The analysis focuses on the core objective, key provisions, affected stakeholders, and expected outcomes of the policy based *solely* on the information contained within the provided text.
**3. Policy Overview:**
* This is a new specification/policy related to the Air (Prevention and Control of Pollution) Act, 1981, rather than an amendment.
* **Core Objective:** To designate a specific entity, the Air Laboratory of the Delhi Pollution Control Committee, as the "State Air Laboratory" to fulfill the functions entrusted to such a laboratory under the Air (Prevention and Control of Pollution) Act, 1981.
**4. Background and Rationale:**
The notification suggests a need for a designated body within the National Capital Territory of Delhi to effectively implement the Air (Prevention and Control of Pollution) Act, 1981. By formally designating the DPCC Air Laboratory, the government aims to streamline air quality monitoring, analysis, and enforcement activities. The policy likely arises from an existing need to strengthen air quality management efforts, by putting the responsibility on a specific body.
**5. Key Provisions / Changes:**
* The core provision of this notification is the designation of the Air Laboratory of the Delhi Pollution Control Committee (DPCC) as the State Air Laboratory.
* This designation grants the DPCC Air Laboratory the authority and responsibility to carry out the functions entrusted to the State Air Laboratory under the Air (Prevention and Control of Pollution) Act, 1981.
* The notification will come into effect from the date of its publication in the official Gazette.
**6. Target Audience and Stakeholders:**

The DPCC Air Laboratory will likely need to align its operations with these existing procedures.

The expected outcomes and impact of this policy include:
* **Enhanced Air Quality Monitoring:** The formal designation of the State Air Laboratory should lead to more consistent and effective monitoring of air quality in Delhi.

* **Increased Accountability:** The DPCC Air Laboratory will be directly accountable for fulfilling the functions of the State Air Laboratory, leading to greater transparency and responsibility.
**9. Conclusion:**
The notification designating the Air Laboratory of the Delhi Pollution Control Committee as the State Air Laboratory is a significant step towards strengthening air quality management in Delhi. By formally assigning responsibility to a specific body, the government aims to improve air quality monitoring, enforcement, and ultimately, the health and well-being of Delhi's citizens.
