* **Basic Course Packages:**
* New approvals or enhancements for basic courses (PST, PSSR, EFA, FPFF, and STSDSD) are considered as a composite package for all training institutes.
* **Minimum Course Requirement:**
* No MTI will be approved for less than five courses. Approvals are withdrawn if an MTI conducts less than five courses for six months.
* **General Requirements:**
* All training institutes must have valid Directorate approval before starting any course.
* The validity of MTI approvals depends on the validity of the land/premises lease agreement.

2. New approvals / enhancement of existing capacity of competency courses
shall be coniide.ed provided the institute is approved for conducting the
lower ievel competency coursc. (The hierarchy of competency

competency courses simultaneously. The approval of the higher level
courses shall lapse automatically in case the corresponding .l ower

4. In compliance with MS Notice 1 of 2006 dated 07 '04'2006, new approval
/ enhancemint of existing capacity of courses for conversion of NCV
tertificates to foreign going certificates (Limited to 3000 GT) shall be considered
only if the Institute is approved for the respective foreign going competency
Course.
5. In compliance with MS Notice No.S of 2006 dated |7,04.2006, Institutes
approved for ihe conduct of NCV courses for Naval Officers may also apply for
approvar to conduct respective courses for naval officers to become FG offrcers.
6.Newapprovals/enhancementsofbasiccoursesi.e'PersonalSurvival
Techniques(p-S1), personal Safety & Social Responsibility (PSSR), Elementary
First Aid 1eie1, fire prevention & Fire Fighting [FPFF] and Security Training fo
seafarers with Designated Security Duties (STSDSD) will be considered for all
training institutes as a composite package at any point of time'
7. No MTI shall be approved for less than five courses. All the approvals of
MTI shall be deemed to be withdrawn if the MTI conducts less than five courses
for a period of six months.
g. Notwithstanding, anything contained in the aforesaid guidelines, every
training institute should have .rilid approrral for the relevant courses from the
