दिम्नदलक्तखत क दिल्ली उच्च न्यायालय दियम एवों आिेश, खोंड-V के अध्याय 1 के वतभमाि र्ाग-च के बाि िये र्ाग-छ के रूप में
अन्तः स्थादपत दकया जाएगा:-
1. आयुक्ो ंके पैनल का गठन–
i. मुख्य न्यायािीश आयुि ोंक पैिदलत दकए जािे हेतु एक सदमदत का गठि करेंगे।
ii. सदमदत, आयुि ोंक पैिदलत दकए जािे हेतु आवेिि आमोंदित करिे की प्रदिया दििाभररत करेगी।

iii. सदमदत के दििेशािुसार, दिल्ली उच्च न्यायालय की ओर से महा दिबोंिक आवेिि आमोंदित करेंगे अथवा (“आयुि ोंक
पैिदलत दकए जािे हेतु”) सदमदत द्वारा यथा दििेदशत प्रदिया अपिाएोंगे।
iv. पैिदलत दकए जािे हेतु इच्छुक व्यक्तिय ोंकी पािता सदमदत द्वारा दििाभररत की जाएगी। सदमदत दवदर्न्न प्रकार के आय ग ों
जैसे साक्ष्य िजभ करिे, माल की सूची तैयार करिे आदि हेतु पृथक पैिल ोंक बिािे पर र्ी दवचार कर सकती है।
v. आवेिि ोंक आमोंदित करिे वाली सूचिा दिल्ली उच्च न्यायालय की आदिकाररक वेबसाइट, सर्ी दजला न्यायालय ोंकी
आदिकाररक वेबसाइट ,ों दिल्ली उच्च न्यायालय बार एस दसएशि की आदिकाररक वेबसाइट ोंतथा सर्ी न्यादयक दजला बार

vi. सदमदत लेखा, वास्तुकला, लदलत कला, अदर्याोंदिकी, सूचिा प्रौद्य दगकी, दचदकत्सा, मूल्ाोंकि और अन्य व्यावसादयक
क्षेि ोंमें अन्य प्रासोंदगक व्यावसादयक दवशेषज्ञता वाले व्यक्तिय ोंसे र्ी आवेिि आमोंदित कर सकती है।
vii. आयुि ोंके पैिदलत दकए जािे हेतु सदमदत की अिुशोंसा मुख्य न्यायािीश की स्वीकृ दत हेतु प्रस्तुत की जाएगी।
2. सदमदत, अपिे दववेकािुसार, आयुि ों के पैिल से िाम ों क ज ड़िे या हटािे की अिुशोंसा कर सकती है। ऐसी अिुशोंसा र्ी
मुख्य न्यायािीश की स्वीकृ दत हेतु प्रस्तुत की जाएगी।
3. आयुि ोंका पैिल इसके जारी दकये जािे की दतदथ से ि कै लेंडर वषों तक प्रर्ावी रहेगा। आयुि ोंके पैिल में िाम ोंकी सूची,
दजसमें पैिल में शादमल व्यक्ति के व्यावसादयक अिुर्व की अवदि और दवशेष क्षेि, यदि क ई ह , का र्ी उल्लेख ह गा, दिल्ली उच्च
न्यायालय की सर्ी पीठ ोंक प्रेदषत की जाएगी।
4. आयुि ोंकी दियुक्ति करते समय दवचार करिे हेतु यह पैिल सर्ी न्यायालय ों क उपलब्ध कराया जाएगा, यदि वे पैिल में से
दकसी व्यक्ति क दियुि करिे हेतु उपयुि समझें। तथादप, आयुि ों की दियुक्ति एक न्यादयक कायभ ह िे के कारण, न्यायालय
प्रस्तादवत आय ग के उद्देश् ोंहेतु ऐसे दकसी र्ी व्यक्ति, दजसे वह उपयुि समझे, क दियुि कर सकते है।
5. यदि दिल्ली उच्च न्यायालय क आयुि ोंके पैिल में शादमल दकसी व्यक्ति के दवरुद्ध दशकायत प्राप्त ह ती है, त उि दशकायत
सदमदत द्वारा दिपटाई जाएगी दजस पर सदमदत अपिी अिुशोंसा मुख्य न्यायािीश क िेगी।
6. उपयुभि के बावजूि, मुख्य न्यायािीश आयुि ोंके पैिल में से दकसी र्ी आयुि का िाम हटा सकते हैं।
दिप्पणी : यह संशोधन राजपत्र में इसके प्रकाशन की दिदि से प्रभावी होगा।

NOTIFICATION
Delhi, the 2nd September, 2025
No. 66/Rules/DHC.— In exercise of the powers conferred by Section 7 of the Delhi High Court Act, 1966
(Act 26 of 1966) and all other powers enabling it in this behalf, the High Court of Delhi, hereby makes the following
amendments in Chapter 1 of Volume V of Delhi High Court Rules & Orders :-
AMENDMENT
THE FOLLOWING SHALL BE INSERTED AS NEW PART G AFTER THE EXISTING PART F OF
CHAPTER 1 OF VOLUME V OF DELHI HIGH COURT RULES & ORDERS :-
1. Constitution of Panel of Commissioners.—
i. The Chief Justice shall constitute a Committee for empanelment of Commissioners.
ii. The Committee shall determine the procedure for inviting applications for empanelment of
Commissioners.
iii. As directed by the Committee, the Registrar General shall on behalf of the Delhi High Court invite
applications or adopt the procedure as directed by the Committee for empanelment of
Commissioners (“Commissioners Panel”).
iv. The eligibility of persons seeking empanelment shall be determined by the Committee. The
Committee may consider having separate panels for different kinds of commissions such as for
recording evidence, preparing inventory of goods etc.[PART II—I DELHI GAZETTE : EXTRAORDINARY 3
v. The notice inviting applications shall be uploaded on the official website of the Delhi High Court;
the official websites of all District Courts; the official websites of Delhi High Court Bar Association
and of Bar Associations of all Judicial District Courts of Delhi; and notice boards of above Bar
Associations.
vi. The Committee may also invite applications from persons having other relevant professional
expertise in accounting, architecture, fine arts, engineering, information technology, medicine,
valuation, and other professional domains.
vii. The recommendation of the Committee for empanelment of the Commissioners shall be placed for
approval of the Chief Justice.
2. The Committee may, in its discretion, recommend addition or deletion of names from the
Commissioners Panel. Such recommendation shall similarly be placed for approval of the Chief
Justice.
3. The Commissioners Panel shall remain in effect for a period of two calendar years from the date of
its issue. A list of the names on the Commissioners Panel, which shall also specify the period of
professional experience of the person so empanelled and the area of expertise, if any, shall be
circulated to all benches of the Delhi High Court.
4. The panel will be made available to all the Courts, for consideration while appointing
Commissioners, if they consider it appropriate to appoint a person from the panel. However, the
appointment of Commissioners, being a judicial function, the Court may appoint such person as it
considers appropriate for the purposes of the proposed commission.
5. Where a complaint is received by the Delhi High Court against a person on the panel of
Commissioners, the same shall be dealt with by the Committee whereupon the Committee shall
make its recommendation to the Chief Justice.
6. Notwithstanding the above, the Chief Justice may remove the name of any Commissioner from the
Commissioners Panel.
NOTE: THIS AMENDMENT SHALL COME INTO FORCE FROM THE DATE OF ITS PUBLICATION
IN THE GAZETTE.
