और सूचिा प्रौद्योजगकी मंत्रालय (एमईआईटीवाई) की रािपत्र अजधसूचिा फा.सं. डब्ललयु-43/4/2049-आईपीएचडब्ल्यु-
एमईआईटीवाई के द्वारा इलेक्ट्रॉजिक उत्पािों को अजधसूजचत दकया गया था।
2. सववर के मामल े में, खडं 4.12 (ख): स्ट्थािीय सामग्री की गणिा के जलए तंत्र को जिम्नािुसार संिोजधत दकया गया
ह ैऔर यह तत्काल प्रभाव से लागू होगा:

स्ट्थािीय सामग्री की गणिा के जलए सिं ोजधत तत्रं :
सवरव की घरेल ू सामग्री जबल (बीओएम) जिम्नजलजखत ताजलका के कॉलम 1 म ें जवजिर्िवष्ट मख्ु य इिपुट की लागत के
योग के बराबर होगा, बित े दक इिपुट अलग-अलग रूप से ताजलका के कॉलम 2 में जवजिर्िष्टव म्ू य वधवि आवयकता को
पूरा करें। हालांदक, 'एड ऑि कंरोलर' के कुल म्ू य का वेटेि सवरव के कुल बीओएम के 3% से अजधक िहीं होगा।

मेमोरी मॉड्यूल पीसीबी असेंबली* और बअे र पीसीबी के मू्य को छोड़कर, आयाजतत/घरेल ू स्ट्तर पर
जवजिर्मवत बेअर पीसीबी पर आयाजतत/घरेलू स्ट्तर पर जवजिर्मवत मेमोरी जचप्स**
और कलपुिों/संघटको से घरेलू परीिण।
हाडव जडस्ट्क ड्राइव/ सॉजलड स्ट्टेट आयाजतत/घरेलू स्ट्तर पर जवजिर्मवत भागों और संघटकों से घरेलू असेंबली और
स्ट्टोरेि ड्राइव (एसएसडी) परीिण।
कैजबिेट + एसएमपीएस आयाजतत/घरेलू स्ट्तर पर जवजिर्मवत भागों और संघटकों से घरेलू रूप से घरेलू स्ट्तर
पर जवजिर्मवत कैजबिेट और एसएमपीएस का घरेलू असेंबली और परीिण, इस ित व
के अध्यधीि दक "एसएमपीएस" की असेंबली म ें उपयोग दकए गए घरेल ू स्ट्तर पर
जवजिर्मवत भागों और सघं टकों का मू्य न्यूितम 25% होगा ("एसएमपीएस " के
जवजिमावण में उपयोग दकए िाि े वाले भागों और संघटकों का कुल म्ू य)
बेयर पीसीबी आयाजतत/घरेलू जवजिर्मवत इिपटु से घरेल ूस्ट्तर पर जवजिर्मवत
सहायक उपकरण (पावर केबल, आयाजतत/घरेलू स्ट्तर पर जवजिर्मवत भागों और संघटकों से घरेलू असेंबली और
किेक्ट्टर, आदि) परीिण।
ऐड-ऑि कंरोलर पीसीबी असेंबली* और बअे र पीसीबी के मू्य को छोड़कर, आयाजतत/घरेल ू स्ट्तर पर
I. आरएआईडी जवजिर्मवत बेअर पीसीबी पर आयाजतत/घरेलू स्ट्तर पर जवजिर्मवत जचप्स** और
कंरोलर/एडाप्टर कलपुिों/संघटको से घरेल ूपरीिण।
II. िेटवकव इंटरफ़ेस कंरोलर
(i) फाइिल असेंबली और टेसस्ट्टंग (i) घरेलू स्ट्तर पर असेम्बल/परीजित और
(ii) जडिाइि और जवकास (ii) उपरोक्त आइटमों में से दकसी आइटम के जलए बौजिक सम्पिा (आईपी)
अजधकार रखिे वाला व्यजक्त भारत का जिवासी हो । उपरोक्त आइटमों म ें से दकसी
आइटम के जलए भारत म ें (आईपी) जिवासी के मू्य को घरेलू बीओएम म ें उसके
मू्य से घटाया िाएगा।
* यह आवयक ह ैदक सीपीयू (एस)/िीपीयू (एस)/प्रोसेसर (एस) के सप्रंटेड सर्कवट बोडव असेंबली (पीसीबीए),
एसएमटी प्रदिया का उपयोग कर बेयर पीसीबी पर भागों/संघटकों को अजिवायव रूप स ेभारत में दकया िािा
चाजहए।

Subject: Amendment to Electronic Products Notification F.No.W-43/4/2019-IPHW-MeitY dated 07.09.2020
w.r.t. Clause No. 4.12 (Servers) – reg.
S.O. 4591(E).— Electronic Products were notified vide Ministry of Electronics and Information Technology
(MeitY) Gazette Notification F.No.W-43/4/2019-IPHW-MeitY dated 07.09.2020, in furtherance of the Department for
Promotion of Industry and Internal Trade (DPIIT) Public Procurement (Preference to Make in India) Order 2017 dated
15.06.2017, as amended by Orders dated 28.05.2018, 29.05.2019, 04.06.2020 and 16.09.2020.
2. In case of Servers, Clause 4.12 (B): Mechanism for calculation of local content is amended as under and will
be applicable with immediate effect:
Revised Mechanism for calculation of local content:
The domestic Bill of Material (BOM) of Server would be the sum of the cost of main inputs as specified in
Column 1 of the following table, provided the inputs individually satisfy the value addition requirement specified in
Column 2 of the table. However, the weightage of total value of 'Add on Controller' shall not exceed 3% of the total
BOM of the Server.
Main inputs in BOM/ stages for Value addition /local content required for the input to be classified
manufacture of Server as domestic BOM

Server Board/ Mother Board and CPU(s)/ Domestic PCB Assembly* and testing from imported/ domestically
GPU(s) manufactured parts and components, including the value of
Semiconductors** and CPU(s)/ GPU(s)** and excluding the value of
bare PCB.
Memory Module Domestic PCB Assembly* and testing from imported/ domestically
manufactured memory chips** and parts/ components on imported/
domestically manufactured bare PCB, excluding the value of bare PCB.
Hard Disk Drive/ Solid State Storage Domestic assembly and testing from imported/ domestically
Drive (SSD) manufactured parts and components.
Cabinet + SMPS Domestically manufactured Cabinet and domestic assembly and testing
of SMPS from imported / domestically manufactured parts and
components, subject to the condition that value of domestically
manufactured parts and components used in the assembly of “SMPS”
will be minimum 25% (of the total value of parts and components used
in the manufacture of “SMPS”).
Bare PCB Domestically manufactured from imported/ domestically manufactured
inputs.
Accessories (Power Cables, Connectors, Domestic assembly and testing from imported/ domestically
etc.) manufactured parts and components.
Add-on Controllers Domestic PCB Assembly* and testing from imported/ domestically
i. RAID Controller/Adapter manufactured chips** and parts/ components on imported/ domestically4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
ii. Network Interface Controllers manufactured bare PCB, excluding the value of bare PCB.
(i) Final Assembly and Testing (i) Domestically assembled/ tested and
(ii) Design and Development (ii) Intellectual Property (IP) resident in India for any of the above items.
The value of IP resident in India for any of the above items shall be
reduced from its value in the domestic BOM.
* It is essential that the Printed Circuit Board Assembly (PCBA) of the CPU(s)/ GPU(s)/ processor(s), parts/
components on the bare PCB using the SMT process should mandatorily be done in India
** This shall be reviewed when the Semiconductor FAB in India is operational.
3. All other terms and conditions of MeitY Gazette Notification F.No.W-43/4/2019-IPHW-MeitY dated
07.09.2020 remain unchanged.
