Executive Summary & Key Takeaways

What it means

  • This gazette notification announces the second amendment to the Government of National Capital Territory of Delhi Subordinate Service Rules, 2022. It modifies the existing rules regarding the structure, classification, recruitment, and promotion of employees within the Delhi government's subordinate services.
  • The amendments aim to clarify and update the rules related to various grades within the service, including Senior Scale (GNCTDSS), Grade I, Grade II, Grade III, and Grade IV.

Key Changes

  • Definition of 'Appointing Authority' is revised: For Senior Scale (GNCTDSS), it's the 'Lt. Governor'; for Grade I and II, it's the 'Chief Secretary'; and for Grade III and IV, it's the respective 'Heads of Department'.
  • Definition of 'Cadre' is updated to mean the group of posts across the five grades of service specified in Schedule I.
  • The service is structured into five grades: Senior Scale (GNCTDSS), Grade I, Grade II, Grade III, and Grade IV.
  • Classification of posts: Senior Scale is Group 'A' (Gazetted), Grade I is Group 'B' (Gazetted), Grade II is Group 'B' (Non-Gazetted), and Grades III & IV are Group 'C' (Non-Gazetted) Central Civil Service posts.
  • Senior Scale (GNCTDSS) posts are filled entirely by promotion from Grade I officers, in consultation with the Union Public Service Commission.
  • Grade I posts are filled entirely by promotion from Grade II officers.
  • Grade II posts are filled as follows: 33% by direct recruitment, 52% by promotion from Grade III officers and trained Kanungos, and 15% through a Limited Departmental Competitive Exam (LDCE) from Grade III officers and trained Kanungos.
  • Grade III posts are filled as follows: 85% by promotion from Grade IV officers, and 15% through LDCE from Grade IV officers.
  • Grade IV posts are filled as follows: 85% by direct recruitment, and 15% by promotion from Group C employees in Level 1 of the pay matrix.
  • Probation period: All officers appointed to the service are subject to a two-year probation period, which may be extended by the Appointing Authority.
  • Appointments are made to the grade and not to specific posts within the service.
  • Schedule I is updated to include the designation, pay matrix level, and number of posts for each grade. A total of 217 posts are designated for Senior Scale (GNCTDSS) and an additional 65 posts are reserved for deployment.
  • Schedule I provides a detailed department-wise breakdown of sanctioned posts across all grades.
  • Schedule II is revised to specify the method of recruitment, field of selection, and minimum qualifying service for promotions. It includes eligibility criteria for direct recruitment and LDCE.
  • Schedule III is updated to outline the composition of Departmental Promotion Committees and Departmental Confirmation Committees for each grade.

Impact Analysis

Employees of GNCTD

  • Employees will need to be aware of the new rules regarding probation, especially the timelines for extension and communication.

Recruitment Agencies (DSSSB)

  • The notification places additional responsibility on DSSSB for determining the examination dates and places, as well as for ensuring transparency and fairness in the recruitment process.

Government Administration

  • The notification highlights the importance of the Lt. Governor's office in the appointment process, especially for Senior Scale (GNCTDSS) positions.

Action Items

  • The government should ensure that all appointments and promotions are carried out in a transparent and consistent manner.
