(v) कुलपित क(cid:8) उपलिJधयां एवं अ(cid:29)य सेवा शतK िनL 5कार से ह!गी :-

(क) क&Mीय सरकार (cid:16)ारा समय समय पर िनधा(cid:22)(cid:23)रत दर के अनुसार कुलपित का मािसक वेतन और घर भा भ<े को

छोड़कर अ(cid:29)य भ<े $दए जाएगं े, तथा वे भा चुकाए िबना ही अपने पूरे काय(cid:22)काल के दौरान एक असबाब! स े
सिRत आवास का उपयोग कर सक&गे और ऐसे आवास के रखरखाव म& होने वाले य का भार उ(cid:29)ह & वहन नह*
करना होगा।
(ख) कुलपित, कुला(cid:13)य(cid:14) के अनुमोदन पर 5बंधन बोड (cid:22) के (cid:16)ारा समय समय पर िनधा(cid:22)(cid:23)रत $कए जाने वाले कालाविध
सापे(cid:14) लाभ एवं भ<े के अिधकारी ह!गे :
परंतु इस िव2िव3ालय अथवा इसके (cid:16)ारा संचािलत $कसी महािव3ालय या सं(cid:28)थान के, अथवा $कसी अ(cid:29)य
िव2िव3ालय के या उसके (cid:16)ारा सचं ािलत अथवा उससे संब9 $कसी सं(cid:28)थान के $कसी कम(cid:22)चारी को कुलपित िनय(cid:11)ु
$कए जाने क(cid:8) ि(cid:28)थित म,& वे िजस भिवTय िनिध के सद(cid:28)य ह U - उसम& अपना अंशदान जारी रखने क(cid:8) अनुमित उ(cid:29)ह &

परंतु, और $क ऐसे कम(cid:22)चारी य$द $कसी िनवृि< वते न िनिध योजना के सद(cid:28)य रह े ह! तो िव2िव3ालय उस योजना
म& आवXयक अंशदान करेगा।
(ग) कुलपित 5बंधन बोड (cid:22) (cid:16)ारा िनधा(cid:22)(cid:23)रत क(cid:8) जाने वाली दर के िहसाब से याYा भ< े के अिधकारी ह!गे।
(घ) कुलपित एक कैल&डर वष(cid:22) म& तीस $दन के िहसाब स े पूण(cid:22) वेतन सिहत छु[ी के अिधकारी ह!गे और 5Vयेक वष (cid:22)
जनवरी और जुलाई महीन! के 5थम $दन! म& दो पंMह $दवसीय अ9-(cid:22) वा\षक $क(cid:28)त! के Bप म& उनके खाते म& रािश
अि]म Bप से जमा कर दी जाएगी :
परंतु, य$द कुलपित $कसी चालू वषा(cid:22)9 (cid:22) के दौरान कुलपित के पद का काय(cid:22)भार ]हण कर& या उससे िनवृि< ल,& तो
5Vयेक सेवापूण(cid:22) मास पर ढाई $दन के िहसाब स े समानुपाितक Bप म& छु[ी क(cid:8) रकम जमा कर दी जाएगी।
(ङ) उपधारा (घ) म& उि-लिखत छु[ी के अलावा कुलपित 5Vयेक सेवापूण(cid:22) वष(cid:22) बीस $दन के िहसाब से अ9व(cid:22) ेतन
सिहत छु[ी के भी अिधकारी ह!गे। यह अ9व(cid:22) ेतन सिहत छु[ी िच$कVसा 5माण-पY 5(cid:28)तुत करके अंतव(cid:22)\तत छु[ी के
Bप म& पूण(cid:22) वेतन के साथ ली जा सकेगी। अंतव(cid:22)\तत छु[ी ली जाने क(cid:8) ि(cid:28)थित म&, 5ाD होने वाली अध(cid:22)वेतन सिहत
छु[ी क(cid:8) कुल रािश से अ9व(cid:22) ेतन सिहत छु[ी क(cid:8) दगु ुनी रकम घटाई जाएगी।
(vi) कुलपित का पद य$द दहे ावसान, Vयाग-पY 5दान या अ(cid:29)य $कसी कारण से (cid:23)र(cid:11) होता ह ै अथवा वे अ(cid:28)व(cid:28)थता
या अ(cid:29)य $कसी कारण से अपने काय@ का संपादन नह* कर सकते, तो सम-कुलपित कुलपित के काय@ का संपादन
कर&गे।
परंतु, सम-कुलपित क(cid:8) अनुपि(cid:28)थित म & सव_` व(cid:23)रaता 5ाD आचाय,(cid:22) यथाि(cid:28)थित, नए कुलपित (cid:16)ारा काय(cid:22)भार ]हण
$कए जाने या िव3मान कुलपित के (cid:16)ारा अपने पद स े जुड़ े दाियVव! को संभाले जाने तक कुलपित के काय@ का
संपादन कर&गे।

NOTIFICATION
Tezpur, the 19th December, 2013
(Amendments as approved by the Visitor vide MHRD letter F. No. 14-1/ 2010- Desk (U) dated 07/07/10)
The Vice Chancellor,
2.(i) The Vice-Chancellor shall be appointed by the Visitor from a panel of not less than three persons
who shall be recommended by a Committee as constituted under clause (ii):
Provided that if the Visitor does not approve of any of the persons included in the panel, he may call for a
fresh panel.
(ii) The Committee referred to in clause (i), shall consist of three persons, none of whom shall be an
employee of the Universityor a member of the Board of Management, Academic Council or Planning and
Academic Committee, member of any authority of the University or connected with
an institution associated with the University and out of the three persons, two shall be nominated by the
Board of Managementand one by the Visitor and the nominee of the Visitor shall be the convenor of the
Committee.
(iii) The Vice-Chancellor shall be a whole-time salaried officer of the University.
(iv) The Vice-Chancellor shall hold office for a term of five years from the date on which he enters uponthe
office, or until he attains the age of seventy years, whichever is earlier, and shall be eligible for re-
appointment within the age limit as specified above.
Provided that notwithstanding the expiry of the said period of five years, he shall continue in
office until his successor is appointed and enters upon his office.
Provided further that the Visitor may direct any Vice-Chancellor after his term has expired, to continue
in office for such period, not exceeding a total period of one year, as may be specified by him.
(v) The emoluments and other conditions of service of the Vice-Chancellor shall be as follows:-
(a) The Vice-Chancellor shall be paid a monthly salary and allowances other than the house rent
allowance, at the rates fixed by the Central Government from time to time and he shall be
entitled, without payment of rent, to use a furnished residence throughout his term of office and
no charge shall fall on the Vice-Chancellor in respect of the maintenance of such residence.
(b) The Vice-Chancellor shall be entitled to such terminal benefits and allowances as may be fixed by
the Board of Management with the approval of the Visitor from time to time.
Provided that where an employee of the University or a College or an Institution maintained by it,
or of any other University or any Institution maintained by or affiliated to such other
University, is appointed as the Vice-Chancellor, he may be allowed to continue to contribute
to any provident fund of which he is a member and the University shall contribute to the account
of such person in that provident fund at the same rate at which the person had been
contributing immediately before his appointment as the Vice-Chancellor:
Provided further that where such employee had been a member of any pension scheme, the
University shall make the necessary contribution to such scheme.
(c) The Vice-Chancellor shall be entitled to traveling allowance at such rates as may be fixed by the
Board of Management.
(d) The Vice-Chancellor shall be entitled to leave on full pay at the rate of thirty days in a calendar
year and shall be credited to his account in advance in two half-yearly instalment of fifteen day
each on the first days of January and July every year:
Provided that if the Vice-Chancellor assumes or relinquishes charge of the office of the Vice-
Chancellor during the currency of a half year, the leave shall be credited proportionately at the rate of

(e) In addition to the leave referred to in sub-clause (d), the Vice-Chancellor also be entitled to half pay
leave at the rate of twenty days for each completed year of service. This half pay leave may also be
availed of as commuted leave on full pay on medical certificate. When commuted leave is availed,
twice the amount of half pay leave shall be debited against half pay leave due.
(vi) If the office of the Vice-Chancellor becomes vacant due to death, resignation or otherwise, or if he is
unable to perform his duties due to ill health or any other cause, the Pro-Vice-Chancellor shall perform
the duties of the Vice-Chancellor:
Provided that if the Pro- Vice Chancellor is not available, the seniormost Professor shall perform the
duties of the Vice-Chancellor until a new Vice-Chancellor assumes office or until the existing Vice-
Chancellor attends to the duties of his office, as the case may be.
