और केन्द्रीर् सरकार द्वारा जवजभन्न राज्र् तटीर् िोन प्रबंधन प्राजधकरण स े सीआरिडे – 1क के जसवार् सीआर िडे क्षेत्रों के भीतर लीजनर्र अल्काइल बैंिीन, एन –पैराफीन और काबान ब्लैक फीडस्ट्टॉक (प्रभरण माल) की प्राजि और भंडारण करने के जलए अनज्ञु ा िेन े से संबजं धत अभ्र्ावेन प्राि दकए गए ह ैं ;

और संबंजधत क्षेत्रीर् जविेिज्ञ अकं ण सजमजत को समीक्षा के जलए मामला जनर्िष्टा दकर्ा गर्ा था । उद्योग-II के जलए जविेिज्ञ अंकन सजमजत न े जविर् वस्ट्त ु पर जवचार-जवमिा दकर्ा और रार् िी दक उक्त पेरोजलर्म उत्पािों को सीआरिडे -1क के जसवार् सीआरिडे क्षेत्रों म ें भडं ारण के जलए तटीर् िोन अजधसूचना के अनुबंध-II के अधीन अनुमोदित सूची म ें सजम्मजलत दकए िाने पर जवचार दकर्ा िाएगा ;

और तटीर् अनुमजत जवजनर्मन िोन के जलए क्षेत्रीर् जविेिज्ञ अकं न सजमजत को भी मामला जनर्िाष्ट दकर्ा गर्ा था । सम्र्क् रूप से जवचार-जवमिा करने के पश्चात ् जविेिज्ञ क्षेत्रीर् जविेिज्ञ अंकन सजमजत ने र्ह जसफाररि की थी दक तटीर् जवजनर्मन िोन अजधसूचना, 2019 और द्वीप तटीन िोन अजधसूचना, 2019 के उपबंधों के अधीन, सीआरिडे -1क के जसवार्, सीआरिेड क्षेत्रों के भीतर उपरोक्त उजल्लजखत रसार्नों की प्राजि और भडं ारण अनुज्ञर्े समझे िाएंग े ;

7282 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और राष्ट्रीर् तटीर् िोन प्रबंधन प्राजधकरण के समक्ष 26 जसतंबर, 2025 की उसकी 48वीं बैठक में भी मामला रखा गर्ा था । राष्ट्रीर् तटीर् िोन प्रबंधन प्राजधकरण न े सम्र्क् रूप से जवचार-जवमिा करन े के पश्चात् पहल ेस ेही अनुज्ञेर् उत्पािों की अपेक्षा इन उत्पािों का रासार्जनक गुणों को कम पररसंकटमर् समझते हुए, सवासम्मजत से द्वीप तटीर् जवजनर्मन िोन अजधसूचना , 2019 के अनुबंध-II के आव‍र्क संिोधन द्वारा लीजनर्र अल्काइल बैंिीन, एन –परै ाफीन और काबान ब्लैक फीडस्ट्टॉक (प्रभरण माल) को सीआरिेड-1क के जसवार्, सीआरिेड क्षेत्रों के भीतर प्राजि और भडं ारण के जलए अनुज्ञा िेन ेकी जसफाररि की ह;ै और सजमजत की जसफाररिों पर आधाररत, उक्त अजधसूचना म ेंसिं ोधन करन ेके जलए भारत के रािपत्र, असाधारण, भाग-2, खडं -3, उपखंड-(ii) म ेंसंख्र्ा का.आ. 2664(अ), तारीख 26 मई, 2026 द्वारा एक प्रारूप अजधसूचना प्रकाजित की गई थी जिसमें उन सभी व्यजक्तर्ों से, जिनके इससे प्रभाजवत होने की संभावना है, रािपत्र की प्रजतर्ां, जिसमें उक्त प्रारूप अजधसूचना जनजहत ह,ै को िनसाधारण को उपलब्ध करान े की तारीख स े साठ दिवस की अवजध के भीतर आक्षेप और सुझाव आमंजत्रत दकए गए थ े। केन्द्िीर् सरकार द्वारा साठ दिन की अवजध के भीतर, उक्त प्रारूप अजधसचू ना के प्रतर्ुत्तर म ेंप्राि आक्षेप और सुझावों पर सम्र्क् रूप से जवचार दकर्ा गर्ा है;

अत: अब, केन्द्रीर् सरकार पर्ावा रण(संरक्षण) जनर्म, 1986 के जनर्म 5 के उपजनर्म, (3) के साथ परठहत पर्ाावरा (संरक्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 3 की उपधारा (1) और उपधारा (2) के खंड (v) द्वारा प्रित्त िजक्तर्ों का प्रर्ोग करत े हुए तटीर् जवजनर्मन िोन अजधसूचना, 2019 का और संिोधन करने के जलए जनम्नजलजखत जनर्म बनाती ह,ै अथाात:् - उक्त अजधसूचना म ें अनुबंध-II में क्रम संख्र्ा (xxiii) और उससे संबंजधत प्रजवजष्टर्ों के स्ट्थान पर जनम्नजलजखत क्रम संख्र्ा और प्रजवजष्टर्ां रखी िाएंगी, अथाता ्:- “(xxiii) जबटुमेन;

(xxiv) लीजनर्र अल्काइल बैंिीन;

(xxv) एन-पैराफीन;

(xxvi) काबान ब्लैक फीडस्ट्टॉक।” [फा. सं. 19-27/2018-आईए.III] रित अग्रवाल, संर्ुक्त सजचव रटप्पण:- मूल अजधसूचना भारत के रािपत्र, असाधारण, भाग-2, खंड-3, उपखडं (ii) म ें संख्र्ा का.आ. 1242(अ), तारीख 8 माचा, 2019 द्वारा प्रकाजित की गई थी और अजधसूचना सं. का.आ. 5494(अ), तारीख 24 नवंबर, 2022 द्वारा अंजतम संिोधन दकर्ा गर्ा था । MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE

NOTIFICATION New Delhi, the 22nd September, 2026 S.O. 5227(E).—WHEREAS by notification of the Government of India in the Ministry of Environment, Forest and Climate Change number S.O. 1242(E), dated the 8th March, 2019 [hereinafter referred to as the Island Coastal Regulation Zone Notification, 2019], the Central Government declared certain coastal stretches as Coastal Regulation Zone and restrictions were imposed on the setting up and expansion of industries, operations and processes in the said zone;

AND WHEREAS, the Central Government has received representations from various State Coastal Zone Management Authorities regarding permitting the receiving and storing of Linear Alkyl Benzene, N- Paraffin, and Carbon Black Feedstock within CRZ areas, excluding CRZ-IA;

AND WHEREAS, the matter was referred to the concerned sectoral Expert Appraisal Committee for examination. The Expert Appraisal Committee for Industry-II deliberated on the issue and was of the opinion that the said petroleum products may be considered for inclusion in the approved list under Annexure-II of the Coastal Regulation Zone Notification, 2019, for storage in CRZ areas, excluding CRZ-IA;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

AND WHEREAS, the matter was also referred to the sectoral Expert Appraisal Committee for Coastal Regulation Zone Clearances. After due deliberation, the Expert Appraisal Committee recommended that the receipt and storage of the above mentioned chemicals may be considered permissible within CRZ areas, excluding CRZ-IA, under the provisions of the Coastal Regulation Zone Notification, 2019 and Island Coastal Regulation Zone Notification, 2019;

AND WHEREAS, the matter was also placed before the National Coastal Zone Management Authority in its 48th meeting held on 26th September, 2025. The National Coastal Zone Management Authority after due deliberation, considering the comparatively lower hazardous chemical characteristics of these products in relation to those already permitted, unanimously recommended allowing the receipt and storage of Linear Alkyl Benzene, N-Paraffin, and Carbon Black Feedstock in CRZ areas, excluding Coastal Regulation Zone-IA, through the necessary amendment to Annexure-II of the Island Coastal Regulation Zone

Notification, 2019;

AND WHEREAS, based on the recommendations of the Committees, a draft notification for making amendments in the said notification was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 2664(E) dated 26th May 2026, inviting objections and suggestions from all the persons likely to be affected thereby, within a period of sixty days from the date on which copies of the Gazette containing the said draft notification were made available to the public. The objections and suggestions received in response to the said draft notification within the period of sixty days have been duly considered by the Central Government;

NOW THEREFORE, in exercise of the powers conferred by sub-section (1) and clause (v) of sub-

section (2) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby makes the following further amendments in the Island Coastal Regulation Zone Notification, 2019, namely: - In the said notification, in the Annexure-II, for serial number (xxiii) and the entries relating thereto, the following serial numbers and entries shall be substituted, namely:- “(xxiii) Bitumen;

(xxiv) Linear Alkyl Benzene;

(xxv) N-Paraffin;
