No.F.1/16/2020-Judl./P.F. -1/Suptlaw/1711-1716.—In exercise of the powers conferred by the proviso to
Article 309 of the Constitution read with Government of India, Ministry of Home Affair’s Notification
No.F.1/2/70/DH(S), dated the 29th May, 1970 as amended by Notification No.F.1/2/70-DH(S), dated the 25th July,
1970 and all other powers enabling him in this behalf, the Lieutenant Governor of National Captial Territory of Delhi
in consultation with the High Court of Delhi is pleased to make the following rules further to amend the Delhi Judicial
Service Rules, 1970, namely: -
1. Short title and commencement. - (1) These rules may be called the Delhi Judicial Service (Amendment)
Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of Rule 24:- In the Delhi Judicial Service Rules, 1970, (hereinafter referred to as the said rules)
in place of existing Rule 24, the following shall be substituted, namely: -
24. The scale of pay of Member of the Service shall be as indicated in ‘Table – I’:-
1. Civil Judges (Junior Division) (J-1) Rs. 77840-136520
2. Civil Judges (Junior Division) (J-2)

Provided that the conferment of benefit by way of ACPs shall not be automatic but on the appraisal of the
work and performance of officers by the High Court.
Provided also that grant of 1st ACP to Civil Judge (Jr. Div.) shall be based on relaxed norms for assessing the
performance in terms of output. The scrutiny shall be for the limited purpose of ascertaining whether there is anything
positively adverse such as consistently poor/unsatisfactory performance or adverse report of serious nature leading to
the inference that the Officer is unfit to have the benefit of ACP.
Provided further that the process of grant of ACP should be initiated 3 months in advance from the date on
which the judicial officers will be completing 5/10 years and the financial benefits should be paid to the judicial
officer within a period of 6 months after the judicial officer steps into the 6th / 11th year of Service. If grant of ACP is
delayed, one additional increment shall be granted for every year of delay subject to the adjustment with the ACP
arrears.
