नहीं ह ै (iv) आईआरएमएस (भंडार), समूह ‘क’ 6. पटरजिष्ट –III में जनम्नजलजखत को िोडा गया है:- 15. आईआरएमएस (जसजिल), आईआरएमएस (याजं त्रक), आईआरएमएस (िद्यै तु ), आईआरएमएस (जसगनल एि ं दरू सचं ार) तर्ा आईआरएमएस (भडं ार) सबं धं ी सजं क्षि जििरण (क) पटरिीक्षा – इन सेिाओं के जलए भती दकए गए उम्मीदिार दो िर्ग की अिजध के जलए पटरिीक्षा पर होंगे। इस दौरान िे 02 िर्ग के प्रजिक्षण पर होंगे। यदद प्रजिक्षण की अिजध को दकसी मामले म ेंबढाना पडे, िैसे प्रजिक्षण को पूणतग ः सन्तोर्िनक तरीके से पूणग नहीं कर पाए, तो उसकी पटरिीक्षा की कुल अिजध यर्ापेजक्षत समय के जलए बढाई िाएगी। यदद पटरिीक्षा अिजध के दौरान दकए गए काय गको भी सन्तोर्िनक नहीं पाया गया तो, पटरिीक्षा की कुल अिजध को जिचारानुसार बढाया िा सकता ह।ै (ख) प्रजिक्षण– सभी पटरिीक्षार्र्गयों को 02 िर् ग की पटरिीक्षा अिजध के दौरान, सेिा/पद जििर्े के जलए जनधागटरत प्रजिक्षण पाठ्यक्रम के अनुसार प्रजिक्षण लेना होगा। यह प्रजिक्षण सरकार द्वारा समय-समय पर यर्ाजनधागटरत स्ट्र्ानों पर तर्ा पद्धजत के अनुसार होगा और उन्ह ेंइस दौरान परीक्षा में भी उत्तीण ग होना होगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (ग) जनयजु ि की समाजि – (i) पटरिीक्षा की अिजध के दौरान, पटरिीक्षाधीन अजधकारी की जनयुजि दोनों पक्षों म ेंसे दकसी भी पक्ष की ओर से तीन महीने का जलजखत नोटिस देकर, समाि की िा सकती ह।ै ककंतु इस प्रकार के नोटिस की आि‍यकता, संजिधान के अनुच्छेद 311 के खडं (2) के प्रािधानों के अनुपालन में अनिु ासजनक कायगिाही के कारण सेिा में बखागस्ट्तगी या सेिा से हिा ददए िान े तर्ा मानजसक और िारीटरक अक्षमता के कारण अजनिायग सेिाजनिृजत्त मामलों म ें नहीं होगी। तर्ाजप, तुरन्त सेिा समाजि का अजधकार सरकार के पास सरु जक्षत ह।ै (ii) यदद सरकार की राय म ें दकसी पटरिीक्षाधीन अजधकारी का कायग अर्िा आचरण संतोर्िनक न हो अर्िा ऐसा प्रतीत होता हो दक उसके सक्षम बनने की संभािना नहीं हो तो सरकार उसे तरु ंत सेिामुि कर सकती ह।ै (iii) जिभागीय परीक्षाए ं उत्तीण ग नहीं करन े पर भी सेिा समाि की िा सकती ह।ै परीक्षा की अिजध म ें अनुमोददत स्ट्तर की जहन्दी परीक्षा उत्तीण ग नहीं करने पर भी सेिा समाि की िा सकेगी। (घ) स्ट्र्ायीकरण-पटरिीक्षा की अिजध संतोर्िनक रूप से परू ा कर लने े और जनधागटरत सभी जिभागीय और जहन्दी परीक्षाए ं उत्तीणग कर लेन े पर और सभी प्रकार स े जनयुजि के जलए जिचार कर जलए िान े पर पटरिीक्षाधीन अजधकाटरयों को सेिा के कजनष्ठ िेतनमान में स्ट्र्ायी दकया िायेगा। (ड) िेतन मान - भारतीय रेल प्रबंधन सेिा (जसजिल, यांजत्रक, िैद्युत, एस एि ंिी और भडं ार):- क्र.स.ं ग्रडे लिे ल/ िते नमान 1 कजनष्ठ िेतनमान लेिल -10 (रु. 56,100 - 1,77,500) 2 िटरष्ठ िेतनमान लेिल-11 (रु. 67,700 - 2,08,700) 3 कजनष्ठ प्रिासजनक ग्रडे लेिल-12 (रु. 78,800 - 2,09,200) 4 गैर कायागत्मक िटरष्ठ ग्रेड लेिल-13 (रु. 1,23,100 - 2,15,900) 5 िटरष्ठ प्रिासजनक ग्रडे लेिल-14 (रु. 1,44,200 - 2,18,200) पटरिीक्षाधीन अजधकारी की सेिा कजनष्ठ िेतनमान के न्यूनतम से प्रारंभ होगी और उन्ह ें पटरिीक्षा पर व्यतीत की गई अिजध को समय िेतनमान म ें छुट्टी, पेंिन ि िेतन िृजद्धयों के जलए गणना की अनुमजत होगी। मंहगाई भत्ता और अन्य भत्त,े भारत सरकार द्वारा समय-समय पर िारी दकए गए आदिे ों के अनुसार स्ट्िीकायग होंगे। पटरिीक्षा की अिजध में जिभागीय तर्ा अन्य परीक्षाएं उत्तीण ग नहीं करन े पर िेतन-िृजद्धयों को रोका या स्ट्र्जगत दकया िा सकता ह।ै (च) प्रजिक्षण लागत की िापसी – यदद दकसी कारण, िो सरकार की राय में पटरिीक्षार्र्गयों के जनयंत्रण से बाहर नहीं है, स े कोई पटरिीक्षार्ी प्रजिक्षण या पटरिीक्षा को छोडना चाहता ह ै तब उसे िेतन और भत्तों, नौकरी िुरू करने से संबद्ध यात्रा व्यय सजहत भुगतान की गई सभी राजियों और पटरिीक्षाधीन प्रजिक्षण के जलए केन्द्र सरकार द्वारा िहन दकए िाने िाल ेऔर दकए गए सभी व्यय को िापस करना होगा। इस प्रयोिनार् ग पटरिीक्षार्र्गयों को एक बंधपत्र जनष्पाददत करना होगा जिसकी एक प्रजत उनके जनयुजि प्रस्ट्ताि के सार् सलं ग्न होगी। तर्ाजप, पटरिीक्षार्ी जिन्ह ें भारतीय प्रिासजनक सेिा, भारतीय जिदेि सेिा आदद में जनयुजि हते ुआिेदन करने की अनुमजत दी गई ह,ै को प्रजिक्षण की लागत की िापसी अपेजक्षत नहीं होगी। (छ) छुट्टी – उि सेिा के अजधकारी समय-समय पर लाग ूछुट्टी जनयमािली के अनुसार छुट्टी लेन े के पात्र होंगे। (ि) डाक्िरी जचदकत्सा सहायता –अजधकारी समय-समय पर लाग ू जनयमािली के अनुसार डाक्िरी जचदकत्सा सहायता और उपचार के पात्र होंगे। (झ) पास तर्ा जििर्े ाजधकार टिकि – अजधकारी समय-समय पर लागू जनयमािली के अनुसार जनःिल्ु क रेलिे पास तर्ा जििेर्ाजधकार टिकि प्राि करन े के पात्र होंगे।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 (ञ) भजिष्य जनजध तर्ा पिें न – उि सेिा म ें भती दकए गए उम्मीदिार केन्द्रीय सरकार की नई पिें न योिना द्वारा िाजसत होंगे। (ि) उि सेिा के पद पर भती दकए गए उम्मीदिारों को भारत में या भारत के बाहर दकसी भी रेलि े या पटरयोिना में काय ग करना पड सकता ह।ै (ठ) रक्षा सिे ा म ें सिे ा करन े का दाजयत्ि:- जनयिु पटरिीक्षाधीन अजधकारी को, यदद अपेजक्षत हो, तो भारत की रक्षा स े संबंजधत दकसी रक्षा सेिा या पद पर कम स े कम चार िर् ग की अिजध के जलए सेिा करनी पड सकती ह,ै जिसमें प्रजिक्षण पर व्यतीत की गई अिजध, यदद कोई हो, सजम्मजलत ह:ै- बिते दक ऐसे व्यजि स े:- (क) जनयुजि की तारीख से दस िर्ग की अिजध समाि होने के पश्चात पूिोि पद पर कायग करन े की अपेक्षा नहीं की िाएगी; (ख) चालीस िर्ग की आयु प्राि करने के पश्चात सामान्यतः पूिोि पद पर कायग करने की अपेक्षा नहीं की िाएगी। 7. जनयमों के अनुबंध-I म ेंसंबंजधत िगग के जलए जनम्नजलजखत को िोडा गया ह:ै - The following is added in para 14 of Medical Board Report’s Format Appendix-II:- In para 14: (xi) IRMS (Civil, Mechanical, Electrical and Signal & Telecommunication) and IRMS (Stores) Group ‘A’ Technical Services or posts requiring Higher Grade Colour Perception(HGCP) (ix) IRMS (Civil, Mechanical, Electrical and Signal & Telecommunication), Gr ‘A’. Services for which colour perception is not required (iv) IRMS (Stores), Group ‘A’ 6. The following is added in Appendix –III:- 15. BRIEF Particulars relating to IRMS (Civil), IRMS (Mechanical), IRMS (Electrical), IRMS(Signal &Telecommunication) and IRMS(Stores) (a) Probation - Candidates recruited to these services will be on probation for a period of two years during which they will undergo training for 02 years. If the period of training has to be extended in any case due to the training having not been completed satisfactorily the total period of probation will be correspondingly extended. Even if the work during the period of probation in the working is found not to be satisfactory, the total period of probation will be extended as considered. (b) Training - All the probationers will be required to undergo training for a period of 02 years in accordance with the prescribed training syllabus for the particular Service/post at such places and in such manner and pass such examination during this period as the Government may determine from time to time. (c) TERMINATION OF APPOINTMENT – (i) The appointment of probationers can be terminated by three months notice in writingon either side during the period of probation. Such notice is not, however, required in cases of dismissal or removal as a disciplinary measure after compliance with the provisions of clause (2) of Article 311 of the Constitution and compulsory retirement due to mental or physical incapacity. The Government, however, reserve the right to terminate the services forthwith. (ii) If in the opinion of the Government, the work or conduct of a probationer is unsatisfactory or shows that he is unlikely to become efficient. Government may discharge him forthwith. (iii) Failure to pass the departmental examinations may result in termination of services. Failure to pass the examination in Hindi or an approved standard within the period of probation shall be liable to termination of services. (d) Confirmation - On the satisfactory completion of the period of probation and on passing all the prescribed department and Hindi examinations, the probationer will be confirmed in the Junior Scale of the Service if they are considered fit for appointment in all respects. (e) Scale of pay - Indian Railway Management Service (Civil, Mechanical, Electrical, S&T and Stores):— Sl. Dearness and other allowances will be admissible in accordance with the orders issued by the Government of India from time to time. Failure to pass the departmental and other examinations during the period of probation may result in stoppage or postponement of increments. (f) Refund of the Cost of Training - If for any reason, which, in the opinion of the Government, are not beyond the control of the probationers, a probationer, wishes to withdraw from training or probation he shall be liable to refund any moneys paid to him, including the pay and allowances, travelling expenses to join appointment and all expenses that shall or may have been incurred by the Central Government for the Probationary Training. For this purpose Probationers will be required to execute a bond, a copy of which will be enclosed along with their offers of appointment. The Probationers permitted to apply for appointment to Indian Administrative Service, Indian Foreign Service etc. will not however, be required to refund the cost of training. (g) Leave - Officers of the Service will be eligible for leave in accordance with the Leave Rules in force from time to time. (h) Medical attendance - Officers will be eligible for medical attendance and treatment in accordance with the Rules in force from time to time. (i) Passes and Privilege Ticket Order - Officers will be eligible for free Railway Passes and Privilege Ticket Orders in accordance with the Rules in force from time to time. (j) Provident Fund and Pension - Candidates recruited to the Service will be governed by the New Pension Scheme of the Central Government and rules as in force from time to time. (k) Candidates recruited to the Service/post are liable to serve in any Railway or Project in or out of India. (l) Liability to serve in Defence Service:—The probationer appointed shall, if so required, be liable to serve in any Defence Service or post connected with the Defence of India for a period of not less than four years including the period spent on training if any :— Provided that such person:— (a) shall not be required to serve as aforesaid after the expiry of ten years from the date of appointment; (b) shall not ordinarily be required to serve as aforesaid after attaining the age of forty years. 7.
