AMENDMENTS In the said Special Rules,— (1) in Part-I, after the heading “Class-II” and the entries thereunder, the following heading and entries shall be inserted, namely :— “CLASS-III Translation Officer and Translator in the Official Language (Legislative) Wing, Law Department.”, (2) in Part-II, after the heading Class II and the Rules thereunder, the following Class and Rules shall be inserted, namely:— “CLASS-III TRANSLATION OFFICER AND TRANSLATOR IN THE OFFICIAL LANGUAGE (LEGISLATIVE) WING OF LAW DEPARTMENT. 1. Constitution.- This Class shall consist of the following categories, namely:— Category 1 - Translation Officer Category 2 - Translator 2. Appointment.—Appointment to the categories specified in column (1) of the Table below shall be made by the methods specified in the corresponding entries in column (2) thereof:— THE TABLE Category Method of Appointment (1) (2) (1) Translation Officer (i) Direct recruitment; or (ii) Promotion from category 2 ; or (iii) Recruitment by transfer from any other service. (i) (a) B.L.Degree (3 years or 5 years) or its equivalent; or (b) Second Class Masters’ Degree in Tamil; and (ii) Proficiency in Tamil: Provided that, other things being equal, preference shall be given to the persons having experience in translation of Deeds, Agreements, Bills, Acts, Rules, Orders or Notifications from English to Tamil. (ii) Promotion from Category 2 Must have served in category 2 for a period of not less than three years. (iii) Recruitment by transfer (i) (a) B.L. Degree (3 years or 5 years) or from any other Service. its equivalent; or (b) Second Class Masters’ Degree in Tamil; (ii) Experience for a period of not less than three years in preparing or settling Legislative Bills or Rules or Notifications or Orders; or Experience for a period of not less than three years in translation of Legislative Bills, Acts, Rules, Deeds or Agreements from English to Tamil; and (iii) Proficiency in Tamil. (2) Translator (i) Direct recruitment. (i) (a) B.L. Degree (3 years or 5 years) or its equivalent; or (b) Bachelors’ Degree with Tamil in Part I; and B.G.L. Degree; or (c) Second Class Masters’ Degree in Tamil; and (ii) Proficiency in Tamil: Provided that other things being equal, preference shall be given to the persons with previous experience in translation of Deeds, Agreements, Bills, Acts, Rules or Orders from English to Tamil. (ii) Recruitment by (i) (a) B.L. Degree (3 years or 5 years) or transfer from any its equivalent; or other service. Appointing authority.- The appointing authority for the categories shall be the Secretary to Government in Law Department. 5. Probation.- Every person appointed to a category by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years: Provided that every person appointed to a category by recruitment by transfer shall, from the date on which he joins duty, be on probation for a period of one year on duty within a continuous period of two years. 6. Reservation of appointment.-The rule relating to reservation of appointments (rule 22 of the General Rules for the Tamil Nadu State and Subordinate Services) shall apply for appointment to the categories by direct recruitment: Provided that with effect on and from the 15th September 2016, the provisions contained in section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the categories by direct recruitment.
