Merchant Shipping Notice No. 10 of 2017, dated 28.11.2017, is an addendum to Merchant Shipping Notice No. 7 of 2017, concerning the launch of the e-migrate system for seafarers. The Directorate General of Shipping launched the e-migrate system to prevent Indian seafarers from leaving Indian ports/airports unless recruited through registered RPS/Indian shipowners. The system, initially launched as a 3-month pilot program effective from 1st September 2017 for verification at Immigration Check Points (ICPs), experienced technical glitches. Consequently, the trial period has been extended for 45 days from 01.12.2017. Various sessions have been held with Indian Shipowners, RPS companies, Shipowners Associations, Seafarers Unions, Bureau of Immigration, and the Protector of Emigrants to address difficulties faced by end-users. The notice was approved by the Director General of Shipping, GoI, Mumbai. E-migrate system was launched by the Directorate General of Shipping for the prevention of
rndian seafarers from leaving Indian ports/airports unless they are recruited through registered
RpS/Indian shipowners. The e-migrate system was launched to be run on a pilot basis for
verification of seafarers, details at lmmigration Check Points (lCPs) for 3 months with effect
from lst September, 2Ol7.This was to enable addressing any technical problems' which may
be encountered by the DGS/MEA/Bot team and also to ensure that genuine seafarers are not
intemrpted/barred for travelling and jobs are not lost'
2. ln this regard various sessions have been organized with the Indian Shipowners' RPS
companies, Shipowners Associations, Seafarers Unions, Bureau of Immigration' Protector of
Emigrants by the Directorate General of Shipping for better understanding of the e- migrate
system and to address any difficulty being faced by the end users'
3. During the trial run of the system it was observed that there were technical glitches that
need to be attended to. Therefore it has been decided to extend the trial for further period of
forty five daYs from 01.12.2017 '
