(क) जजसने ऐसे व् यजक् त से जजसका पजत या जजसकी पनी ी जीजित ह,ै के साथ जििाह दकया ह;ै या (ख) जजसने अपने पजत या अपनी पत् नी के जीजित रहते हुए दकसी से जििाह दकया ह,ै उक्त पद पर जनयजु क्त का पा् नहह होगा: परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता है, ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागूस्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितलन स े छूट द े सकेगी। 5. जिजथल करन े की िजक्त :- जहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आिश् यक या समीचीन ह,ै िहां िह उसके जलए जो कारण ह ैउन्ह ेंलेखबद्ध करके और संघ लोक सेिा आयोग के परामि ल स,े इन जनयमों के दकसी उपबंध को दकसी िगल या प्रिगल के व् यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी। 6. व्य ािजृ त्त :- इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन् य जनयायतों पर प्रभाि नहह डालगे ी, जजनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूिल सैजनकों और अन्य जििेष प्रिगल के व् यजक्त यों के जलए उपबंध करना अपजे ित ह।ै अनसु चू ी पद का नाम पद की सख्ं य ा िगीकरण िते न-मट्रै रक म ें चयन अथिा सीधी भती दकए जान े िाल े िते न-लेिल अचयन पद व्य जिओें ें के जलए आयु सीमा (1) (2) (3) (4) (5) (6) आिुजलजपक 73* सामान् य केंरीय स्ट्तर-6 चयन पद लागू नहह होता श्रेणी-I (2023) सेिा, समूह ‘ख’, (रुपए 35400- *कायलभार के आधार अराजपज्त, 112400) पर पट्ररितलन दकया जा अनुसजचिीय सकता ह।ै सीध ेभती दकए जान ेिाले व्य जियों सीध ेभती दकए जान ेिाले पट्ररिीिा की भती की पद्धजत: भती सीधी होगी या के जलए अपजे ित िजै िक और अन्य व्य जियों के जलए जिजहत आय ु अिजध, यदद प्रोन्न जत द्वारा या प्रजतजनयजुि या अहतल ाएं और िजै िक अहलताएं प्रोन्न त कोई हो आमेलन द्वारा तथा जिजभन्न पद्धजतयों व्य जियों की दिा में लाग ू द्वारा भरी जान े िाली ट्ररजियों की होंगी या नहह। प्रजतितता (7) (8) (9) (10) लागू नहह होता लागू नहह होता पदोन् नत (क) 70% प्रोन्न जत द्वारा, जजसके न हो व् यजियों के सकने पर प्रजतजनयुजि द्वारा। जलए दो िषल (ख) 30% प्रजतजनयजु ि द्वारा। प्रोन्न जत या प्रजतजनयजु क्त या आमले न द्वारा भती की दिा म ेंि ेश्रजे णया जजनस ेप्रोन्न जत या प्रजतजनयजुक्त या आमेलन दकया जाएगा (11) प्रोन्न जत: िेतन मैट्ररक् स के स्ट् तर-4 (रुपए 25500-81100) में ऐसे आिुजलजपक श्रेणी-।। जजन् होंन ेउस श्रेणी में दस िषल की जनयजमत सेिा की है और जिभाग द्वारा जनधालट्ररत प्रासंजगक जिषय में दो सप्ताह का प्रजििण सफलतापूिलक पूरा दकया हो। ट्रटप्प ण: जहां ऐसे कजनष्ठ व् यजियों के संबंध में, जजन् होंने अपनी अहकल या पा्ता सेिा पूरी कर ली ह,ै प्रोन् नजत के जलए जिचार दकया जा रहा हो, िहां उनके ज्य ेष् ठ व् यजियों के संबंध में भी जिचार दकया जाएगा परंतु यह तब जबदक उसके द्वारा की गई ऐसी अहलता या पा्ता सेिा, अ पेजिक अहलक या पा्ता सेिा के आधे से अजधक से या दो िषल से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐस े कजनष् ठ व् यजियों सजहत, जजन् होंने ऐसी अहकल या पा्ता सेिा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिलक पूरी कर ली हो।[भाग II—खण् ड 3(i)] भारत का राजप् : असाधारण 3 प्रजतजनयजुि : केंरीय सरकार के अधीन आिुजलजपक का पद धारण दकए हुए ऐसे अजधकारी (क) जो मूल संिगल या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हैं, या (ख) जजन् होंने मूल संिगल या जिभाग में िेतन मैट्ररक्स के िेतन स्ट्तर- 4 (रुपए 25500-81100) या समतुल् य में जनयजमत आधार पर जनयुजि के पश् चात उस श्रेणी में दस िषल की सेिा की हो। ट्रटप्प ण 1: पोषक प्रिगल के ऐसे जिभागीय अजधकारी, जो प्रोन् नजत की सीधी पंजि में ह,ैं प्रजतजनयजु ि पर जनयुजि के जलए जिचार दकए जाने के पा् नहह होंगे। इसी प्रकार प्रजतजनयुक्त व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जिचार दकए जाने के पा् नहह होंगे। ट्रटप्प ण 2: प्रजतजनयुजि की अिजध, जजसके अंतगलत केंरीय सरकार के उसी या दकसी अन् य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन् य संिगल बा्य पद पर प्रजतजनयुजि की अिजध ह ैसाधारणतया 3 िषल से अजधक नहह होगी। ट्रटप्प ण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषल से अजधक नहह होगी। यदद जिभागीय प्रोन्न जत सजमजत ह ैतो उसकी सरं चना भती करन े म ें दकन पट्ररजस्ट्थजतयों म ें संघ लोक सिे ा आयोग स े परामि लदकया जाएगा (12) (13) समूह ‘ख’ जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के जलए) संघ लोक सेिा आयोग से परामिल करना आिश्यक नहह ह।ै 1. संयुक् त जिकास आयुक्त अथिा जनदिे क(प्रिासन), जिकास आयुक् त कायाललय (एमएसएमई) – अध् यि; 2. उपजनदिे क, जिकास आयुक् त कायालल य (एमएसएमई) –सदस्ट् य; तथा 3. उपजनदिे क (प्रिासन), जिकास आयुक् त कायाललय (एमएसएमई) - सदस्ट् य [फा. स.ं ए-32013/05/2023-ए(पीएडं टी)] गौरि कट्रटयार संयुक् त जनदिे क (प्रिासन) MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES (Office of the Development Commissioner) (MICRO, SMALL AND MEDIUM ENTERPRISES) NOTIFICATION New Delhi, the 11th December, 2023 G.S.R. 889(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Small Scale Industries, Stenographer Grade I, Group ‘B’ Post (Small Industries Development Organisation) Recruitment Rules, 2002, except as respects things done or omitted to be done before4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the Micro, Small and Medium Enterprises Development Organisation, Ministry of Micro, Small and Medium Enterprises, namely: - 1. Short title and commencement.- (1) These rules may be called the Ministry of Micro Small and Medium Enterprises (the Micro, Small and Medium Enterprises Development Organisation), Stenographer Grade I (Group 'B' Post), Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix. - The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Stenographers Grade II in Level 4 (Rs. 25500-81100) in the pay matrix with ten years regular service in the grade and having successfully completed two weeks of training in the relevant field.[भाग II—खण् ड 3(i)] भारत का राजप् : असाधारण 5 Note: Where juniors who have completed their qualifying or eligibility serviceare being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion tothe next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers holding the post of Stenographer under the CentralGovernment: (i) holding analogous post onregular basis in the parentcadre or department; or (ii) with ten years regular service in Level 4 (Rs. 25500-81100) in the pay matrix. Note 1.- The departmental officers in thefeeder category who are in the directline of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration forappointment by promotion. Note 2.- The Period of deputation including theperiod of deputation in another ex-cadre post held immediately preceding this appointment in thesame or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3.- The maximum age limit forappointment by deputation shall not exceed fifty-six years as on the last date of receipt of applications.
