Advisory to all Government agencies (Both Central Govt./State Govt.) in Renewable Energy sector regarding ‘Strict compliance of rules and regulations in procurement of Goods and Services
The Ministry of New and Renewable Energy (MNRE) issued an advisory on October 3, 2025, regarding strict compliance with procurement rules and regulations. It was observed that some government agencies in the Renewable Energy sector issued bids in August 2025 with bid submission windows as low as 7 days, potentially circumventing the ALMM mandate for cells of MNRE. All REIAs/PSUs/other Government tender issuing agencies must strictly adhere to the rules and regulations issued by the Ministry of Finance and Central Vigilance Commission to maintain financial propriety and transparency in public procurement. Agencies are requested to comply with existing procurement rules and regulations. Bids with short timelines issued without compliance may be scrapped, and new bids issued with full compliance. Action taken in this regard must be reported back within 15 days. The advisory is addressed to all Government agencies (Both Central Govt./State Govt.) in the Renewable Energy sector. Dr. Aravindh M. Subject: Strict compliance of rules and regulations in procurement of Goods and

It is observed that recently few government agencies in Renewable Energy sector
in August 2025 have issued bids with very less window for bid submission, as low as 7
days for procurement. This seems to have been issued clearly to circumvent the ALMM
for cells mandate of MNRE.
2. As you are aware that all REIAs/PSUs/ other Government tender issuing agencies
are required to strictly adhere to the rules and regulations issued by the Ministry of
Finance and Central Vigilance Commission, time to time, in matters related to public
procurement for maintaining financial propriety and transparency.
3. Accordingly, all agencies are requested to strictly comply with the existing rules
and regulations when issuing bids for procurement. Any existing bids with short bidding
timelines, which have been issued without complying with the existing GFR rules and
CVC regulations may be scrapped, if required and new bids may be issued with full
compliance to the extant provisions. Action taken in this regard may be reported back
within 15 days positively.
