(iv) बिते दक जिर्दष्टव सुरजक्षत देिों/क्षेत्रों िामतः 8051 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] देिों/क्षेत्र अथावत ् यूएसए, यूके, किाडा, न्यूिीलडैं , यूएसए, यूके, किाडा, न्यूजीलडैं , ऑस्ट्रेजलया और ऑस्ट्रेजलया और यरू ोपीय संघ से जियावत दकए िािे यूरोपीय संघ से आयाजतत धात ु अपजिष्ट और स्ट्िैप वाले धात ु अपजिष्ट और स्ट्िैप (कटे हुए और जबिा (कटे हुए और जबिा कटे हुए, दोिो) को कटे हुए, दोिो) के जलए पीएसआइसी की पीएसआइसी की आवश्यकता से जिम्नजलजखत ित ें आवश्यकता िहीं होगी यदद खेप आठ (8) पूरी दकए िाि े के अधीि छूट दी िाएगी:

(क) इस खेप के साथ आपूर्तवकता व या स्ट्िैप याडव बंदरगाहों िामतः चन्ने ई, ततू ीकोररि, काडं ला, प्राजधकारी द्वारा इि आिय का प्रमाणपत्र ददया िेएिपीटी, मुम्बई कृष्णापट्टितम, मुंद्रा और िाएगा दक इसमें कोई रेजडयोधमी कट्टुपल्ली, के माध्यम से मंिरू ी दे दी िाती ह।ै सामग्री/जवस्ट्फोटक िहीं ह;ै इि छह दिे ों/क्षेत्रों के खेपों को आपूर्तवकता/वस्ट्कैप याडव प्राजधकारी स े इस आिय का प्रमाणपत्र ददया (ख) खेप जिम्नजलजखत बंदरगाहों िामतः चेन्नई, िाएगा दक इिमें कोई रेजडयोधमी तूतीकोररि, कांडला, िेएिपीटी, मुंबई, सामग्री/जवस्ट्फोटक िहीं ह।ै हालांदक य े इि बदरगाहों पर पोटवल मॉिीटर और कंटेिर स्ट्कैिर कृष्णापट्टितम, मुंद्रा, कट्टुपल्ली, हिीरा, के माध्यम से जवदकरण और जवस्ट्फोटक िांच के कामरािार, और अदािी गगं ावरम म ें स े दकसी अधीि होगें। इि देिों/क्षेत्रों के माध्यम से रांस- जिपमेंट को इस सुजवधा की अिुमजत िहीं दी से भी प्रवेि करती ह,ै िो दक इि बंदरगाहों पर िाएगी। िेष आठ (8) अन्य बदंरगाहों (कटे हुए पोटवल मॉजिटर और कंटेिर स्ट्कैिसव के माध्यम और जबिा कटे हुए स्ट्िैप/अपजिष्ट दोिो के जलए) के स े जवदकरण और जवस्ट्फोटक की अजिवायव िांच माध्यम स े आयात, मूल देि के जिरपेक्ष, के अधीि होगा; और पीएसआइसी के अधीि होगा। (ग) इि दिे ों/क्षेत्रों के माध्यम स े होिे वाल े रांस- जिपमेंट को पीएसआइसी से छूट िहीं दी िाएगी। यहााँ उजल्लजखत पीएसआइसी से छूट, जिर्दवष्ट समुद्री प्रवेि बंदरगाह या इिलैंड कंटेिर जडपो (आइसीडी) पर घरेल ू खपत के जलए सीमा िुल्क जिकासी के मामले म ें लाग ू होगी, बित े दक प्रवेि बंदरगाह पर ऊपर (क) से (ग) तक के खंडों म ें बताई गई सभी ित ें पूरी की गई हों, और, यदद जिकासी आइसीडी पर हो रही ह,ै तो वहां इि ितों के पूरे होिे का प्रमाण भी दिे ा होगा। इस साविव जिक सचू िा का प्रभाव: सुरजक्षत दिे ों/क्षेत्रों से आयाजतत धातु अपजिष्ट और स्ट्िैप के जलए पीएसआइसी छूट के दायरे को और अजधक स्ट्पष्ट रूप से पररभाजषत करिे के साथ जिधावररत ितों के अधीि इिलडैं कंटेिर जडपो (आइसीडी) के माध्यम स े जक्लयर की गई पात्र खेपों पर इस छूट का लाग ू करिे के जलए प्रदिया पुस्ट्तक, 2023 के पैरा 2.51(घ)(v)(iv) म ें संिोधि दकया गया ह।ै लव अग्रवालए महाजिदेिक जवदेि व्यापार एवं पदिे अपर सजचव[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 MINISTRY OF COMMERCE AND INDUSTRY (Department of Commerce) (DIRECTORATE GENERAL OF FOREIGN TRADE) PUBLIC NOTICE New Delhi, the 21st October, 2026 No. 35 /2026-27

Subject: Amendment to the provisions relating to PSIC requirements for import of metallic waste and scrap under the Handbook of Procedures, 2023 – reg.

F. No. 01/89/180/38/PSIA/AM-26/PC-2(A)/E-47154.—In exercise of the powers conferred under paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendment to paragraph 2.51 (d) (v) (iv) of the Handbook of Procedures (HBP), 2023:

(c) Trans-shipments through these countries/regions will not be allowed exemption from PSIC.

The exemption from PSIC specified herein shall apply for Customs clearance for home consumption at the designated entry sea port or at an Inland Container Depot (ICD), provided4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] that all conditions specified under clauses (a) to

(c) above are satisfied at the port of entry and, in case of clearance at an ICD, proof of the same is

provided at the ICD."

Effect of this Public Notice: Para 2.51(d)(v)(iv) of the Handbook of Procedures, 2023 is amended to set out in more precise terms the scope of the PSIC exemption for metallic waste and scrap imported from Safe Countries/Regions, including its applicability to eligible consignments cleared through an Inland Container Depot, subject to the conditions specified.
