301 िराब की दकु ानों को ददल्ली दकु ान एि ं स्ट्थापना (i). दकसी भी कमगचारी को दकसी भी ददन नौ घंटे (भोजन और
छोडकर सभी अजधजनयम, 1954 की धारा आराम सजहत) से अजधक और प्रजत सप्ताह अडतालीस घंटे से

अधीन मजहलाओं के की अनुमजत नहीं दी जाएगी। पात्र कमगचाररयों को ददल्ली दकु ान
रोजगार से संबंजधत ह।ै एि ं प्रजतष्ठान अजधजनयम, 1954 की धारा 8 के तहत सामान्य दर

छोडकर सभी दकु ानें अजधजनयम, 1954 की धारा दजै नक घंटे, साप्ताजहक घंटे, जिस्ट्तार, ओिरटाइम और आराम के

प्रजतष्ठान
उजल्लजखत ितों के अधीन (ii) यदद जिफ्ट में कोई काम दकया जाता ह,ै तो िह इस प्रकार
होगा दक दकसी भी कमगचारी को केिल राजत्र जिफ्ट में ही काम
करने के जलए बाध्य न दकया जाए।
(iii) जनयोिा उन सभी कमगचाररयों की सुरक्षा, संरक्षा और
पररिहन के संबंध में उपयुि व्यिस्ट्था करेगा, जजन्ह ें ददल्ली दकु ान
एि ं प्रजतष्ठान अजधजनयम, 1954 में जनधागररत अनसु ार ओिरटाइम
या सामान्य कायग घंटों से अजधक जिफ्ट में काम करने के जलए कहा
गया है। इसके अजतररि, जनयोिा प्रजतष्ठान की िीजडयोग्राफी के
जलए क्लोज्ड सर्ककट टेलीजिजन (सीसीटीिी) लगाएगा और उस े
कम से कम एक महीने की अिजध तक सुरजक्षत रखेगा तथा मुख्य
दकु ान जनरीक्षक के मांगने पर उसे प्रस्ट्तुत करेगा।
(iv) राष्ट्रीय अिकाि पर काम करने िाले कमगचाररयों को इसके
बदले में प्रजतपूरक अिकाि और ओिरटाइम के रूप में दोगुनी दर
से मजदरू ी दी जाएगी।
(v) कमगचाररयों को बारी-बारी से साप्ताजहक अिकाि की अनुमजत
दी जाएगी।
(vi) जनयोिा यह सजु नजश्चत करेगा दक श्रजमकों को जिजभन्न श्रम
कानूनों के अंतगगत सभी कानूनी लाभ जैसे न्यूनतम मजदरू ी,
भजिष्य जनजध (पीएफ), कमगचारी राज्य बीमा (ईएसआई), बोनस,
अिकाि सुजिधा प्रदान की जाए और इसे दकु ान/प्रजतष्ठान की
िेबसाइट पर डाला जाए।
(vii) कमगचाररयों के िेतन का भुगतान चेक/इलेक्रॉजनक जक्लयररग
सेिा (ईसीएस) द्वारा दकया जाएगा।
(viii) इस छूट का पुजलस सजहत दकसी अन्य प्राजधकरण/ जिभाग/
सरकारी एजेंजसयों द्वारा जारी दकसी भी अजधसूचना/ आदिे /
सलाह/पररपत्र पर कोई अजधभािी प्रभाि नहीं होगा।
(ix) कमगचाररयों को िौचालय, सुरक्षा लॉकर और अन्य बुजनयादी
सुजिधाएाँ प्रदान की जाएाँगी।
(x) मजहला कमगचाररयों को जनयिु करने िाला प्रत्येक जनयोिा
कायगस्ट्थल पर मजहलाओं का यौन उत्पीडन (रोकथाम, जनषेध और
जनिारण) अजधजनयम, 2013 (केंद्रीय अजधजनयम 14, 2013) के
अंतगगत मजहलाओं के यौन उत्पीडन के जिरुद्ध एक आंतररक
जिकायत सजमजत का गठन करेगा और उि सजमजत कायगरत रहगे ी।
(xi) मजहलाओं को राजत्र पाली में जनयुि करने से पहले उनकी
सहमजत आिश्यक होगी।
(xii) इस अजधसूचना की एक प्रजत प्रजतष्ठान में कमगचारी के

(xiii) ददल्ली दकु ान एिं प्रजतष्ठान अजधजनयम की धारा 14,15 या
16 के अंतगगत छूट प्राप्त करने के इच्छुक प्रजतष्ठानों को अपने
प्रजतष्ठान का जििरण जैसे पंजीकरण संख्या, प्रजतष्ठान का नाम,
अजधभोगी/जनयोिा का जििरण जैसे नाम, संपकग नंबर और ईमेल
आईडी, प्रजतष्ठान का पता, व्यिसाय की प्रकृजत, कमगचाररयों की
संख्या (पुरुष और मजहला) के साथ-साथ यह घोषणा भी करनी
होगी दक प्रजतष्ठान अजधसूचना में उजल्लजखत सभी ितों का पालन
करेगा,

NOTIFICATION
Delhi, the 7th August, 2025
F. No. 28/Addl.LC/Exemp./S&E, Act/2021/2438.—In exercise of powers conferred by the proviso to
Section 4 of the Delhi Shops and Establishments Act, 1954 (Delhi Act 7 of 1954), the Lt. Governor of National
Capital Territory of Delhi is pleased to make the following addition in the Schedule-1, appended to the said Act.
In the said Schedule under “Establishment etc.” after the existing entry at serial no. 300 the following entry
shall be added, namely:-

(iii) Employer shall make suitable
arrangement regarding safety,
security and transportation of all the
employees, who have been asked to
work overtime or in the shift beyond
the normal working hours as
prescribed in the Delhi Shops and
Establishments Act, 1954. Further the
employer shall install Closed Circuit
Television (CCTV) for videography
of the establishment and preserve the
same for not less than a period of one
month and submit the same on
demand from the Chief Inspector of
Shops.
(iv) Employees working on national
holidays shall be given compensatory
leave in lieu thereof, and double rate
of wages as overtime.
(V) Weekly off day will be allowed
to employees in rotation.
(vi) The employer shall ensure that
the workers are provided all the legal
benefits under various labour laws
like Minimum Wages, Provident
Fund (PF), Employees' State
Insurance (ESI), Bonus, Leave
facility and the same be put on
website of the shop/establishment.
(vii) Payment of wages of employees
shall be made by cheque/Electronic
Clearing Service (ECS).
(viii) This grant of exemption shall
have no overriding effect on any
notification/order/advisory/circular/
issued by any other Authority/
Department/Government Agencies
Including Police.
(ix) The employees shall be provided
with wash room, safety lockers and
other basic amenities.
(x) Every employer employing

Internal Complaints Committee
against sexual harassment of women
under the Sexual Harassment of
Women at Workplace (Prevention,
Prohibition and Redressal) Act, 2013
(Central Act 14 of 2013) and the said
Committee shall be operative.
(xi) Consent of women shall be
required before employing them in
night shifts.
(xii) A copy of this notification shall
be prominently displayed at the
employee's entrance/exit of the
establishment.
(xiii) Those establishments intending
to avail exemption under section
14,15 or 16 of the Delhi Shops &
Establishments shall furnish details of
the establishment like registration
number, name of establishment,
details of occupier/employer such as
name, contact number and email ID,
address of establishment, nature of
business, number of employees (men
and women) along with an
undertaking that the establishment
shall follow all the conditions
mentioned in the notification, to the
Labour Department, Government of
National Capital Territory Delhi.
